Courtesy Call on Parliamentary Vice Minister of the Ministry of Education, Culture, Sports, Science and Technology
March 8, 2019: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to meet with the Hon. Mr. Hiroyuki Nakamura, Parliamentary Vice Minister of Education, Culture, Sports, Science and Technology at the MEXT offices in Tokyo. Also in attendance was Mr. Asif Agah, Second Secretary of the Islamic Republic of Afghanistan in Japan.
Hon. Mr. Nakamura expressed his warm welcome to H.E. Ambassador Dr. Mohabbat and Mr. Agah and thanked them for arranging to meet. H.E. Dr. Mohabbat thanked Hon. Mr. Nakamura for taking time out of his schedule to meet and expressed sincerest gratitude on behalf of the people and Government of the Islamic Republic of Afghanistan for Japan’s great contribution in assisting with reconstruction and progressive development of Afghanistan. H.E. Dr. Mohabbat believes strongly that education and human capacity building is vital to the rebuilding and the future of Afghanistan. With the generous aid from Noble countries such as Japan, the human capacity development has been bolstered and thus allowed Afghanistan an increase from 800,000 to over 10 million students, with 40% of them being female. With the much anticipated continuation of MEXT Scholarships and JICA's PEACE Program, and with Japan's systematic training of Afghans, there has been a sharp increase in Masters and PhD graduates among Afghans that help Afghanistan to grow as a nation. This sort of assistance in Human Capacity Development and Infrastructure building, such as the generous nation of Japan has been doing, if allowed to continue, will symbiotically enhance education and cultural diversity in both nations and build stronger times among them.
Further, H.E. Dr. Mohabbat thanked Hon. Mr. Nakamura for MEXT’s continuous support in the relations between Afghanistan and Japan, and helping Afghanistan to rebuild through education and human capacity building. In return, Hon. Mr. Nakamura thanked H.E. Dr. Mohabbat for his encouraging words, and assured him of his hope to increase the number of scholarships to Afghan scholars, the number of schools in Afghanistan, and to do his very best to assure that both nations prosperity and the continuation of strong relations will continue well into the future.
