November 30, 2018: H.E. Ambassador Dr. Bashir Mohabbat had the honor of receiving visiting delegation members Hon. Dr. Hafizullah Wali Rahimi, President of Afghanistan’s National Olympic Committee and Director General of Sport and Physical Education; Hon. Mr. Younus Popalzai, Secretary General of Afghanistan's National Olympic Committee; and Hon. Mr. Ajmal Ghani, Senior Advisor to H.E. the President of the Islamic Republic of Afghanistan; for a meeting at the embassy in Tokyo. Also in attendance were Mr. Basir Ahmad Hamdard, First Secretary; and Mr. Asif Agah, Second Secretary, both of the Embassy of the Islamic Republic of Afghanistan in Japan.

As Tokyo is actively preparing for the 2020 Olympic and Paralympic Summer games, Hon. Dr. Rahimi, Hon. Mr. Popalzai, and Hon. Mr. Ghani are in the country currently for seminars courtesy of the Government of Japan. H.E. Ambassador Dr. Mohabbat welcomed the guests to the embassy and thanked them for arranging the time to meet. Moreover, he extended his wishes that their unique experience in Japan be both enjoyable and fruitful for the future Afghan Olympic Team that will come for the 2020 Olympic & Paralympic Games. The Hon. Dr. Rahimi, Hon. Mr. Popalzai, and Hon. Mr. Ghani expressed their hopefulness for a very productive experience which will lead to a great representation by Afghanistan in the Olympic and Paralympic Games here in Tokyo in 2020. Further, they asked to have both the Afghanistan National Olympic Committee and the Embassy closely work together in the ensuing time leading up to the world awaited competitions for the successful benefit of the Afghan Athletes who will come to Tokyo to compete in the games.

November 29, 2018: His Excellency Ambassador Dr. Bashir Mohabbat had the pleasure of attending the reception on the occasion of the National Day reception of Romania at the Hotel Okura in Tokyo.
H.E. Ambassador Dr. Mohabbat extended his best wishes on this auspicious day to H.E. Mrs. Svetlana Tatiana Iosiper, Ambassador of Romania to Japan. He further expressed his hopes to strengthen and deepen the relations between their respective countries. In return, H.E. Mrs. Iosiper expressed her appreciation to H.E. Dr. Mohabbat for the kind words and attendance at the celebration, as well as agreed to endeavor to maintain and strengthen positive relations between Romania and Afghanistan. H.E. Dr. Mohabbat also had the pleasure of meeting with several others of Their Excellencies the Ambassadors with missions in Japan, many diplomats, members of Parliament, and other distinguished guests all present in honor of the occasion.

November 28, 2018; H.E. Dr. Bashir Mohabbat had the honor of welcoming the participants from UNITAR Hiroshima “Women’s Leadership Program for Afghanistan Governance and the SDGs”, official from UNITAR, and officials from MOFA of Japan at the embassy’s Maulana Rumi Balkhi Hall. All of the embassy’s Diplomats and Staff were also in attendance to greet the guests as they arrived.

The young, professional women participants were chosen from a broad range of organizations, including government ministries and bodies, universities, the private sector, civil society organizations and the media are in Japan for the International training portion of their workshop under the auspices of UNITAR and Ministry of Foreign Affairs of Japan. The program aims to empower women leaders, with the understanding that "there is no peace without development, there is no development without peace, and there is no lasting peace or sustainable development without respect of human rights and the rule of law." The program will build participants’ understanding of good governance and the Sustainable Development Goals (SDGs), with a particular focus on Gender Equality. The program will allow for focused engagement to take place exploring key elements of gender equality, governance, the SDGs, and leadership in the context of Afghanistan.

Mr. Asif Agah, Second Secretary and emcee for the festivities, welcomed all and invited H.E. Ambassador Dr. Mohabbat to give his opening remarks. H.E. Dr. Mohabbat reaffirmed the necessity for the path to be secured and cleared for women, as major stakeholders in conflict resolution, to take their rightful place at the side of men. Further he impressed that it was essentially necessary for their self-esteem to be built up by any assistance available, making up for the past, in order that they may feel empowered, be included, and be provided opportunities for leadership in order that sustainable peace be actualized. Lastly he remarked that at the Geneva Conference on Afghanistan’s side meeting entitled “Women, Peace process, and UNSCR1325” the chance to discuss obstacles and plan meaningful ways to continue momentum allowing for the full and equal participation of women at all levels and aspects of the peacebuilding process.

