2019年2月26日: モハバッド大使は東京プリンスホテルにおいて、岡浩外務省政務次官・中東アフリカ局長が主催する歓迎会に出席しました。歓迎会には、ハムダード駐日アフガニスタン大使館一等書記官も同席しました。

当イベントは、日本国外務省が進める「中東と北アフリカの次世代リーダー」プログラムの参加者を歓迎するために開催されました。2015年に始まり、今年で4回目となる当プログラムは、中東と北アフリカ地域の次世代リーダーたちを日本に招き、同地域に対する日本の尽力について理解を深めてもらう目的で行われています。さらにこのレセプションでは、主催国の日本とアフリカや中東の多くの国々との関係を強固にするという崇高な目的も兼ねていました。この使命の下、参加各国はお互いに懇親を深め、また理想的で温かい関係を構築するべく次世代リーダーたちとも交流しました。

当イベントで、モハバッド大使とハムダード一等書記官は、アフガニスタン代表団のメンバーで、かつユネスコ国家文化・経済創造プログラム(NPCE)の上級顧問であるアクバル氏と会見し、代表団らを素晴らしい主催国である日本に歓迎しました。モハバッド大使らは、日本国民と政府が行ってきたアフガニスタンの進歩と発展を目指す様々な助力について意見を交わし、さらに今後も継続されるよう議論しました。

さらに、モハバッド大使とハムダード一等書記官は主催者の岡浩氏とも会見し、日本の安定的かつ継続的な支援、特に日本国外務省の長年にわたるアフガニスタンの発展・平和・繁栄のための支援に深い感謝の意を示しました。モハバッド大使らはまた、他国の複数名の大使、使節団の代表、駐日外交官、そしてそれ以外の著名な参加者たちとも会見しました。

2019年2月26日: モハバッド大使は、皇居の豊明殿で催された天皇陛下の即位30周年記念式典に出席しました。

天皇陛下は今年4月の終わりに退位されます。そのため、この感慨と敬意に満ちた式典は各国の外交官たちにとって、天皇陛下の御前にまみえる最後の機会となるでしょう。舞楽の披露ののち、天皇皇后両陛下は皇室の方々とともに宮殿の中へと入られました。そして各国外交官を代表して駐日サンマリノ大使マンリオ・カデーロ氏が祝辞を述べ、天皇陛下はこれに短くお答えになられました。

天皇皇后両陛下、皇太子殿下をはじめとする皇族の皆様は、モハバッド大使の参列に対して多大なる名誉とお慶びを下さりました。これに対し、モハバッド大使はアフガニスタン・イスラム共和国の政府と人々を代表して、天皇陛下の治世における、皇室並びに日本政府と国民による陛下への堅固な支持と寛容精神に、深くお慶びを申し上げました。モハバッド大使と天皇陛下は皇太子殿下を交え、幾多の素晴らしい思い出と、陛下がかつてアフガニスタンで過ごされた休暇について語り合い、モハバッド大使は皇太子殿下をいつでもアフガニスタンへ招待すると伝えました。天皇陛下が親愛をこめて語ったアフガニスタンの不思議と魔法を、皇太子殿下もまた目にするかもしれません。加えてモハバッド大使は、即位30周年記念式典において、他国の外交官、団体の代表者、政府高官、その他の重要な参加者たちと会合できたことに感謝の意を表しました。

February 26, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to attend the Welcome Party Hosted by the H.E. the Assistant Minister and Director-General of the Middle Eastern and African Affairs Department of Ministry of Foreign Affairs of Japan, H.E. Mr. Hiroshi Oka, at the Tokyo Prince Hotel. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary or the Embassy of Afghanistan in Tokyo.

This event hosted by the Ministry of Foreign Affairs of Japan was held in order to greet the participants of the “Young Leaders in the Middle East and North Africa” Program hosted by MOFA. The program, the fourth since it began in 2015, has invited the young leaders of the Middle East and North African region to Japan with the purpose of deepening their understanding towards Japan’s efforts for the Middle East and North Africa. Further, this reception served the noble intention to strengthen the important relationships among the host nation of Japan and the many nations in Africa and the Middle East region. Those on missions for these countries are able to meet, network, and familiarize themselves with one another and the new young leaders in the region in order to build the most ideal and warm of relations.
While at the event, H.E. Ambassador Dr. Mohabbat and Mr. Hamdard had the pleasure of meeting with the Afghan member of the delegation, Ms. Shaharzad Akbar, Senior Advisor for UNESCO’s National Program for Culture & Creative Economy (NPCE) who they welcomed to their lovely host country of Japan and with whom they discussed the many ways in which the people and Government of Japan have helped and continue to help in the progress and development in Afghanistan.
Additionally, H.E. Dr. Mohabbat and Mr. Hamdard also had the pleasure of meeting with the host, H.E. Mr. Hiroshi Oka, to whom they expressed sincerest thanks and appreciation for the steadfast and continuous support of Japan and in particular MOFA Japan over the years in helping Afghanistan to continue her further progress towards development, peace and prosperity. They also met with several others of Their Excellencies the Ambassadors, Heads of Missions, diplomats with missions in Japan, members of government, and other distinguished guests all present for the wonderful reception.

