Honorary Medal Award Ceremony with H.E. The President of Afghanistan and the President of Japan International Cooperation Agency (JICA)

October 31st, 2018: In recognition of their outstanding services towards promoting the relations between the people and Government of Afghanistan and Japan, His Excellency President Mohammad Ashraf Ghani via video conference to the Embassy of Afghanistan in Japan, held a ceremony to present Honorary medals to five individuals affiliated with Japan International Cooperation Agency (JICA) for their contribution in assisting the Urban Development Sector of Afghanistan. His Excellency Ambassador Dr. Bashir Mohabbat and the members of the Embassy of the Islamic Republic of Afghanistan in Japan were proud to host the Japan-side Honorary Medal Award ceremony.

Among the honorees were Mr. Shinichi Kitaoka, President of JICA, Mr. Shohei Hara, Director-General of the South Asia Department, JICA, Mr. Takeshi Watanabe, Chief Representative of JICA Afghanistan Office, Mr. Toshiyuki Iwama, Representative of JICA Afghanistan Office, and Mr. Kenji Takahashi, Team Leader of the Technical Assistance Project: Development Service Land Readjustment and Urban Redevelopment for Kabul Municipality. The Honorary Medals were conferred to the recipients by His Excellency President Mohammad Ashraf Ghani in Kabul, presented on their behalf to H.E. Ambassador Mr. Mitsuji Suzuka, of the Embassy of Japan in Kabul, present at the Office of the President in Kabul.

At the award ceremony, the Senior Vice-President of JICA, Mr. Yamada, gave his remarks on the expected future support from JICA to the urban development sector of Afghanistan. Mr. Takahashi, JICA’s technical assistance project’s team leader, presented a briefing of JICA’s urban planning and development initiatives and progress in Kabul to H.E. President Mohammad Ashraf Ghani. Pleased to see the dedication and enthusiasm from JICA, H.E. President Mohammad Ashraf Ghani expressed his gratitude and appreciation to JICA and the Government of Japan on behalf of the people and Government of Afghanistan, reaffirming that Japan’s benevolent support and assistance to Afghanistan has been “effective and comprehensive” and that the two countries have “deep rooted cultural and historical relations.” Both parties also had the chance to spend some time discussing the ongoing and upcoming urban development programs and the preparation for a developmental framework in Kabul as well as other parts of Afghanistan.

The medal awards bestowed on this occasion are regarded as a gesture of appreciation from the people and Government of Afghanistan to the people and Government of Japan for the steadfast friendship with Afghanistan during the rebuilding process, helping to bring Afghanistan to its current progress and achievements.

October 30th, 2018: His Excellency Ambassador Dr. Bashir Mohabbat had the pleasure of attending the Cultural Exchange and Business Networking event hosted by the Governor of Shizuoka Prefecture, Dr. Heita Kawakatsu, at Keio Plaza Hotel.
At the event, H.E. Ambassador Dr. Mohabbat was beyond delighted to hear about the immense social and economic progress in Shizuoka. H.E. Dr. Mohabbat did not forget to extend his deepest gratitude to the Governor of Shizuoka Prefecture, his long time friend, Dr. Heita Kawakatsu, for the invitation and congratulated Dr. Kawakatsu and the people of Shizuoka on the favorable outcomes of their hard work. In return, Dr. Kawakatsu thanked H.E. Dr. Mohabbat for his kind words and expressed his wishes for enhancing business opportunities and cultural exchanges between Japan, especially Shizuoka Prefecture, and the people and Government of Afghanistan. Both gentlemen agreed that cooperation at all levels is an important contribution to deepening the bonds between the two countries and the two peoples in light of regional and international development.
The event was the chance for the leadership and people of Shizuoka to showcase and inform public and private sectors about the developmental success and profound potentials of the province. H.E. Ambassador Dr. Mohabbat took the opportunity to extend his deepest gratitude, on behalf of the people and Government of the Islamic Republic Afghanistan, to the Republic of Turkey, through H.E. Dr. Hasan Murat Mercan, to wish sincerest congratulations on this most auspicious day. He further conveyed his wish that Turkey would enjoy renewed and ongoing peace and prosperity, his wishes for the welfare of the Turkish people, and his desire that the two nations would continue grow closer well into the future. H.E. Ambassador Dr. Mohabbat thanked H.E. Minister Watanabe for taking the time to meet with him and wished him sincerest congratulations and all the best successes over the tenure of his new appointment. Furthermore, he thanked H.E. Minister Watanabe, on behalf of the people and Government of the Islamic Republic of Afghanistan, for Japan’s unwavering support of the Afghan people over the years during the reconstruction process and asked that it continue to fortify and progress even more development and stabilization to help Afghanistan advance on its road towards peace and prosperity. October 25, 2018: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to attend a reception honoring the European Union Delegation at the Europe House in Tokyo.