Hon. Ms. Kotono Hara, Principal Deputy Director of the Global Issues Cooperation Division for the Ministry of Foreign Affairs of Japan gave remarks on the many cooperative measures being undertaken on the international stage in which Japan is participating that are geared toward helping to empower and promote women into the fore place of society and especially in the peace process. Following whom was Mr. Berin McKenzie, Senior Specialist for UNITAR’s Hiroshima Office who spoke on the significance of this program and the many training events, tours, and workshops scheduled for the participants.

The guests were all delighted to hear remarks from the Hon. Ms. Zuhal Amarkhil, Chief of Staff for the Office of the First Lady of the Islamic Republic of Afghanistan. She very astutely and from the heart spoke from on the importance for women to be supported and encouraged not only through great, comprehensive programs such as this, but globally as is being discussed by H.E. Mrs. Rula Ghani, the First Lady of Afghanistan the past week in Geneva, as well as locally in Afghanistan in each office, school, home and family as the National Unity Government and the Office of the First Lady have been working to promote.

Final remarks were given by Ms. Setara Hassan, CEO of Zan Television, as the representative among the participants. She gave a very impassioned and rousing narrative of the realities of life for girls and women in Afghanistan; impressing upon all just how important it is for mindsets of all to be immediately and actively changed for the better, for confidence, for empowerment, and for self-sustaining peace.

Following the speeches, Afghan dishes prepared by the Embassy in honor of this special day were served for all to enjoy. We sincerely wish all the best successes to the training participants, that they may carry with them all they learn here, and continue their commitment to women’s leadership for the actualization of peace.

Also in attendance to greet the guests as they arrived were Dr. Rahim Azimi, First Secretary; and Mr. Asif Agah, Second Secretary, both of the Embassy of the Islamic Republic of Afghanistan in Japan.

Bamiyan Educational Summer Camp : BESC (2018) began with the mission to host a summer camp in order to empower Afghan youths through education and entrepreneurship to help them learn the skills necessary to succeed in society, initiate what they are passionate about, and help them become more self reliant in order to be the catalysts for positive change in their communities. H.E. Ambassador Dr. Mohabbat warmly greeted all of the guests as they arrived. He thanked them all for coming to the embassy and extended his heartfelt and sincerest thanks, on behalf of the people and Government of the Islamic Republic of Afghanistan to Mr. Ataullah Paikar, founder of BESC, as well as the donors and logistics providers for their generous support of such a program, which supports the youth of Afghanistan. Thanks to programs such as this, Afghanistan continue on its path towards peace and prosperity with forward momentum in an Afghan-own and Afghan-led process.

H.E. Mrs. Akie Abe, the First Lady of Japan, gave opening remarks about the significance of the life of the legendary man known in the book as in life as “Mujib”, as well as the importance of the graphic novel’s second foreign language to be written in being Japanese. On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat expressed thanks to the host of the event, H.E. Ms. Rabab Fatima, Ambassador of Bangladesh, for the longtime friendship and support by the people and Government of Bangladesh as well for the success of this graphic novel depicting the life of H.E. the Bangabandhu, Sheikh Mujibur Rahman – founding father of the People’s Republic of Bangladesh. In return, H.E. Ambassador Ms. Fatima thanked H.E. Dr. Mohabbat for his attendance as well as for his very kind words and assured him that Bangladesh would continue to be a supportive friend and partner of Afghanistan well into the future as they strived for regional peace and prosperity.