February 26, 2019: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to attend the reception on the occasion of the 30th Anniversary of His Majesty the Emperor's Accession to the Throne at the Homei-Den Hall of the Imperial Palace in Tokyo.
This emotion filled and reverent reception would be the last occasion reception for members of the Diplomatic Corps to be in audience with His Majesty the Emperor as he will be abdicating the Chrysanthemum Throne in the end of April. Following the engagement of court dance and music (Bugaku), Their Majesties the Emperor and Empress, accompanied by other members of the Imperial Family entered the hall. A congratulatory speech was given by the Dean of the Diplomatic Corps, H.E. Mr. Manlio Cadelo, Ambassador of the Republic of San Marino to Japan. Following this, a short reply was given by His Majesty the Emperor.
While at the event, H.E. Ambassador Dr. Mohabbat had the extreme honor and pleasure of being received by Their Majesties the Emperor and Empress of Japan, His Imperial Highness the Crown Prince, as well as all other members of the Imperial Family to whom he expressed sublime gratitude and appreciation for the steadfast support and benevolent generosity of the Imperial family as well as the people and Government of the noble nation of Japan over the years of His Majesty the Emperor’s reign, on behalf of the people and Government of the Islamic Republic of Afghanistan. While having his audience with His Imperial Highness the Crown Prince, they spoke of His Majesty the Emperor's beloved memories and time spent while vacationing in Afghanistan. Therefore H.E. Dr. Mohabbat invited His Imperial Highness the Crown Prince to visit Afghanistan any time of His Imperial Highness's choosing in order that he too may see for himself the wonders and magic of Afghanistan of which His Majesty the Emperor has so lovingly spoke of. Additionally, H.E. Dr. Mohabbat had the pleasure of meeting with others of Their Excellencies the Ambassadors, Heads of Mission, high ranking members of government, and other distinguished guests all present in honor of the most auspicious celebration of the 30th Anniversary of His Majesty the Emperor's Accession to the Throne.

February 25, 2019: It was an honor and a pleasure for His Excellency Ambassador Dr. Bashir Mohabbat to attend the 58th National Day Anniversary and 28th State Liberation Anniversary of Kuwait at the Palace Hotel in Tokyo.

H.E. Ambassador Dr. Mohabbat took the opportunity to extend his deepest gratitude, on behalf of the people and Government of the Islamic Republic Afghanistan, to the State of Kuwait, through H.E. Ambassador Mr. Hasan Mohammad Zaman, to wish sincerest congratulations on this most celebratory day. In return, H.E. Mr. Zaman thanked H.E. Mr. Mohabbat for his words and attendance at their National Day celebration.
Additionally, Mr. Mohabbat also had the opportunity to meet and converse with longtime friend of Afghanistan and the embassy, H.E. Mr. Natsuo Yamaguchi, Chief Representative of the Komei Party, as well as H.E. Mr. H.E. Mr. Constantin Cakioussis, Ambassador of Greece to Japan, as well as several others of Their Excellencies Ambassadors, many high ranking Japanese officials, and members of diplomatic missions stationed in Tokyo with whom he extended his greetings and discussed areas of mutual interest such as the recent speeches by leaders of allied nations planning for active steps to achieving further peace and security in Afghanistan.