On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat expressed his sincerest gratitude to Ambassador-Designate of the European Union to Japan, Dr. Patricia Flor, on the notable occasion and thanked her for the E.U.’s steadfast and generous support and assistance to Afghanistan over the years which has helped to pave the progressive road to peace and prosperity. Thanks to their support, Afghans are living happier, healthier and more quality filled lives. In return, Ambassador-Designate Dr. thanked H.E. Dr. Mohabbat for his kind words and assured him that they would continue to stand by Afghanistan as it continued the charge in an Afghan-owned and Afghan-led charge towards peace and prosperity.

Also while at the event, H.E. October 24, 2018: His Excellency Ambassador Dr. Bashir Mohabbat had the honor and pleasure of attending the Opening Ceremony of the 197th Extraordinary Session of the National Diet of Japan in the Chamber of the House of Councillors, opened by His Majesty the Emperor of Japan. Dr. Rahim Azimi, First Secretary for the Embassy of the Islamic Republic of Afghanistan also attended the event.
H.E. Ambassador Dr. Mohabbat and Dr. Azimi attended and observed the Opening Ceremony of the 197th Extraordinary Session of the National Diet of Japan in what was an auspicious event held in the Chamber of the House of Councillors. This session of the Diet is expected to end on December 10, 2018; during which time 13 governmental bills will be discussed such as amendments to the immigration law, setting the date for unified local elections, treaties between Japan and the E.U/EPA, as well as referendum laws and debate on the constitution. H.E. Dr. Mohabbat also took the opportunity to discuss various topics of mutual interest with several Ambassadors and diplomats who were also in attendance.

H.E. Ambassador Dr. Mohabbat extended his best wishes in honor of the auspicious day to His Excellency Mr. Gurbanmammet Elyasov, Ambassador of Turkmenistan to Japan. Further, he express his sincerest thanks on behalf of the people and Government of the Islamic Republic of Afghanistan for the continuous and very generous support by the people and Government of their good neighboring country of Turkmenistan over the years during the rebuilding and reconstruction of Afghanistan on its way towards achieving peace. He expressed his hopes to strengthen and deepen the relations between their two great countries and to further attain regional peace and security.
In return, H.E. Elyasov, thanked H.E. Dr. Mohabbat for meeting with him today as well as for his kind words. He assured him that Turkmenistan would continue to stand by Afghanistan to ensure further progress and prosperity as well as work together with them and the international community to help further regional and global peace. October 10, 2018: It was an honor and pleasure for His Excellency Dr. Bashir Mohabbat, Ambassador of the Islamic Republic of Afghanistan to Japan, to attend "Meiji 150 years Japan transforming- through Diplomats’ Eyes” in Roppongi Hills. The annual competition was set up to let diplomats and their families share their perspectives on Japan through the camera’s lens.

As in previous years, the event was honored with the presence of Her Imperial Highness Princess Takamado, the exhibition’s Honorary President, attending the premier reception for the opening exhibit of Their Excellencies Ambassadors and Heads of Mission photos taken by them of beautiful sceneries from their host country, Japan. H.E. Ambassador Dr. Mohabbat extended his sincerest thanks to Her Imperial Highness Princess Takamado for presiding over an event with this degree of opportunity for the diplomatic community, as well as expressed his most heartfelt gratitude on behalf of the people and Government of the Islamic Republic of Afghanistan for Japan’s steadfast and benevolent support over the years on its road to peace and prosperity. In return, Her Imperial Highness Princess Takamado thanked H.E. Dr. Mohabbat for his kind words and assured him that Japan has a special place in its heart for Afghanistan.