Mr. Ayman Aly Kamel, Ambassador of the Arab Republic of Egypt to Japan to whom he expressed warmest thanks for the invitation to the vent as well as, on behalf of the people and Government of the Islamic Republic of Afghanistan, the best regards and wishes for continued friendly relations between Afghanistan and Egypt, with whom they have enjoyed long relations, thanks for their support over the years during the reconstruction and development of Afghanistan, as well as hopes for their continued cooperation in securing regional peace. The evening events featured a number of musical performances by guests including the Japan Self-Defense Forces own marching and performance bands,302nd Military Police Company, Jiei-Daiko Team, Honor Guard Unit of the National Defense Academy, as well as guest bands from the United States Army in Japan, 3rd Marine Expeditionary Force, The French Navy, and the Singapore Armed Forces. While at the event, H.E. Ambassador Dr. Mohabbat had the honor of meeting and speaking with others of Their Excellencies the Ambassadors, Diplomats with missions in Japan, members of several Governments, and other distinguished guests all present for the event.

Mr. Ritter Nobel Diaz Gomez, Ambassador of the Republic of Panama to Japan, for the invitation to this event and congratulated him on the auspiciousness of the Motherland Month. In return, H.E. Ambassador Mr. Diaz thanked H.E. Dr. Mohabbat for his attendance and for his kind words on this occasion. Furthermore, the two gentlemen expressed their wishes to develop even stringer friendship and relations between their two countries and embassies. While at the event, H.E. Remarks were given by Dr. Peter Mauruer, President of the International Committee of the Red Cross, whom was being commemorated, and the President of Waseda, Kaoru Kamata. The attendance was that of great honor and highlighted the extraordinary assistance provided by Japan and the Red Cross. However, most importantly, the event was to honor Dr. Peter Maurer, President of the International Committee of the Red Cross, for his service in a leadership capacity, and his significant expansion of humanitarian aid activities, and contribution to peace, and the security of the world. While at the event, H.E. Ambassador Dr. Mohabbat gave thanks to the President of ICRC, Dr. Peter Maurer, on behalf of the people and Government of Afghanistan for their many great contributions to peace and health in Afghanistan over the years which has made significant differences in the lives of the Afghan people. In return, Dr. Maurer thanked H.E. Dr. Mohabbat for his kind words and assured him that the Red Cross would continue to meet the needs of Afghanistan whenever needed.

November 10, 2018: It was an honor and pleasure for His Excellency Ambassador Dr. Bashir Mohabbat to attend the 2018 Kyoto Prize Celebrations Ceremony hosted by the Inamori Foundation in Kyoto.

The Prize Presentation Ceremony was held at the grand Kyoto International Conference Center and was attended by over 1,200 distinguished guests. The ceremony began with a performance by Kyoto Symphony Orchestra and a celebratory Noh performance. Her imperial Highness Princess Takamado, speaking as the honorary patron of the foundation, gave her remarks on the occasion and spoke on the significance of the endeavors of the awardees on society.

More than 300 guests were received by the embassy into the autumnal decorated Rumi Balkhi Hall to celebrate this auspicious event. Following the arrival of guests, Mr. Asif Agah, Second Secretary, began the night with a welcome address and invited Tokyo University of the Arts’ Master Student Mr. Tamon Inoue, Baritone singer with the New National Theater of Tokyo for Opera, to the main stage to sing the of the national anthems of Afghanistan and Japan. H.E. Dr. Mohabbat then gave Opening Remarks wherein he welcomed all the guests with a poem by Afghan born poet Maulana Jalaluddin Rumi Balkhi. Additionally, H.E. Dr. Mohabbat took the opportunity to highlight all of the progress Afghanistan and the National Unity Government have made over the past year in the realms of democratic elections; economic growth as recognized by the World Bank; agricultural enhancements to address self-sufficiency and draught; inauguration of regional partnerships such as TAPI, the many Air Cargo Corridors, The Lapis Lazuli Corridor to eliminate economic and transit dependency; and the progressive momentum of the peace building processes of the second Kabul Process, Tashkent Conference, and the upcoming Geneva Ministerial Conference on Afghanistan. Further he expressed his sincere gratitude, on behalf of the people and Government of Afghanistan, to all the international participants who have aided in the support of the Afghan-owned and Afghan-led development processes.

Mr. Nobuteru Ishihara Speech 1

Remarks were also given by longtime friend of Afghanistan and the embassy, His Excellency Mr. Nobuteru Ishihara, the Chairman of the Parliamentary League of Japan, E.U., France, the Philippines, and Palau, former Minister of Economic Revitalization, former Minister in charge of Total Reform of Social Security and Tax, former Minister of State for Economic and Fiscal Policy, member of the House of Representatives in Japan; who remarked on the many progressive steps Afghanistan has accomplished in the past year and the determination of the Afghan people.