2019年2月24日: バシール・モハバット大使が東京国立劇場で行われた「天皇、皇后両陛下御在位30周年記念」に出席した。

この記念すべき式典は天皇、皇后両陛下のご臨席で始まった。その後、菅義偉内閣官房長官が開式の辞を述べ式典の幕が上がり、続いて日本国歌である“君が代“を斉唱した。そして、安倍晋三内閣総理大臣が式辞を述べ、式典は進んでいった。その後の祝辞は、大島理森衆議院議員、伊達忠一参議院議長、大谷直人最高裁判所長官、そして在本邦外交団団長であるマンリオ・カデロ特命全権大使が述べた。国民代表として内堀雅雄氏(福島県知事)、川口順子氏(元外務大臣、元環境大臣)が辞を述べた。その後御製および御歌の朗読、記念演奏などが行われた。これらに続き、天皇陛下が30年記念式典の参列者全てに向けておことばを述べられた。万歳三唱のあと、菅内閣官房長官による閉式の辞によって式典の幕が閉じた。

この式典の間、バシール・モハバット大使はこの最も記念すべき天皇皇后両陛下御在位30年記念式典にて数々の素晴らしい大使、公使、政治家などの参列者との出会いを光栄に思った。

February 24, 2019: It was a most wonderful honor for H.E. Ambassador Dr. Bashir Mohabbat to attend the 30th Anniversary of His Majesty the Emperor's Accession to the Throne at the National Theater in Tokyo.
The commemorative program began with the official entrance of Their Majesties the Emperor and Empress. Opening remarks were given by H.E. Mr. Yoshihide Suga, Chief Cabinet Secretary of Japan to welcome all present and begin the ceremony, which was followed by the playing of the National Anthem of Japan, “Kimigayo”. A ceremonial address was given by H.E. Mr. Shinzo Abe, Prime Minister of Japan, who spoke on the significance of the occasion. Congratulatory addresses were given by, H.E. Mr. Tadamori Oshima, Speaker of the House of Representatives; H.E. Mr. Chuichi Date, President of the House of Councillors; H.E. Mr. Naoto Otani, Chief Justice of the Supreme Court; and H.E. Mr. Manlio Cadelo, Dean of the Diplomatic Corps and Ambassador of the Republic of San Marino. This was followed by addresses by representatives from the Japanese citizenry: Hon. Mr. Masao Uchibori, Governor of Fukushima Prefecture, and H.E. Ms. Yoriko Kawaguchi, Former Minister of Foreign Affairs and Former Minister of the Environment, as well as a poetry recitation, and a musical performance. Following the addresses, all were treated to His Majesty the Emperor giving his address to all those present on the occasion of his 30th Regnal Anniversary. Following the Banzai Sanshou chant, and closing remarks again by H.E. Chief Cabinet Secretary Suga.
While at the event, H.E. Ambassador Dr. Mohabbat had the pleasure of meeting with others of Their Excellencies the Ambassadors, Heads of Mission, Chargé d'affaires, and high ranking members of government all present in honor of the most auspicious celebration of the 30th Anniversary of His Majesty the Emperor's Accession to the Throne.

February 19, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat attend the Ehime Prefecture Promotion Reception, entitled "Land Of Smiles", co-hosted by the Ministry of Foreign Affairs and Imabari City (Ehime Prefecture) at the Iikura Guest House in Tokyo.

The event was held to introduce the guests to the many wonderfully unique aspects of local goods, products and features of Ehime Prefecture. There were several booths set up in the hall to display the features of the prefecture to the guests as well as foster networking. Opening remarks for the event were given by H.E. Mr. Taro Kono, Minster of Foreign Affairs of Japan. While at the event, H.E. Ambassador Dr. Mohabbat had the pleasure of meeting and speaking with Hon. Mr. Tokihiro Nakamura, Governor of Ehime Prefecture whom he thanked for the invitation to the wonderfully informative event as well as thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the tireless dedication and benevolence the people and Government of Japan has shown to Afghanistan over the years in its reconstruction process and developing peace. In return, Hon. Mr. Nakamura thanked H.E. Dr. Mohabbat for his attendance and expressed his wishes for continued and warm and friendly relations between Afghanistan and Japan.
Also in attendance were others of Their Excellencies the Ambassadors, diplomats with missions in Japan, leading business people, and other dignified guests, several of whom H.E. Dr. Mohabbat met with and discussed many topics of mutual interest. Key to the mission of the Regional Promotion Seminar is to foster a depth of understanding about the various regions of Japan among foreign diplomats. As such, the interactions at this tremendous event did much to enhance and grow the bond between Japanese local governments, communities, and the diplomatic corps.

February 14, 2019: A condolence book was opened at the Embassy of the Islamic Republic of Afghanistan to honor and memorialize His late Excellency Hazarat Sibgahtullah Mojaddedi, Former President of the Islamic Republic of Afghanistan and Former Speaker of the House of the Meshrano Jirga – Upper House of the Parliament of Afghanistan, who passed away on 12 February 2019 in Kabul, the Capital of Afghanistan.