The event, hosted and co-hosted by the Ministry of Economy, Trade and Industry (METI), The New and Industrial Technology Development Organization (NEDO), the Ministry of Foreign Affairs (MOFA), and the Ministry of the Environment (MOE), strived to provide a platform to promote discussions and cooperation among researchers, business partners and people, and policy makers from around the world in order to address climate change through innovation of energy and environmental technologies including their dissemination.

Also in attendance were Mr. Basir Ahmad Hamdard, First Secretary; Dr. Rahim Azimi, First Secretary; Mr. Asif Agah; Second Secretary, all of the Embassy of the Islamic Republic of Afghanistan in Japan.

While at the event, H.E. Ambassador Dr. Mohabbat had the pleasure of meeting Hon. Mr. Ichiro Aisawa, the member of House of Representatives and former Senior Vice-Minister for the Ministry of Foreign Affairs and H.E. Ambassador Mr. Chingiz Aidarbekov, Ambassador of the Kyrgyz Republic to Japan, as well as several other of Their Excellencies the Ambassadors, Diplomats with Missions in Japan, members of government, and other distinguished guests.

At the Minato Citizens’ Festival, embassies and other institutions have booths showcasing the culture, history, tourism, and various highlights of each country. This year, the residents of Tokyo and adjacent areas joined hands to celebrate the growing cultural diversity and international community in Japan, creating a momentum toward the Tokyo 2020 Olympic and Paralympic Games. The Embassy of Afghanistan’s Public Relations Office, under the supervision of Mr. Ashraf Baburi and Ms. Allyson Diaz, was honored to present our Afghan saffron and saffron lemon tea, Afghan traditional dish Mantu, henna culture, and precious Lapis Lazuli stones, for the approximately a thousand visitors to the booth to purchase, all of which were cordially welcomed and well-received.

Memorial Service Reception Mourning the Late Mr. Ashor Azimi.

October 5, 2018: It was with a very heavy heart and much reverence that His Excellency Ambassador Dr. Bashir Mohabbat held a memorial service reception mourning the passing of the late Mr. Ashor Azimi at the Embassy of the Islamic Republic of Afghanistan. Also present to receive and greet mourners were all of the diplomats and staff of the Embassy.

Mr. Ashor Azimi was born in 1967, Nili City, Daikundi Province, Afghanistan. Prior to his untimely passing, Mr. Ashor Azimi served as the Minister Counsellor for the Embassy of the Islamic Republic of Afghanistan in Japan. Over the span of his life, he attained many significant achievements and held many roles in service of the Islamic Republic of Afghanistan all over the world. His many accomplishments, hard work, dedication, warmhearted character, and intellectual abilities left an enduring mark on all those fortunate enough to work with him and consider him a friend, and helped to pave the road of progress for the Afghan people.

Following some recitations from the Holy Quran, H.E. Ambassador Dr. Mohabbat gave a very heartfelt tribute to his longtime friend, Mr. Azimi who he felt had been a great gift not only to the people and Government of the Islamic Republic of Afghanistan, but also to the embassy. He expressed his sorrow at the untimely passing of someone of such good character as well as his prayers for Mr. Azimi’s soul and for the comfort of his family during this difficult time. Others offered their reflections and prayers on behalf of Mr. Azimi, after which all of the guests shared in lunch prepared in honor of the occasion.

Ambassador Dr. Hans Carl Freiherr von Werthern of Germany in honor of this auspicious occasion. Further, H.E. Dr. Mohabbat added that Afghanistan is always thankful for the long support and assistance of the people and Government of the Federal Republic of Germany over the years. Germany has stood steadfast with Afghanistan during the rebuilding process, helping to bring Afghanistan to its current progress & achievements; close to actualizing peace. In return, H.E. Dr. Freiherr von Werthern conveyed appreciation for H.E. Ambassador Mohabbat’s attendance and reaffirmed that Germany would continue to stand with Afghanistan well into the future and expressed hopes for maintaining good bilateral relations between Germany and Afghanistan.

H.E. Dr. Bashir Mohabbat expressed his gratitude to H.E. Mr. Iwama for making time in his schedule to meet and share lunch together and congratulated him on his recent appointment to the position of Chief of Protocol. In return, H.E. Mr. Iwama expressed appreciation for the invitation to meet and discuss topics of importance to both. Further, and on behalf of the people and Government of Afghanistan, H.E.
