<b>February 26, 2020:</b> It was with a heavy heart that H.E. Ambassador Dr. Bashir Mohabbat visited the Embassy of the Arab Republic of Egypt for the condolence book signing for the late H.E. Mr. Muhammad Hosni El Sayed Mubarak, former 4th President of Egypt.</div>

Dr. Mohabbat wished that abundant peace, comfort, and strength be granted to all those who mourn the departed.</div>

<b>February 23, 2020: </b> H.E. Ambassador Dr. Bashir Mohabbat was
honored with the opportunity to attend the 60th birthday ceremony of His
Majesty the Emperor of Japan, which is also the National Day of Japan,
at the Imperial Palace in Tokyo. <br />
Considering the excellent and historical relations between the two
nations and the personal roles of Their Majesties the Imperial Family of
Japan, this annual celebration is considered to be a most celebratory
occasion. Having the opportunity to personally greet His Majesty the
Emperor, H.E. Dr. Mohabbat conveyed, on behalf of H.E. President Dr.
Mohammad Ashraf Ghani, and the Government and people of the Islamic
Republic of Afghanistan, sincerest congratulations, and wishes for
happiness and fulfillment in what is hoped to be a long and prosperous
life. In addition, H.E. Dr. Mohabbat expressed to His Majesty the
Emperor the gratitude of the aforementioned for the noble nation of
Japan’s effect-generating cooperation that has been extended to
Afghanistan. <br />
H.E. Dr. Mohabbat had the further honor of interacting with other
members of Their Imperial Highnesses of the Imperial Family and
conveying congratulations to them as well. As the event was also
attended by all the heads of the missions from around the world

<b>February 21, 2020: </b> It was a pleasure for H.E. Ambassador Dr.
Bashir Mohabbat to attend the spring “Networking Event” reception
celebration by Alumni of Chukyo University. <br />
As an alumnus of Chukyo University, H.E. Ambassador Dr. Mohabbat was
again invited to the reception. The university, established 66 years
ago, initially had only one department – Commerce. But currently has 11
undergraduate departments and 11 graduate level research courses,
including professional schools of law and business. H.E. Dr. Mohabbat
had the pleasure to meet with the even organizers to whom he extended
his thanks to for hosting the successful event. He thanked them for his
kind and very thorough welcoming and the care he received when he was
student at Chukyo as the first foreign student of the university.
Moreover, he intimated just how proud he was of the invaluable education
he received for the institution that holds so dear a place in his
heart, which through their all-encompassing, high-caliber training he is
certain it helped to bring him to where he is in life. In return, Dr.
Uemura thanked him for his attendance and for giving his kind words,
further remarking how proud they were of H.E. Dr. Mohabbat as the
university’s first Ambassador Alumnus. While at the event, H.E. Dr.
Mohabbat also had the pleasure of speaking with many of his fellow
alumni of the university who were in attendance to network with former
classmates at the event.<br />

<b>February 19, 2020</b>: It was a pleasure for H.E. Ambassador Dr.
Bashir Mohabbat to of accompany Mr. Ahmad Zaki Sarfarnaz, Mayor of Kabul
Municipality, to pay a visit to Ms. Yuriko Koike, Governor of Tokyo at
her office within the Tokyo Metropolitan Government Building. <br />
Governor Ms. Koike warmly welcomed Mr. Sarfarnaz and H.E. Ambassador
Dr. Mohabbat thanking them for asking to meet with her. On behalf of the
people and Government of the Islamic Republic of Afghanistan, Mr.
Sarfarnaz and H.E. Dr. Mohabbat gave thanks to the people and Government
Japan, especially those of the capital Tokyo, for their steadfast and
benevolent support over the years as Afghanistan has striven for
progress prosperity, and peace in an Afghan-owned and Afghan-led
process. Governor Ms. Koike thanked Mr. Sarfarnaz and H.E. Dr. Mohabbat
for their kind words and assured them that Tokyo would continue to
support Afghanistan well into the future. <br />
Further, as Tokyo and Afghanistan have shared similar pasts, with
Tokyo emerging victoriously and advancing from destruction economically
strengthened following war, Mr. Sarfarnaz and H.E. Dr. Mohabbat remarked
how much of an example it could serve to Kabul and how much inspiration
they could derive from its lessons. Therefore, Mr. Sarfarnaz stated
that Afghanistan and her capital city Kabul very much looked forward to
further assistance and involvement from Governor Koike in the future.
Governor Ms. Koike expressed her sincere hopes to see to it that Tokyo
would help Kabul to develop as it has into the future. Governor Ms.
Koike also wished Mr. Sarfarnaz a pleasant and fruitful trip in Japan.
All present further discussed topics of pertinent and mutual interest.<br />