The Government of the Islamic Republic of Afghanistan issued a day of public mourning. Therefore, a condolence book signing took place at the Embassy of the Islamic Republic of Afghanistan. Mr. Basir Ahmad Hamdard, Charge d’Affaires a.i., and all of the diplomats of the embassy were in attendance to receive the many honorable persons on this occasion, expressing sincerest gratitude, on behalf of the people and the Government, for their respective condolences.

His late Excellency Hazarat Sibgahtullah Mojaddedi, lended his service to Afghanistan and her people in numerous ways to help secure a future filled with peace and prosperity. Among his many notable acts, he also was Chairman of the 2003 Loya Jirga which produced Afghanistan’s Constitution, laying the foundation on which the nation would be built. Later, he also served on the High Peace Council helping to secure peace for the nation so in want of a lasting peace - not only for Afghanistan, but also the region and world.

February 8, 2019: It was an honor and pleasure for H.E. Ambassador Dr. Bashir Mohabbat to attend the opening ceremony of the “” exhibition supervised by renowned florist Mr. Masaru Akai and Ms. Junko Katano at Haneda Airport’s International Terminal’s Edo Theater.

Operating under the belief that “flowers connect the world beyond the nationality, religion and politics” this exhibit showcasing flower arrangements made by twenty two of Their Excellencies the Ambassadors with Missions in Japan’s wives was inaugurated at Haneda International Airport under the guidance and instruction by Mr. Akai. Madam Mohabbat created Afghanistan's flower arrangement which will be displayed during the exhibition. During the ceremony, Madam gave remarks as to her inspirations for the floral arrangement. "Like tulips in the mountains of Afghanistan, both flowers and peace should naturally occur everywhere. With care and cultivation, flowers are able to bloom more. Likewise by willingly cultivating our minds towards each other, it can also help bring a peace to the world."

On behalf of the people and the Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat extended his appreciation to the exhibit’s supervisors for allowing Afghanistan to be one of the participating countries in event of this caliber, enabling the lovely message of peace and the unique arrangement of flowers like those found in Afghanistan to greet guests as they arrive in the kind and benevolent host country of Japan. Additionally, he had the pleasure of meeting with Hon. Mr. Katsuji Doi, President and CEO of Tokyo International Air Terminal Corporation, to whom he expressed sincerest thanks for allowing Haneda Airport to host such a magnificent event as this and further expressed his hopes and wishes that one day there would be direct flights between Japan and Afghanistan so visitors here could view the kind of welcoming exhibit such as this.

While at the opening ceremony, H.E. Dr. Mohabbat also had the pleasure of meeting with several others of Their Excellencies the Ambassadors and Madam Ambassadresses, diplomats with missions in Japan, and other distinguished guests all present to inaugurate the opening of this exhibit which runs from February 8th through February 11th. The event was also covered in print by the Yomiuri Shimbun which stated, "those flowers present were features of each countries and regions, for example, the ambassadress of Greece arranged olive branches, also used in the Olympic olive wreath, where Olympic was originated from, and the ambassadress of Afghanistan made flower arrangements with Tulips, a national flower of Afghanistan."

February 7, 2019: H.E. Ambassador Dr. Bashir Mohabbat attended the reception for the 40th Anniversary of the Victory of the Islamic Republic Revolution at the Ambassador’s Residence within the Embassy of Iran in Tokyo.
On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat expressed congratulations to the people and Government of Iran, through H.E. Ambassador Mr. Morteza Rahmani Movahed, on the occasion. Further, he also entreated him that the neighboring people and the Government of the Islamic Republic of Iran work and cooperate together with Afghanistan as it strives for further redevelopment and peace across the region as well as the world. In return, H.E. Ambassador Mr. Rahmani Mohaved expressed his appreciation for H.E. Dr. Mohabbat's attendance and assured him that Iran would continue to cooperate with Afghanistan to secure a lasting regional and global peace. While at the event, H.E. Dr. Mohabbat also had the pleasure of meeting with others of Their Excellencies the Ambassadors, diplomats with missions in Japan, members of government, and other distinguished guests present for the 40th Anniversary reception.

