September 14, 2018: It was a pleasure for H.E. Ambassador Dr. Bashir Mohabbat to attend the 27th Anniversary of Independence Day reception hosted by the Embassy of the Ukraine at the Hotel New Otani in Tokyo.

H.E. Ambassador Dr. Mohabbat took the opportunity to extend his deepest gratitude, on behalf of the people and Government of the Islamic Republic Afghanistan, to the Ukraine, through H.E. Ambassador Mr. Ihor Kharchenko, to wish sincerest congratulations on this most auspicious day. He further conveyed his wish that Ukraine would enjoy renewed and ongoing peace and prosperity, his wishes for the welfare of the Ukraine people, and his desire that the two nations would continue grow a closer friendship in solidarity well into the future. In return, H.E. Mr. Kharchenko thanked H.E. Dr. Mohabbat for his words and attendance at their Independence Day celebration and expressed his best wishes for the people and Government of Afghanistan as well as his hope for their two nations to strengthen their ties of friendship and solidarity.

H.E. Dr. Mohabbat also had the pleasure of meeting with longtime friend of Afghanistan and the Embassy, Hon. Mr. Natsuo Yamaguchi, Member of the House of Councillors and Chief Representative of the Komei Party, to whom he expressed his sincere thanks on behalf of the people and Government of the Islamic Republic of Afghanistan for the steadfast and benevolent support of the noble nation of Japan over the years. Additionally he had the pleasure of meeting with several of Their Excellencies the Ambassadors with missions in Japan, many diplomats, members of Parliament, and notable members of Japan’s business sector all present to celebrate the notable occasion.

Ambassador Dr. Bashir Mohabbat had the pleasure of hosting a lunch reception for scholarship graduates at the Embassy of the Islamic Republic of Afghanistan’s Rumi Balkhi Hall, in Tokyo. 40 graduates who had studied in Japan under Japan International Cooperation Agency (JICA)’s project called PEACE program, and 4 under the Ministry of Education, Culture, Sports, Science and Technology (MEXT) scholarship were honored for completing their diligent Master’s and Doctoral studies here in Japan. The reception was also attended by a delegation of Directors, Department Heads, and other high ranking officials from various Ministries, Commissions, and Authorities in Kabul as well as by Officials from Japan’s Ministry of Foreign Affairs, JICA, and Japan International Cooperation Center (JICE).

Mr. Asif Agah, Second Secretary for the embassy, greeted the guests to the hall and facilitated the ceremonies. H.E. Ambassador Dr. Mohabbat gave his opening remarks, thanking those in attendance for joining the occasion to celebrate the wonderful achievements of the honorary graduates. Further, he remarked that these scholars are the change makers in society and that, thanks to the friendly and noble nation of Japan’s investment in their human capacity, the future revitalization of Afghanistan rests on the shoulders of these young. “Your education will allow you contribute to your nation by forging bridges of understanding—bridges that will help us better understand those from different homes, different cultures, different backgrounds, and different ideologies and bring us to peace. It is my most sincere hope that you use your potential to change the world.”

Remarks were also given by Hon. Ms. Yuka Fujino, Deputy Director for Country Assistance Planning Division III of the International Cooperation Bureau of the Ministry of Foreign Affairs Japan; Hon. Mr. Masahiro Suzuki, Deputy Director for South Asia Division 2 of the South Asia Department of JICA; and H.E. Eng. Mohammad Taher Ayub, Deputy Minister Finance & Administration Department of Ministry of Agriculture, Irrigation & Livestock Afghanistan. All of the speakers commended the great dedication and achievement of the Afghan scholars in completing their Masters and Doctoral studies, as well as spoke to the strong collaborative relations between Afghanistan and Japan which has enabled the fruitful success of these programs.

Mr. Hemmatullah Misaq Mohammadi (Ministry of Counter Narcotics), Graduate Student from Waseda University, gave a heartfelt speech on behalf of the PEACE scholars thanking all the many people involved in bringing this unique and vital opportunity to Afghan scholars. Mr Sayed Samim Rahpaya, PhD Graduate from Tokyo University of Agriculture and Technology, gave a moving speech on behalf of the MEXT scholars, expressing his gratitude for the generosity of all those who have placed their trust into the Afghan students and shared with them the knowledge and skills to progress further. Mr. Mohammad Wasif Mujadidi (Ministry of Higher Education), a graduate student from Ibaraki University presented his research which focused on a “study of QTL’s affecting another length in a cross between a Japanese rice cultivar ‘Koshihikari’ and a wild rice.”

Following the speeches, Afghan dishes prepared by the Embassy in honor of this special day, were served for all to enjoy. To hallmark the great achievements of the scholars, certificate of completion were given to all graduates from the embassy, JICA, and MEXT. To commemorate the event, a group photo was taken. To those graduates, we wish you the best of successes upon your return.

September 10, 2018: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to host the Martyrs Week Reception at the Embassy of the Islamic Republic of Afghanistan in Tokyo. Also in attendance were the Hon. Mr. Ghayoom Solaimani, Director General of the Human Resources Department of Ministry of Foreign Affairs - Kabul, Afghanistan; s well as all of the diplomats and staff of the embassy who greeted the distinguished guests and Afghan citizens in Japan for the event.

