April 26, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to attend the 2019 Annual Meeting of Keizai Doyukai (Japan Association of Corporate Executives) at the Imperial Hotel in Tokyo.

While at the annual reception attended by many notable guests, H.E. Dr. Mohabbat had the opportunity to meet and speak with Dr. Yoshimitsu Kobayashi, Chairman of Keizai Doyukai to whom he expressed thanks for the invitation to this event. On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Dr. Mohabbat extended him sincerest thanks for the long support and unwavering assistance of the people and Government of its true friend, the noble nation of Japan. Moreover, he encouraged Chairman Kobayashi to use his considerable influence among the members of his organization to boost further investment in Afghanistan’s burgeoning economy, business sectors, and trade market in order to help further prosperity and growth as well as to strike well at the very receptive Afghan market. In return, Chairman Kobayashi thanked H.E. Dr. Mohabbat for his kind words and attendance, as well as assured him that he would fairly consider the mutually beneficial advantages of encouraging further investment in Afghanistan.

Additionally, H.E. Dr. Mohabbat had the pleasure of meeting with H.E. Mr. Akira Amari, Chairman of the Election Strategy Committee of the LDP and former Minister of Economy, Trade, as well as many Industry high-ranking government officials, politicians, parliamentarians, Their Excellencies the Ambassadors, diplomats with missions in Japan, officials from the global economic sector, and the foremost leaders of Japan’s largest international corporations, all of whom were present in honor of the occasion.

April 26, 2019: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to meet with Hon. Deputy Assistan Minister and Deputy Director-General Mr. Masahiko Kiya, of the Middle Eastern and African Affairs Bureau of the Ministry of Foreign Affairs in Tokyo to present the official endorsement request Letter from H.E. President Mohammad Ashraf Ghani, President of the Islamic republic of Afghanistan, and the documents pertaining to Afghanistan’s candidature, Hon. Dr. Suraya Dalil, for election to the UN International Organization for Migration (IOM) at the elections to be held in Geneva on June 21, 2019. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary.

H.E. Ambassador Dr. Bashir Mohabbat thanked Hon. Mr. Kiya for making time in his schedule to meet with them. On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Dr. Mohabbat thanked Hon. Mr. Kiya for the very longtime friendly relationship between Japan and Afghanistan. He expressed his thanks to the people and Government of the noble nation of Japan who have sincerely helped Afghanistan achieve great strides in progress on the road towards stability, peace, and prosperity – serving as the ideal role model and proponent for peace.
In return, Hon. Mr. Kiya thanked H.E. Dr. Mohabbat for meeting with him, his kind words, assured him of passing along the information to the proper authorities and to again give the candidacy of Hon. Dr. Suraya Dalil their full consideration, and vowed Japan’s continued support of Afghanistan in its development. H.E. Dr. Mohabbat further apprised Hon. Mr. Kiya of the most recent developments regarding the progress and expansions related to the peace process. Hon. Mr. Kiya expressed his thanks for the full briefing and was very impressed and interested in the most current steps and developments in the Afghan-owned and Afghan-led process towards peace. Moreover, he remarked on the great initiative and leadership by H.E. President Mohammad Ashraf Ghani through these endeavors and also promised that people and Government of Japan would fully continue to support and stand by the Afghan people in an Afghan-lead and Afghan-owned peace process well into the future.

April 26, 2019: It was an honor and pleasure for H.E. Ambassador Dr. Bashir Mohabbat to host a lunch meeting with H.E. Mr. Mitsuji Suzuka, Ambassador of Japan to Afghanistan, in Tokyo.