February 6, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to make a courtesy call on the Hon. Dr. Tetsuya Mizumoto, Executive Vice President for Education, at the Tokyo Institute of Technology in Meguro. Also in attendance was Mr. Asif Agah, Second Secretary for the Embassy of the Islamic Republic of Afghanistan in Tokyo, and Ms. Naoko Sekine, Head of International Cooperation Development at the Tokyo Institute of Technology.

At the onset, H.E. Dr. Mohabbat thanked Hon. Dr. Mizumoto for receiving them and making time in his schedule to meet and expressed his hopes to develop good relations between the university and the embassy. In return, Hon. Dr. Mizumoto sincerely thanked H.E. Dr. Mohabbat for arranging to meet with him as well as for his kind words. On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Dr. Mohabbat extended gratitude for the long support and assistance of the people and Government of the noble nation of Japan over the years particularly in the realm of education and human capacity development. These efforts have helped to bring Afghanistan to its current progress & achievements and holds a place of appreciation and honor in the heart of Afghans.

Most importantly, H.E. Dr. Mohabbat requested Hon. Dr. Mizumoto and Ms. Sekine to consider the possibility of establishing a partnership between Kabul University and Tokyo Institute of Technology in order that the two institutions may collaborate on research that would be very advantageous towards the continuance of progress. Additionally, H.E. Dr. Mohabbat asked them to consider creating a scholarship opportunities program for Afghan students, at their institution in order that they may receive the cutting edge top ranking education, promote further enhancement of Human Capacity Development, as well as build stronger bilateral relationships between Japan and Afghanistan. Hon. Dr. Mizumoto and Ms. Seine Hon. agreed that human capacity development would be an essential building block in helping Afghanistan to secure a prosperous and peaceful future such that they would endeavor to do their best in meeting H.E. Dr. Mohabbat’s request in the name of Afghan scholars looking to study at their institution. All those present discussed further ways in which to help bring scholarship and collaboration opportunities to fruition.

February 4, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to meet with the Hon. Mr. Hiroyuki Ohno, President of Tokyo University of Agriculture and Technology, and Hon. Mr. Takayuki Okayama, Vice President, at Tokyo University of Agriculture and Technology in Fuchu City. Also in attendance was Mr. Asif Agah, Second Secretary for the Embassy of the Islamic Republic of Afghanistan in Tokyo.

H.E. Dr. Mohabbat thanked Hon. Messrs. Ohno and Okayama for receiving them and making time in their schedules to meet. Further, he congratulated them on being one of the top leading universities in the field of Agriculture which is not only important to the world, but so vitally important to Afghanistan’s agriculturally based economy. Since 2003 they have accepted 50 Afghan scholars into their university to study, and currently there are 11 students engaging in their programs. In return, Hon. Messrs. Ohno and Okayama sincerely thanked H.E. Dr. Mohabbat for arranging to meet with them as well as for his kind words.

Dr. Mohabbat extended his gratitude, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the long support and assistance of the people and Government of the noble nation of Japan. Japan has stood with Afghanistan during the rebuilding process, helping to bring Afghanistan to its current progress & achievements, and their help to develop the human capacity holds a place of appreciation and honor in the heart of Afghans. H.E. Dr. Mohabbat thanked them for having accepted many Afghan scholars over the years. Further, H.E. Dr. Mohabbat also expressed optimism for the relationship between Japan and Afghanistan to become stronger through many avenues and asked for their support to increase the scholarship opportunities for Afghan students at their institution in order that they may receive the cutting edge top ranking education and thus to help continue the human capacity development of Afghanistan for maximizing progress. February 1, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to attend the “Reception to Introduce Kyoto Culture and Charm” hosted by the Hon. Mr. Daisaku Kadokawa, Mayor of Kyoto City, at the famous Happo-en in Tokyo.
On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat expressed sincere gratitude for the steadfast and benevolent support by the noble people and Government of Japan over the years to Hon. Mayor Kadokawa. Further, he intimated his wishes that the people of Kyoto would benefit well form this grand event and thanked Hon. Mayor Kadokawa for the invitation to taste and experience all the best of Kyoto. In return, Hon. Mayor Kadokawa thanked H.E. Dr. Mohabbat for his very kind words, his attendance at the event, and assured him that the people of Kyoto would continue to support Afghanistan and wish her all the best success as she strived for peace in an Afghan-owned and Afghan-led process.
While at the reception, H.E. Dr. Mohabbat also had the pleasure of meeting with others of Their Excellencies Ambassadors, diplomats, members of government, and other distinguished guests all present to enjoy the introduction to the many treasured aspects of Kyoto Prefecture.