Bashir Mohabbat to host an intimate dinner for Mr. Ahmad Zaki Sarfaraz,
Mayor of Kabul at the Ambassador’s residence in Tokyo. Also in
attendance were members of the visiting Afghan Delegation from the Kabul
Municipality, JICA Officials, and all the diplomats of the Embassy of
the Islamic republic of Afghanistan in Tokyo. <br />

Mr. Sarfaraz and the visiting delegation members were here in Japan
for a visit through the auspices of Ministry of Foreign Affairs Japan
and JICA for Executive Training. Mr. Sarfaraz first thanked H.E. Dr.
Mohabbat for the invitation to dinner and expressed his sincere
appreciation towards the Embassy of the Islamic Republic of Afghanistan
Tokyo for their work in advocating for Afghanistan in Japan. Mr.
Sarfaraz briefed H.E. Dr. Mohabbat about his excellent treatment on his
trip here at the hosting of the Japan MOFA and JICA, and was thankful to
them for his very fruitful training trip to Japan. In return, H.E. Dr.
Mohabbat thanked him for his thoughtful words and expressed his great
joy in hosting the occasion of Mr. Sarfaraz and Kabul Municipality
members’ visit to Japan with a dinner at the embassy. They mutually
agreed to strengthen closer relations between Afghanistan and Japan and
further discussed topics of mutual interest and the dinner was held

Bashir Mohabbat to have an interview meeting for later publication in
SEKAI Magazine about the life and legacy of the late Hon. Dr. Tetsu
Nakamura and H.E. Ambassador Dr. Mohabbat’s personal relationship with
him, in his office at the Embassy of the Islamic Republic of
Afghanistan in Tokyo. <br />
Sekai Magazine, founded in 1945, is a Japanese monthly political
magazine published by Iwanami Shoten,. The magazine's founding
principles were "peace and social justice, freedom and equality, and
harmony and solidarity with the peoples of East Asia."<br />
H.E. Dr. Mohabbat extended his warmest welcome and appreciation to
Interviewer Ms. Misako Oyama for arranging to meet and for her kind
visit to the embassy, as well as the magazine’s interest in hallmarking
the life and numerous profound philanthropic personal achievements of
the late Hon. Dr. Tetsu Nakamura. In return, Ms. Oyama each expressed
her thanks to H.E. Dr. Mohabbat for his kind words and for making time
in his schedule to meet and sharing his view on the legacy of Hon. Dr.
Nakamura. <br />
Further, H.E. Dr. Mohabbat expressed appreciation on behalf of the
people and Government of the Islamic Republic of Afghanistan for the
arrangement of this unique meeting. Moreover, he reiterated sincerest
and most heartfelt thanks on behalf of the people and Government of the
Islamic Republic of Afghanistan to the Nakamura family, Peshawar-kai,
Peace Japan Medical Services (PMS), as well as the people and Government
of Japan for their benevolent assistance, tireless support, and
interest in establishing peace and prosperity in Afghanistan. The Afghan
people would be forever grateful and hold a treasured place in their
hearts for their beloved “Kaka Murad” –the nickname they had for the
late Hon. Dr. Nakamura. In the very amicable environment, H.E. Dr.

attended the 7th Afghan Kite Festival, which was jointly organized by
the Japan-Afghanistan Association, Nittaidai Ebara High School, and the
Embassy of the Islamic Republic of Afghanistan in Japan. <br />

In the opening ceremony, H.E. Ambassador Dr. Mohabbat gave opening
remarks that it was his great pleasure that Afghanistan and Japan to
have such an exchange in a shared cultural activity of both countries,
like kite flying, to better understand each other as well as his hope
for the future strengthening and developing of the ties between the two
countries. This speech was followed by Mr. Kenshiro Matsunami, Chairman
of the Board of Directors of Nippon Sports Science University and former
Deputy Minister of MEXT, who spoke praise on the longtime and strong
relations between Afghanistan and Japan. <br />