H.E. Dr. Bashir Mohabbat expressed his gratitude to H.E. Ambassador Mr. Suzuka for making time in his schedule to meet and share lunch together again. In return, H.E. Mr. Suzuka expressed appreciation for the opportunity to meet again and discuss topics of importance to both of their respective missions. On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Dr. Mohabbat thanked H.E. Mr. Suzuka for the very longtime friendly relationship between Japan and Afghanistan and expressed sincere gratitude for the steadfast and benevolent support and assistance of the noble nation of Japan which has stood by Afghanistan throughout the rebuilding progression as it strives for further peace and prosperity in an Afghan-owned and Afghan-led process – with Japan itself serving as the ideal role model and proponent for peace.
In return, H.E. Mr. Suzuka thanked H.E. Dr. Mohabbat for his kind words, and assured him of Japan’s continued support of Afghanistan in its development. H.E. Dr. Mohabbat came to the crux of his visit to apprise H.E. Mr. Suzuka of the most recent developments regarding the progress and the recent expansions related to the peace process. H.E. Mr. Suzuka expressed his thanks for the full briefing and was very impressed and interested in the most current steps and developments in the Afghan-owned and Afghan-led process towards peace. Moreover, he remarked on the great initiative and leadership by H.E. April 26, 2019: It was a pleasure for His Excellency Dr. Bashir Mohabbat to meet with Mr. Yoshiyasu Iseki, Director, and Ms. Yuka Fujino, with the Ministry of Foreign Affairs of Japan’s Country Assistance Planning Division III to discuss the progress of exporting and implementing Japan’s Tax and Accounting System for possible introduction to Afghanistan. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary for the Embassy of the Islamic Republic of Afghanistan.
Japan’s novel tax accounting system if implemented in Afghanistan will be a great contribution for the next generation of Afghans. This great and comprehensive system patented by Japan and being utilized by Germany, South Korea, and a few other countries is petitioned to be introduced to the , Republic of Indonesia, Republic of Vietnam, the Kingdom of Cambodia, and the Lao People's Democratic Republic as well, among other countries considering using the novel Japanese system.
H.E. Ambassador Dr. Mohabbat thanked Ms. Fujino for making time in her busy schedule to meet and receiving them so warmly. H.E. Dr. Mohabbat thanked them for the introduction of the tax system which will greatly benefit the economy of Afghanistan in the future and vowed to do all requested on the embassy’s end to help them bring this to fruition. In return, Ms. Fujino thanked H.E. Dr. Mohabbat for arranging to meet and for for his kind words. Further, she promised that her department and MOFA would do their best to facilitate all matters in order that the Japanese tax and Accounting system may be introduced for use in Afghanistan in a timely manner. Following further discussion, on behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Dr. Mohabbat thanked the people and Government of Japan for their extraordinary assistance over the years in helping Afghanistan to achieve progress and development and for vowing to stand by it well into the future as it progresses on its Afghan-owned and Afghan-led path to peace.

April 25, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to receive a courtesy call visit by Ms. Sajia Yarmal, and Miss Diba Maram, an Afghan Nationals visiting Japan under the NGO GETA. Also in attendance to greet the two guests were all of the diplomats.
H.E. Ambassador Dr. Mohabbat extended a sincere welcome to Ms. Sajia Yarmal and Miss Diba Maram. Ms. Yarmal is currently a student at Afghanistan’s premier university—Kabul University, where she is majoring in German Literature. She is a very active member of the Afghan NGO Naween. She is accompanying young Miss Maram who has traumatically induced hearing loss and is in Japan to have her hearing aids fitted and adjusted under the auspices of the NGO GETA.
Ms. Yarmal and Miss Maram thanked H.E. Dr. Mohabbat for making time in his schedule to meet with them and for inviting them so warmly to the embassy. Further, they discussed the many experiences and sights they’ve encountered while on their trip in Japan. Following their meeting at the Embassy, H.E. Dr. Mohabbat accompanied them to Ms. Yarmal's Special Lecture at Nihon University - the university very special to H.E.Dr. Mohabbat where he received his PhD in International Law in 2007.

On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat extended a sincere gratitude to Mr. Katsuyoshi Nakazato, of the NGO GETA, for arranging the opportunity and inviting Ms. Sajia Yarmal, a student at Kabul University, to speak on the current situation of life and the educational environment of Afghanistan. In return, Mr. Nakazato thanked H.E. Dr. Mohabbat for attending this unique event as well as for his kind words. Further they promised to find further opportunities to arrange informative collaborations such as this.
While at the well-attended event, H.E. Dr. Mohabbat also had the pleasure of meeting with Professor Kensuke Kono, Dean of the Department of Japanese language and Literature College of Humanities & Science of Nihon University, as well as other faculty members and students of Nihon University and other guests who were interested in listening to Ms. Yarmal’s experiences and observations about contemporary Afghanistan.

April 24, 2019: It was an honor and pleasure for H.E. Ambassador Dr. Bashir Mohabbat to host a luncheon reception to honor the courtesy call visit by the 5th Leadership Program for Women in the PEACE Project, dignitaries from the Japan International Cooperation Agency (JICA), and Japan International Cooperation Center (JICE) at the Embassy. All of the diplomats and staff were in attendance to greet guests as they arrived to the event.

