December 15, 2017: His Excellency Ambassador Dr. Bashir Mohabbat had the pleasure of making a courtesy call on H.E. Mr. Masahisa Sato, State Minister of Foreign Affairs Japan, at his office in MOFA Headquarters in Tokyo. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary for the Embassy of the Islamic Republic of Afghanistan in Japan.
H.E. State Minister Sato expressed his warm welcome to H.E. Ambassador Dr. Mohabbat and Mr. Hamdard, and sincerely congratulated H.E. Dr. Mohabbat on assuming the post as Ambassador of the Islamic Republic of Afghanistan to Japan. Additionally he wished H.E. Dr. Mohabbat the greatest of success in his endeavors throughout his mission remarking that he was certain to do so due to H.E. Dr. Mohabbat’s long time and experience in Japan. In return H.E. Dr. Mohabbat thanked H.E. Mr. Sato for making time in his schedule for the meeting as well as congratulated him also on his recent appointment as State Minister for MOFA Japan. Also he thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the long support and unwavering assistance of the people and Government of its true friend, the noble nation of Japan. The Japanese have stood with Afghanistan during the rebuilding process, helping to bring Afghanistan to its current progress & achievements, and their help and investment of Afghanistan’s future by developing its human capacity holds a place of appreciation and honor in the heart of Afghans.
H.E. Dr. Mohabbat updated H.E. Mr. Sato on the many progressive achievements in Afghanistan over the past 15 years especially those undertaken since the formation of the National Unity Government. Additionally he asked for Japan’s support in considering developing further investment opportunities in the economics and import/export opportunities of Afghanistan. He also expressed his optimism for the relationship between Japan and Afghanistan becoming stronger, and the resolve that Afghanistan has had and will always continue to have the door open for discussion towards securing peace with those in opposition to it. 
In return, H.E. Mr. Sato assured H.E. Dr. Mohabbat that Japan would of course continue being part of Afghanistan’s forward progress, ensure security and stability are optimized, try helping to develop further economic development support, and would hold firm to its commitments to Afghanistan well into the future. H.E. Mr. Sato remarked that Japan was eager to advance its investment in the economics and import/export of Afghanistan with further progress in the security sector as it has been attaining under the National Unity Government. The gentlemen further discussed topics of mutual interest such as recent speeches by leaders of allied nations planning for active steps to achieving further regional peace, security, and stability.