The rainy-day event was still attended by nearly 100 visitors and
supporters including H.E. Mr. Motohide Yoshikawa, Former Ambassador
& Permanent Representative of Japan to the United Nations and former
Director-General of the Middle Eastern and African Bureau, Ministry of
Foreign Affairs of Japan; and H.E. Mr. Toyoei Shigeeda, Former
Ambassador of Japan to Lithuania. The embassy had handmade and decorated
nearly 50 Afghan kites available for guests to the event to tryout and
compare to the traditional Japanese kites they are more familiar with.
Also on display were Afghan dried fruits & nuts, lapis lazuli goods,
Afghan carpets, and national clothing. The fortunate guests to the
event were able to enjoy not only the standard and deliciously prepared
Japanese festival food but also Afghan chicken kabob sandwiches prepared
by the embassy for the guests to try the flavors of Afghanistan and
learn more about the country.<br />

All in all, it was highly entertaining event and all present enjoyed

Balkhi Hall. All of the Diplomats and staff were present to receive the
honored guests for the evening’s festivities. <br />

Over 30 guests from JICA, MOFA Japan, IMF, and the Afghanistan’s

welcomed to the Embassy for the event. The evening’s Emcee Mr. Nasrullah
Rozbeh, Second Secretary, welcomed each speaker to give their remarks.
H.E. Ambassador Dr. Mohabbat first began by thanking the people and
Government of the noble nation of Japan for their most benevolent and
gracious support over the years in the redevelopment of Afghanistan.
Further in his speech he highlighted the wonderful works of
international solidarity Japan’s governmental agencies such as JICA and
international ones such as IMF for aiding in the development of humanity
to its highest level possible towards universal and lasting peace.” <br />

and the government continue to find ways to enhance the development

Aziz Ahmad Gulistani, Deputy Minister of Urban Development & Land
who noted that Japan’s infrastructural development and mega cities were
an inspiration for Afghanistan to expand and develop in the future. <br />

On behalf of the people and Government of the Islamic Republic of
Afghanistan, H.E. Ambassador Dr. Mohabbat expressed congratulations to
the people and Government of Iran, through H.E. Ambassador Mr. Morteza
Rahmani Movahed, on the occasion. Further, he also entreated him that
their neighboring people and the Government of the Islamic Republic of
Iran work and cooperate together with Afghanistan as it strives for
further redevelopment and peace across the region as well as the world.
In return, H.E. Ambassador Mr. Rahmani Mohaved expressed his
appreciation for H.E. Dr. Mohabbat's attendance and assured him that
Iran would continue to cooperate with Afghanistan to secure a lasting

Inc. monthly lecture at Jyosai University’s Kioi Campus in Tokyo. Also

Highness Princess Takamado. <br />
This month's guest speaker was Olympic Silver Medalist Mr. Yuki Ota,
President of the Japan Fencing Federation - and youngest sitting
President of a Japanese Sports Federation - who spoke on the
significance for Japan in hosting the 2020 Summer Olympic and Paralympic
Games. On behalf of the people and Government of the Islamic Republic
of Afghanistan, H.E. Ambassador Dr. Mohabbat greeted Her Imperial
Highness Princess Takamado, and through her thanking the people and
Government of Japan for their steadfast and benevolent support of
Afghanistan over the years on its quest for progress, prosperity, and
peace. In return, Her Imperial Highness Princess Takamado thanked H.E.
Dr. Mohabbat for his kind words as well for his participation in the
monthly meeting of the ASJ in which he is also a Board Member. While at
the monthly meeting, H.E. Dr. Mohabbat had the opportunity to meet once