The Welcome Address was given by the afternoon’s emcee Mr. Abdul Hameed Hashimi, Third Secretary. All of the PEACE Participants participated in a self-introduction and shared a little about their research at their respective universities in Japan. In his opening remarks, H.E. Ambassador Dr. Mohabbat extended his welcome to all present and thanked them for sharing their stories and their hopes for the future. He encouraged them to continue the forward momentum of progress and help advocate for all women in Afghanistan who have not yet found their opportunities or voice.

Hon. Ms. Akiko Domoto, the first woman Governor of Chiba Prefecture and third Woman ever elected as Governor of Japan, gave lecture on the importance in the role of women in all aspects of society around the world. Additionally, she spoke on Japan’s history of having had women Empress Regnants ruling over the country as well as its recent endeavors through Japan’s Ministry of Foreign Affairs “World Assembly for Women (WAW!” .

After all had spoken, Mr. Hashimi invited the guests to partake in the Afghan dishes prepared in their honor by the Embassy which were served for all to enjoy. Following the luncheon, all guests present partook in a group photo, to commemorate the auspicious occasion.

April 23, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to host a Luncheon, presentation, and Afghan goods bazaar members of Ikebana International’s Saitama Office at the Embassy of the Islamic Republic of Afghanistan in Tokyo, Japan.

The guests were greeted with welcoming remarks by H.E. Ambassador Dr. Mohabbat who had prepared a special afternoon for them. Further, they were given a delightful and informative presentation on Afghanistan’s culture, history, natural resources, and progress by H.E. Dr. Mohabbat.

Following their presentation on Afghanistan, the guests were treated to a special lunch of various Afghan traditional foods carefully prepared by the embassy in honor of the occasion.

At the completion of the meal and entertainment, the guests were invited to peruse a small bazaar set-up with booths in which local Afghan businesses in Japan displayed Afghan craft and art items such as rugs, scarves, Afghan traditional clothing, Afghanistan sourced precious stone jewelry items, award winning Afghan saffron, and dried Afghan fruits and nuts for them to view, and inquire further about. All those present had an enjoyable time and remarked at how impressed they were with their new introduction to the wonders of Afghanistan.

April 17, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to receive representatives from the Shanti Volunteer Association (SVA) and a delgation of SVA Members from the Afghanistan Office for a meeting at the Embassy. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary of the Embassy of the Islamic Republic of Afghanistan in Japan.
SVA has brought into Japan the members of their Afghanistan Office for their annual training in Japan, and this year's group of six included Mr. Waheed Ahmad Zamani, Acting Director of Shanti Volunteer Association's Afghanistan Office. His Excellency Ambassador Dr. Bashir Mohabbat warmly welcomed the guests to the Embassy. In return, they expressed deepest gratitude to H.E. Ambassador Dr. Mohabbat for finding time in his schedule to meet with them, and for the warm welcome, after which they gave him a briefing on the state of SVA’s efforts and achievements in Afghanistan.

Following the briefing, H.E. Dr. Mohabbat thanked each one for the information and renewed his deepest appreciation, on behalf of the people and Government of the Islamic Republic of Afghanistan, for SVA’s contribution to developing education and literacy in both rural and in urban areas of Afghanistan which is truly developing human capacity and investing in the future of Afghanistan be preparing and educating the next generations. They assured H.E. Dr. Mohabbat that their team will continue to cooperate for continued progress.
Further, H.E. Dr. Mohabbat remarked about the importance of SVA and their mission to promote education in Afghanistan and thanked them on behalf of the people and Government of the Islamic Republic of Afghanistan, for all of their hard work over the past 15 years since they opened their Afghanistan Office and remarked just how much the people of Afghanistan would forever be grateful for their many noble works. SVA has launched school library projects, library renovation, and construction of approximately 40 schools in Afghanistan while providing books translated in Dari and Pashto to children and in addition, they train teachers to teach children how to read. SVA had constructed many libraries, taught prospective Afghan teachers, and supported many Afghan craftspeople. With the generosity and hard work of the SVA team, they continue to play a key role in the development of Afghanistan’s education sector.