Another longtime friend of Afghanistan and the embassy, H.E. Mr. Natsuo Yamaguchi, Chief Representative of the Komei Party, also gave remarks praising the treasured and long lasting relations between Afghanistan and Japan, reavowing Japan's commitment to stand with Afghanistan through its further development, and his sincerest hopes for increased relations.

Mr. Hiromachi Watanabe Speech 1

This was followed by remarks from H.E. Mr. Hiromichi Watanabe, Minister for Reconstruction of Japan, who expressed his congratulations for the reconstruction developments Afghanistan has made over the years and his certainty that Japan would continue to stand by Afghanistan.

Mr. Masahiko Shibayama Speech 2

H.E. Mr. Masahiko Shibayama, Minister of Education, Culture, Sports, Science and Technology, also gave remarks speaking of the close and friendly relations between Afghanistan and Japan and the hopes for the ministry under his tenure to continue lending support and aid in development to the Afghan people and society.

Mr. Manlio Cadelo Speech 2

Closing remarks were given by the charismatic H.E. Mr. Manlio Cadelo, Ambassador of the Republic of San Marino and Dean of the Diplomatic Corps in Japan who extended his heartfelt congratulations to the people and Government of Afghanistan on the wonderful milestone, commended the many accomplishments of the Afghan people which showed their determination, and wished them all the best and continued successes into the future.

Social gathering 1

After the closing of the opening ceremony, traditional Afghan food and soft beverages were served while the guests were treated to the sounds of Internationally performing Afghan-Fusion Japanese musical group, "Chalpasah". Among the guest were over 90 of Their Excellencies the Ambassadors & Diplomats with missions in Japan, high ranking members of Japanese Government, business representatives, community leaders, representatives from NGOs and the private sector, Afghan nationals living in Japan, as well as Afghan students completing their studies in Japan. H.E. Dr. Mohabbat as well as the Embassy's own Diplomats and Staff had the pleasure of meeting and talking with their honored guests, and thanking them all for their attendance.

November 6, 2018: It was an honor for His Excellency Ambassador Dr. Bashir Mohabbat to have a lunch meeting for H.E. Mr. Ibrahim Uvais, Ambassador of the Republic of Maldives to Japan, in Tokyo.
H.E. Dr. Bashir Mohabbat expressed his gratitude to H.E. Mr. Uvais for making time in his schedule to meet and share lunch together. In return, H.E. Mr. Uvais expressed appreciation for the invitation to meet and discuss topics of importance to both of their respective missions. Further, and on behalf of the people and Government of Afghanistan, H.E. Dr. Mohabbat expressed appreciation for the Maldives has shown to Afghanistan. In return, H.E. Mr. Uvais thanked H.E. Dr. Mohabbat for his kind words and expressed his wishes that the bonds between their respective countries will continue to grow and deepen well into the future.

November 1, 2018: His Excellency Ambassador Dr. Bashir Mohabbat had the honor and pleasure of attending the celebration party for the 76th Anniversary of the Foundation of Tokai University Educational System at the Tokai University Shonan Campus. Also in attendance was Mr. Abdul Hameed Hashimi, Third Secretary for the Embassy of the Islamic Republic of Afghanistan in Japan.

At the event, H.E. Ambassador Dr. Mohabbat took the time to meet and speak with several of the distinguished guests all gathered in the honor of the occasion. While speaking with Mr. Yoshiaki Matsumae, Chair Person on the Board of Trustees and Vice President of Tokai University Educational System, Dr. Jiro Takano, Vice President of Tokai University Educational System, and Prof. Kiyoshi Yamada, Chancellor of Tokai University Educational System, H.E. Dr. Mohabbat congratulated the leadership of Tokai University on another year of success and fruitful outcomes. H.E. Dr. Mohabbat further conveyed his gratitude to Tokai University for having been a close friend with Afghanistan and a second home to many Afghan students studying in Japan. Both parties expressed their wishes that this friendship would last far into the future and the continuous exchange of Afghan students to Tokai University would form a pathway for cultural collaboration and mutual development between the two nations.