EDEN (Emerging and Developing Economies Network) is a Japan based,
university-driven initiative launched in 2019. Their goal is to work
with partners in Japan and worldwide to identify and share solutions for
current global issues. EDEN endeavors to rally diverse perspectives to
work together to find solutions. The seminar was devoted to
Afghanistan/AFLP initiative for greening Afghanistan through various
ecological projects including the development of botanical gardens. With
the idea of greening Afghanistan in mind, and in honored memory of Dr.
Tetsu Nakamura who dedicated his life with the mission of greening
Afghanistan, the seminar began with a Moment of Silence to pay tribute
the the legacy and memory of the late Hon. Dr. Nakamura. <br />

the first presentation for EDEN, entitled “Afghanistan’s Environment
Today & Tomorrow – an overview.” H.E. Dr. Mohabbat presented facts
of contemporary Afghanistan and its trajectory among the topics of
demographics, topography, mountainous regions, rivers, basins,
infrastructural grading projects, water management, effects of climate
change, and participation in the Paris Agreement. <br />

& Associates speaking on “What we should think when we think about
botanical gardens” from an architectural perspective. <br />

Afghan-owned Afghan goods businesses. All present remarked how
enlightening and enjoyable the seminar was. <br />

Ambassadors Night” hosted by Hon. Ms. Yuriko Koike, Governor of the
Tokyo Metropolitan Government, at Fuji Television Station. <br />
This evening was an event to honor all of the Ambassadors and Heads
of Mission in Tokyo and enable them to meet, network further, and learn
about the many wonders of Tokyo. H.E. Ambassador Dr. Mohabbat had the
opportunity to meet and speak once again with Hon. Governor Ms. Koike,
to whom he expressed thanks for hosting this event as well as profound
gratitude on behalf of the people and Government of the Islamic Republic
of Afghanistan for the tireless dedication and benevolence Japan has
shown to Afghanistan over the years in its reconstruction process and
continued cooperation and support as it strives for peace. <br />
In return, Hon. Mayor Koike thanked H.E. Dr. Mohabbat for attending
the event, his kind words regarding the strong ties between their
respective countries, and reaffirmed her commitment to maintaining and
furthering the bilateral relationship they have enjoyed well into the
future. Further, Hon. Mayor Koike expressed her sincerest hopes for a
good contingency of Afghan athletes competing as the Afghanistan
National Olympic Team in the 2020 Tokyo Olympic and Paralympic Games. In
response, H.E. Dr. Mohabbat also expressed his hopes that their

<b>January 25, 2019: </b> It was with a heavy heart that His
Excellency Ambassador Dr. Bashir Mohabbat attended a somber memorial to
honor the late Dr. Tetsu Nakamura and the five others who lost their
lives in the same attack, hosted by the Peshawar-Kai at the Seinan
Gakuin University Chapel in Fukuoka Prefecture.<br />

More than two-thousand mourners attended the event to pay their
respects. The late Hon. Dr. Nakamura was a philanthropic physician who
spent decades committing himself to humanitarian work in Afghanistan. He
headed the Peace Japan Medical Services (PMS) also known as
Peshawar-kai. He worked to build canals, hospitals, mosques, and was
even credited with transforming the Gamberi desert into forests and
farmlands. Dr. Nakamura’s kind benevolence and dedication to making the
world a better place was not overlooked by the Afghan people who
joyfully welcomed him as an honorary Afghan citizen and called him “Kaka
Murad' - meaning Uncle Murad; a Afghan-stylized version of his name
Nakamura.<br />
On this somber occasion H.E. Dr. Mohabbat shared in the sorrow of
both the people of Afghanistan and Japan at the loss of the lives of the
six souls in the deadly attack. He expressed his sorrow at the untimely
passing of someone of such good character as well as his prayers for
Mr. Nakamura’s soul, for the souls of the benevolent guards who paid the
ultimate sacrifice of their lives, and for the comfort of their
respective families during this difficult time.<br />