April 16, 2019: It was a pleasure for His Excellency Ambassador Dr. Bashir Mohabbat to attend the Briefing Meeting video presentation of "Researches and Lectures on Water by His Imperial Highness the Crown Prince of Japan" at the National Graduate Institute for Policy Studies (GRIPS) Meeting Room in Tokyo.
This event was the chance for viewing of the video covering the research by His Imperial Highness the Crown Prince and included a video message by him. While at the event, H.E. Ambassador Dr. Mohabbat had a chance to speak with the organizers of the event and thanked them for the invitation as well as for hosting such a noble and informative video. April 16, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to Mr. Masataka Nakahara, Visiting Senior Advising Expert on Afghanistan for Japan International Cooperation Agency (JICA), who is a longtime personal friend of H.E. Ambassador Dr. Mohabbat, as well as a longtime friend of the people of Afghanistan at the Embassy of the Islamic Republic of Afghanistan in Japan. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary; and Mr. AbdulHameed Hashimi, Third Secretary.
His Excellency Ambassador Dr. Bashir Mohabbat warmly welcomed Mr. Nakahara to the Embassy. In return, Mr. Nakahara expressed his deepest gratitude to H.E. Ambassador Dr. Mohabbat for finding time in his busy schedule to meet with him, and for the warm welcome, after which he gave him a briefing on the state of Afghanistan's Agriculture as he has just returned from Kabul. H.E. Dr. Mohabbat thanked Mr. Nakahara for the briefing and renewed his deepest appreciation, on behalf of the people and Government of the Islamic Republic of Afghanistan, for Japan’s contribution to developing education, health, and agriculture both rurally and in urban areas in Afghanistan which will enable it to be self-sufficient in rice production in the years to come. Mr. Nakahara assured that he and his team will continue to cooperate for constant gains in those fields, especially in agriculture. Mr. Nakahara also called for support for Afghan graduates from study in Japan, to whom they provided scholarships, in their future careers in Afghanistan.

April 16, 2019: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to meet with H.E. Mr. Jose C. Laurel V, Ambassador of the Republic of the Philippines, at the Embassy of Philippines in Tokyo. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary.
H.E. Ambassador Dr. Mohabbat thanked H.E. Mr. Laurel for taking the time to meet with him. Furthermore, he thanked H.E. Mr. Laurel, on behalf of the people and Government of Afghanistan, for the kind support of Afghanistan by the warm, friendly people and Government of the Philippines over the years at it has strived for progress, prosperity, and peace. As the Non-Resident Ambassador of the Islamic Republic of Afghanistan to the Philippines, H.E. Dr. Mohabbat has great interest and a special place in his heart for the wonderfully kind people of the Philippines. At this time, H.E. Dr. Mohabbat too the opportunity to give H.E. Mr. Laurel a full briefing of the many recent striving achievements in the Afghan-owned and Afghan-led peace process undertaken by the National Unity Government, which was well received by H.E. Mr. Laurel. In return, H.E. Mr. Laurel thanked H.E. Dr. Mohabbat for his kind words and expressed his sincerest promises for the relations between their two respective countries to deepen and become more profound. April 13, 2019: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to attend the ceremony in honor of the 25th Anniversary of the Association of Kenshikai Healthcare Corporation, 26th Anniversary of the Reshad Clinic, and 20th Anniversary of the Apolon Elderly Care Center in Shimada City of Shizuoka Prefecture.

Dr. Khaled Reshad, a longtime friend of the embassy, came to Japan in 1969 and graduated from the Kyoto University Medical College in 1976. After working at several hospitals in western Japan, he established Reshad Clinic in Shimada City, Shizuoka Prefecture in 1993. In 2002, Dr. Reshad launched the NGO “Karez Health & Educational services” to work on medical and educational services in his home country of Afghanistan. He has also contributed to the community health care in Shimada City with continued volunteer-medical-service activities in the suburb villages, and has been awarded the 61st Japanese Public Health Award, as well as the Foreign Minister’s Commendation for FY 2018 Award on July 24, 2018 - for the promotion of mutual understanding between Japan and Afghanistan.

During his speech, on behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat expressed profound congratulations to Dr. Reshad on the occasion of the anniversary of his clinic which has done so much to help improve lives both here in japan and back home in Afghanistan; serving as a great bridge between the two countries. In return, Dr. Reshad thanked H.E. Dr. Mohabbat not only for attending but also for his kind words. Further he assured H.E. Dr. Mohabbat that his clinic and NGO would continue to do all it could to continue helping improve the livelihoods of all the people it could both in Afghanistan and Japan.

April 13, 2016: It was an honor and pleasure for His Excellency Ambassador Dr. Bashir Mohabbat to attend the annual Cherry Blossom Party hosted by the Prime Minister of Japan, H.E. Mr. Shinzo Abe at Shinjuku Garden.