Following readings from the holy Quran in honor of the austere occasion, an opening statement was given by Second Secretary Mr. Asif Agah welcoming all in attendance. In his opening remarks, H.E. Ambassador Dr. Mohabbat extended his welcome and discussed the significance of the occasion. H.E. Dr. Mohabbat impressed upon all present that for many years, and even leading up to today, so many precious lives have been sacrificed in the struggle to secure peace throughout Afghanistan due to heinous acts of terror. For all those souls who have paid the ultimate price, and for those who may continue to do so till a lasting peace is achieved, we pay honor and commemorate them on this occasion. A few of the guests present also spoke on the meaning of the profoundness of Martyrs Week and offered up prayers.

After all had spoken, H.E. Dr. Mohabbat invited the guests to partake in the Afghan dishes prepared by the Embassy which were served for all to enjoy.

On behalf of the people and Government of Islamic Republic of Afghanistan, H.E. Ambassador Dr. Mohabbat expressed his extended his deepest appreciation to H.E. Mr. Jose Castillo Laurel V., Ambassador of the Philippines, for the invitation to this festival celebrating the culture of the Philippines. In return, H.E. Mr. Jose Castillo Laurel V. thanked Dr. Mohabbat for his attendance and kind words, and wished for the continuation of profound relations between Afghanistan and the Philippines.
Additionally, he had the honor of meeting with H.E. Mr. Yasuo Fukuda, Former Prime Minister and Japan Philippine Parliamentary league Chairman to whom he expressed his appreciation and sincerest thanks, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the friendly nation of Japan's continuous and benevolent support over the years. Additionally he had the pleasure of speaking with several of Their Excellencies the Ambassadors, Diplomats with missions in Japan, and high ranking members of several Governments present for the occasion.

September 6, 2018 : H.E. Ambassador Dr. Bashir Mohabbat had the honor of attending the 53rd National Day reception for the Republic of Singapore at the Imperial Hotel in Tokyo, Japan.
On the joyous occasion H.E. Ambassador Dr. Mohabbat expressed his most heartfelt congratulations to long-time friend of the Afghan Embassy His Excellency Mr. Lui Tuck Yew, Ambassador of the Republic of Singapore to Japan. H.E. Dr. Mohabbat expressed his gratitude for Singapore’s long standing commitment to Afghanistan’s reconstruction and development, particularly in the realm of Human Capacity Building by offering many scholarships across several fields for Ministry officials. H.E. Dr. Mohabbat proceeded to thank the the people and Government of Singapore, through H.E. Ambassador Mr. Lui, for their support and expressed his hope that the two nations could continue to have a fruitful relationship. H.E. Mr. Lui thanked H.E. Dr. Mohabbat for his kind words and in return expressed his wish to see the relationship between Afghanistan and Singapore continue to strengthen and flourish.

Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary for the Embassy of the Islamic Republic of Afghanistan in Japan and Ms. Moestika Panca Dewiani, First Secretary for the Embassy of the Republic of Indonesia in Tokyo.

H.E. Ambassador Dr. Mohabbat thank H.E. Ambassador Mr. Tasrif for making time to meet with him. Further, he express his sincerest thanks on behalf of the people and Government of the Islamic Republic of Afghanistan for the continuous support by the people and Government of Indonesia over the years during the rebuilding and reconstruction of Afghanistan on its way towards achieving peace. In return, H.E. Mr. Tasrif thanked H.E. Dr. Mohabbat for meeting with him today as well as for his kind words. He assured him that Indonesia would continue to stand by Afghanistan to ensure further progress and prosperity as well as work together with them and the international community to help further global peace. September 4, 2018: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to meet with H.E. Mr. Gayrat Ganievich Fazilov, Ambassador of the Republic of Uzbekistan in Japan, at the Uzbekistan Embassy in Tokyo. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary for the Embassy of the Islamic Republic of Afghanistan and Mr. Otabek Gaipov, First Secretary for the Embassy of the Republic of Uzbekistan in Japan.
H.E. Ambassador Dr. Mohabbat thank H.E. Ambassador Mr. Fazilov for making time to meet with him. Further, he express his sincerest thanks on behalf of the people and Government of the Islamic Republic of Afghanistan for the continuous and very generous support by the people and Government of their good neighboring country of Uzbekistan over the years during the rebuilding and reconstruction of Afghanistan on its way towards achieving peace. Additionally he thanked H.E. Mr. Fazilov for the many great and promising international and regional collaborative projects, which will help to revitalize their economies and improve the lives of their respective people.
In return, H.E. Mr. Fazilov thanked H.E. Dr. Mohabbat for meeting with him today as well as for his kind words. He assured him that Uzbekistan would continue to stand by Afghanistan to ensure further progress and prosperity as well as work together with them and the international community to help further regional and global peace. Both gentlemen expressed their hopes for the continued brotherly relations between Afghanistan and Uzbekistan and for the strengthening of ties between their two embassies.