<b>January 21, 2020: </b> It was a pleasure for H.E. Ambassador Dr.
Bashir Mohabbat to meet with Mr. Masataka Nakahara, Visiting Senior
Advising Expert and Project Leader on Afghanistan for Mr. Masataka Nakahara (JICA) and Project Leader for Capacity
Development and Institutional Strengthening Project (CDIS) for the
JICA-Ministry of Agriculture, Irrigation & Livestock (MAIL) Support
Office in Afghanistan as well as the Project for Rice-based Agriculture
Development in Afghanistan (RIPA), who is a longtime personal friend of
H.E. Ambassador Dr. Mohabbat, as well as a longtime friend of the people
of Afghanistan, at the Embassy of the Islamic Republic of Afghanistan
in Japan. Also in attendance was Mr. Najibullah Safi, Counselor and
Deputy Chief of Mission for the Embassy of the Islamic Republic of
Afghanistan in Tokyo. <br />
Thanks to the great efforts from JICA, Japan has been able to be one
of the major contributors to the reconstruction of Afghanistan’s
infrastructure and to the rehabilitation of the agriculture sector,
education, infrastructure building, and many other sectors. H.E.
Ambassador Dr. Mohabbat once again warmly welcomed Mr. Nakahara to the
Embassy stating how much he always appreciated his visits. In return,
Mr. Nakahara expressed his deepest gratitude to H.E. Dr. Mohabbat for
always finding time in his busy schedule to meet with him and, at this
time, gave H.E. Dr. Mohabbat and Mr. Safi a briefing of his most recent
trip to Afghanistan, mentioning the ongoing Rice Expansion Project into 8
more Provinces of Afghanistan, further capacity building of farmers,
water management in bringing Panjshir River to Kabul, assistance for the
Afghan Cancer Foundation, as well as H.E. Dr. Mohabbat’s recent trip to
Afghanistan.<br />

H.E. Ambassador Dr. Mohabbat welcomed Hon. Dr. Ohara to the embassy,
congratulated him on his new appointment as President, and on behalf of
the people and Government of the Islamic Republic of Afghanistan,
extended gratitude for the long support and assistance of the people and
Government of the noble nation of Japan. Japan has stood with
Afghanistan during the rebuilding process by helping to bring
Afghanistan to its current progress & achievements through helping
to develop the human capacity, which forever holds a place of
appreciation and honor in the heart of Afghans. Furthermore, H.E. Dr.
Mohabbat also expressed optimism for the relationship between Japan and
Afghanistan becoming stronger through many avenues and asked for their
support to increase the scholarship opportunities for Afghan students
at Meijo University in order that Afghanistan’s future leaders may
receive the cutting-edge, top quality education of the highest caliber
such as he himself, as an Alumnus of Meijo, received when he was a
student there, and thus to help continue the human capacity development
of Afghanistan for maximizing progress. He again discussed with them
establishing a "sister school program" between Meijo University and
different universities in Afghanistan. <br />
Hn. Dr. Ohara expressed his sincere intention to assure that Meijo
University would accept Afghan applicants into their program, and
believed that in doing so it would serve as a great assistance to
increasing ties between Afghanistan and Japan as well as to continue the
forward progress for Afghanistan. Moreover, he noted this commitment
would foster the progress and advancement of Afghanistan’s society and
well-being. All those present further discussed topics or pertinent
interest.<br />

The Randosel Project’s backpack donation program has been
administered since 2004 by manufacturer company Kuraray. After passing a
rigorous inspection making sure all belts, straps, and buckles were
attached and in good working order, each memory-filled backpack is
shipped overseas as a gift from a schoolchild in Japan to a counterpart
in Afghanistan. Each randoseru was packaged together with a kit of
unused school supplies containing notebooks, pencils, erasers, colored
pencils, and other unused supplies, along with a letter and photo from
the young Japanese donor. In all, more than 120,000 Japanese school
backpacks have been donated. <br />
H.E. Ambassador Dr. Mohabbat extended his warmest welcome and
appreciation to Ms. Maki Ogawa, Announcer and Interviewer for this
occasion with Joystaff for FM Radio, for their kind visit to the embassy
and interest in covering the efforts of Kuraray Co. Ltd.,’s Randosel
Project. In return, Ms. Ogawa each expressed her thanks to H.E. Dr.
Mohabbat for his kind words and for making time in his schedule to meet,
welcome their staff members so graciously, and record. H.E. Dr.
Mohabbat was delighted to talk about the Randosel Project as it not only
helps to advance education for children in Afghanistan but also
provides an opportunity to continue to deepen the relationship between
Japan and Afghanistan.<br />