The cherry blossom (sakura) has been celebrated in Japan for many centuries and holds a very particular place in Japanese culture. It is regarded as a symbol of renewal, vitality, and beauty. During the spring season of each year, hundreds of thousands travel to Japan to view the wondrous spectacle of these white or pink flowers blooming. Many attend cherry blossom festivals or simply enjoy hanami, the tradition of viewing and enjoying the beauty of the cherry blossom. With the Japanese tradition of cherry blossoms blooming symbolizing the start of new beginnings paralleling the spring start of the Afghan New Year, the event was very symbolic as a start of another year of ever-increasingly friendly Afghan-Japanese relations.
The event brought together Their Excellencies the Ambassadors, the heads of the diplomatic missions in Japan, Members of the Diet, distinguished guests, and a number of other key dignitaries with whom H.E. Ambassador. Dr. Mohabbat had the pleasure of interacting with while they all were gathered to admire the lovely cherry blossoms in bloom at H.E. Prime Minister Abe’s party.

April 12, 2019: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to meet with H.E. Ambassador Mr. Hiroshi Oka, Assistant Minister & Director General of the Middle Eastern and African Affairs Bureau; as well as Special Representative to Afghanistan Assistance of Ministry of Foreign Affairs of Japan at his office in the Ministry of Foreign Affairs in Tokyo. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary.
H.E. Ambassador Dr. Bashir Mohabbat thanked H.E. Ambassador Mr. Oka for making time in his schedule to meet with them. On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Dr. Mohabbat thanked H.E. Mr. Oka for the very longtime friendly relationship between Japan and Afghanistan. He expressed his thanks to the people and Government of the noble nation of Japan who have sincerely helped Afghanistan achieve great strides in progress on the road towards stability, peace, and prosperity – serving as the ideal role model and proponent for peace.
In return, H.E. Mr. Oka thanked H.E. Dr. Mohabbat for meeting with him, his kind words, and assured him of Japan’s continued support of Afghanistan in its development. H.E. Dr. Mohabbat came to the crux of his visit to apprise H.E. Mr. Oka of the most recent developments regarding the progress and expansions related to the peace process. H.E. Mr. Oka expressed his thanks for the full briefing and was very impressed and interested in the most current steps and developments in the Afghan-owned and Afghan-led process towards peace. Moreover, he remarked on the great initiative and leadership by H.E. President Mohammad Ashraf Ghani through these endeavors and also promised that people and Government of Japan would fully continue to support and stand by the Afghan people in an Afghan-lead and Afghan-owned peace process well into the future.

April 11, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to visit the Suzumemiya Junior High School in Tochigi Prefecture, under the hosting of Mr. Kazuo Aoki, in order to meet Miss Diba Maram, an Afghan National visiting the area and experiencing a day at a Japanese Junior High School, and her translation companion Ms. Sajia Yarmal, under Mr. Aoki’s NGO.

Miss Diba Maram has traumatically induced hearing loss and is in Japan to have her hearing aids fitted and adjusted under the auspices of Mr. Aoki’s NGO. While in the country she is being offered the opportunity to see what daily life is like for children her age here in Japan. She was offered the chance to attend Suzumemiya Junior High School thanks to the kindness of the Utsunomiya Board of Education.
H.E. Ambassador Dr. Mohabbat had the opportunity to meet with Miss Maram on her visit to the school and share in the Japanese school children’s lunch with her. Hon. Mr. Hiroshi Ogawa, Principle of Suzumemiya Junior High School, Mr. Shigeo Kobori, Education leader of the Utsunomiya Board of Education, and Mr. Fumio Handa, Subsection Chief of the Utsunomiya Education Center's Consultation Department extended a very warm welcome to H.E. Ambassador Dr. Mohabbat and thanked him for visiting their school. In return, H.E. Dr. Mohabbat thanked them for not only hosting the event but also for taking great care of the two ladies on their visit to the area. Prior to lunch, H.E. Ambassador Dr. Mohabbat Presented a certificate of appreciation to the Utsunomiya Board of Education and the Suzumemiya Junior High School, on behalf of the people and Government of the Islamic Republic of Afghanistan to thank them for building cultural bridges and enhancing human capacity building and understanding by allowing Miss Maram the opportunity to experience what studies are like in Japan.
All of the activities surrounding the visit of H.E. Ambassador Dr. Mohabbat to the school to meet with Miss Maram were extensively covered by television and newspapers for interview by the Sankei Shimbun, Asahi Shimbun, Tochigi Television, Tochigi Yomiuri Shimbun, and the Shimotsuke Shimbun.