Mohabbat to attend a luncheon for the Japanese-speaking Ambassadors with
mission in Japan hosted by H.E. Mr. Shinzo Abe, Prime Minister of
Japan, at his official residence in Tokyo. <br />
H.E. Prime Minister Abe welcomed everyone and remarked that Japan
was anticipating hosting of the 2020 Olympic & Paralympic Games this
coming summer and as such was very much looking forward to the valuable
opinion of each country's ambassador to make the games a success. Their
Excellencies the Ambassadors from each country who attended gave their
opinions about what could help promote Japan as well as the Olympics and
Paralympic Games abroad in their respective countries. <br />
In his remarks, H.E. Dr. Mohabbat thanked H.E. Prime Minister Abe for
hosting this event and thanked him, on behalf of the people and
Government of the Islamic Republic of Afghanistan, for the long support
and unwavering assistance of the people and Government of the noble
nation of Japan. Further, he suggested that Japan’s incomparable
hospitality, called “Omotenashi” would be precisely the chief essential
to bridge relations between it and every other country. Additionally, he
suggested that as tickets for attendance to each game are already
distributed without knowing which country will be participating in each
game, it would be hospitable to distribute the competing teams’ national
flags within the audience so that they can cheer on the competitors for
each country wholeheartedly. <br />
While at the event, H.E. Dr. Mohabbat had the honor of meeting and
speaking once again with his peers the other Japanese-speaking
Ambassadors with missions in Japan for this annual luncheon hosted by
H.E. Prime Minister Abe.<br />

Opening remarks were given by H.E. Mr. Shinzo Abe, Prime Minister of
Japan. While at the annual reception attended by thousands of guests,
H.E. Dr. Mohabbat had the opportunity to meet and speak with Dr.
Yoshimitsu Kobayashi, Chairman of Keizai Doyukai to whom he expressed
thanks for the invitation to this most favorable event. On behalf of the
people and Government of the Islamic Republic of Afghanistan, H.E. Dr.
Mohabbat extended him sincerest thanks for the long support and
unwavering assistance of the people and Government of its true friend,
the noble nation of Japan. Moreover, he encouraged Chairman Kobayashi to
use his considerable influence among the members of his organization to
boost further investment in Afghanistan’s burgeoning economy, business
sectors, trade market, and especially mining sector in order to help
further prosperity and growth as well as to strike well at the very

On behalf of the people and Government of Japan, H.E. Prime Minister
Mr. Shinzo Abe presented to Mrs. Naoko Nakamura, widow of the late Hon.
Dr. Nakamura, a letter of appreciation to Nakamura's family for his
humanitarian contributions to Afghanistan's development. Following the
presentation of the letter, H.E. Prime Minister Abe presented Mrs.
Nakamura with decorations for the Order of the Rising Sun, Gold Rays
with Rosette; one of the highest orders bestowed upon civilians. <br />
H.E. Prime Minister Abe conveyed to Mrs. Nakamura that her
commendable late husband “made glittering achievements in years of
medical and other service for Afghan people and refugees, … promoted
friendship between Japan and Afghanistan, and made tremendous
contributions for advancing international humanitarian support and
international cooperation.” In reply Mrs. Nakamura said she still feels
very sad, but that she sincerely hopes aid to Afghanistan will continue,
now that many people have shown their support for her husband’s life’s
work, and that “I hope green land will continue to spread in
Afghanistan.” Once again, and on behalf of the people of the Islamic
Republic of Afghanistan, H.E. Dr. Mohabbat expressed sincere and
profound gratitude for the achievements by Hon. Dr. Nakamura and
Peshawar-kai noting that they would be forever grateful. </div>

H.E. Ambassador Dr. Mohabbat extended is appreciation to Hon. Dr.
Akihiko Tanaka for making time in his schedule to meet. In return, Hon.
Dr. Tanaka thanked H.E. Dr. Mohabbat for his sincere words and for
making time in his schedule to meet. <br />
Further, H.E. Dr. Mohabbat expressed his hopes that GRIPS would
endeavor to consider increasing scholarship opportunities for Afghan
students at their institution in order to help continue the human
capacity development of Afghanistan for maximizing progress. H.E. Dr.
Mohabbat also took the opportunity to express his gratitude on behalf of
the people and Government of the Islamic Republic of Afghanistan for
the steadfast, benevolent support by the people and Government of Japan
in helping Afghanistan during the process of rebuilding and
