October 28, 2016: It was with a very heavy heart that His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie visited the Imperial Residence to contribute a message at the condolence book signing in memory of His Imperial Highness Takahito, Prince Mikasa. Prince Mikasa was the last surviving child of Emperor Taisho and Empress Teimei. H.I.H. Prince Mikasa was a centenarian and as such was the oldest living royal, the oldest living prince in line of succession,and the last prince in the line of succession. H.E. Ambassador Dr. Fatimie expressed his deepest condolences on behalf of the people and the Government of the Islamic Republic of Afghanistan for the passing of H.I.H. Takahito, Prince Mikasa, as well as expressed his sympathy to the entire nation.

October 28, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the extreme pleasure in attending the reception celebrating the 93rd Anniversary of the Proclamation of the Republic of Turkey. The reception was held at the residence of the Ambassador of the Republic of Turkey in Tokyo, H.E. Mr. A. Bulent Meriç.



On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Fatimie expressed to H.E. Mr. A. Bulent Meriç his congratulations to the people and Government of Turkey for the most auspicious occasion, thanked him for the friendly relations between Turkey and Afghanistan over the years, and thanked him for hosting the wonderful event. H.E. Mr. Meriç thanked H.E. Dr. Fatimie in return and expressed is wishes for ever strengthening relations between the two countries.

October 28, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie and Minister-Counsellor Dr. Bashir Mohabbat had the pleasure of calling on with H.E. Ambassador Mr. Chin Siat Yoon at the Embassy of Singapore.
At this time, H.E. Ambassador Dr. Fatimie presented H.E. Ambassador Mr. Chin with a Note Verbale regarding support to Afghanistan's UN Human Rights Council candidacy. Following this, the gentlemen discussed various topics of mutual interest. H.E. Dr. Fatimie thanked H.E. Mr. Chin for receiving them with his kind hospitality as well as expressed his thanks on behalf of the people and Government of Afghanistan for the friendly relations between Singapore and Afghanistan over the years. H.E. Mr. Chin thanked H.E. Dr. Fatimie in return and expressed is wishes for ever strengthening relations between the two countries.

October 27, 2016: Mr. Hamdard met with Mr. Florian Jäger, the First Secretary of the Embassy of the Federal Republic of Germany.
Mr. Hamdard, meeting with Mr. Jäger for the first time, took the opportunity to sincerely thank the Republic of Germany for its ceaseless generosity of the past 15 years for Afghanistan and its people. A substantial part of the meeting was also dedicated to discussing some of the interests and issues pertaining to the Brussels Conference on Afghanistan which this year was held on October 4-5 and invited over 70 countries and 20 international organizations to participate in the development of Afghanistan. Mr. Hamdard and the entire staff of the Embassy of Afghanistan can not thank Germany enough for its interest and assistance, and is very much looking forward to its future participation, emphasizing that Germany’s friendly relations with Afghanistan helps to create a stable and peaceful country.

They both also agreed that 100 years of bilateral relations is a great milestone for both parties and is an occasion very much worthy of celebration, and that bonds are stronger than ever before and one should expect Afghanistan-Germany cooperation to grow only stronger in the years to come.

27/10/2016 Ambassador Dr. Fatimie Delivers Special Lecture at Toyo Gakuen University


October 27, 2016: Ambassador Dr. Sayed M. Amin Fatimie delivered a special lecture on Afghanistan’s development over the past 15 years to students and faculty at Toyo Gakuen University in Tokyo. Ambassador Dr. Fatimie was accompanied by Dr. Bashir Mohabbat, Minister Counselor; Mr. Abdulzaman Akbari, Third Secretary; Mr. Yuki Takeda, Secretary to the Ambassador; and Ms. Allyson Diaz, Public Relations Officer.


Before the lecture commenced, Ambassador Dr. Fatimie was given a warm official welcome to the university by the school’s chairperson, Mr. Yuichi Ezawa; the president, Ms. Kisako Harada; and other key members of the school’s staff.




The lecture detailed the hurdles that the young democracy has had to overcome, the progress that has been made, and aspirations for the future. Moreover, it discussed the importance of Japan’s cooperation over this period, for which the people and government are eternally grateful. The lecture was preceded by opening remarks by Vice President Yusuke Dan and, following a Q&A session, followed by closing remarks by Prof. Hitomi Sakamoto. Mr. Jason Pratt, the former public relations officer for the Embassy of Afghanistan in Tokyo and currently a special lecturer at Toyo Gakuen University, served as the emcee. The lecture received positive reviews from attendees.





This special lecture was the second visit to the Toyo Gakuen University this year, following the Afghan Day festival organized earlier this year (click to see the article dated on June 3, 2016). These events serve as proof of the growing relationship between this school and the embassy, and moreover of the ever-increasing connections between Afghanistan and Japan’s academic institutions.

October 25, 2016: Dr. Mohabbat attended the opening of the private showing of a design exhibition titled “Jean Prouvé: The Constructor” at the residence of H.E. Mr. Thierry Dana, Ambassador of the French Republic in Tokyo.

The exhibition was an important opportunity for the public to appreciate the works of the world-renowned French architect and designer Jean Prouvé. At the event, Dr. Mohabbat was very delighted to meet with H.E. Mr. Thierry Dana and to show his appreciation for the French Republic’s countless cultural and artistic contributions to the world. He also took the opportunity to encourage France’s continued involvement in Afghanistan-related matters, especially the Brussels Conference on Afghanistan.

It was also mutually agreed that while SAARC is an invaluable tool of communication between its 8 member states, active dialogue between Afghanistan and Sri Lanka will continue as will their commitment to remain loyal friends.

24/10/2016 H.E. Dr. Fatimie Meets with the Minister-Counsellor of the US Embassy



October 24, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure of meeting with Mr. Nicholas Hill, the current Minister-Counselor of the Embassy of the United States of America in Tokyo. Upon invitation from the Embassy of the Islamic Republic of Afghanistan, Mr. Hill kindly visited the embassy and was received with full respects by all of the Diplomats and staff.



In his meeting with him, H.E. Ambassador Dr. Fatimie took the opportunity to thank Mr. Hill not only for his time but also for the assistance of the United States over the past 15 years in helping to stabilize Afghanistan. Mr. Hill thanked H.E. Dr. Fatimie for his time and expressed his hope for a deepening of relations. They also discussed
topics of mutual interest to both parties.


Following, Mr. Hill also had a meeting with Dr. Bashir Mohabbat, the Afghan Embassy’s own Minister-Counsellor, with whom he discussed many topics of mutual interest. Dr Mohabbat also thanked Mr. Hill for his time in coming to visit the embassy as well as for the sign of solidarity and promises made by the United States at the recent Brussels Conference and the Warsaw Summit earlier this year. Mr. Hill in return thanked Dr. Mohabbat for his time as well, reaffirmed the commitments made by his country in Warsaw & Brussels, and expressed his hopes for continued relations.

October 21, 2016: Mr. Hamdard met with Mr. Krishna Chandra Aryal, Charges d’Affaires of the Embassy of the Federal Democratic Republic of Nepal.
Mr. Hamdard and Mr. Aryal discussed mutual interests and issues that pertain to both Afghanistan and Nepal, including the uncertainty of the 10th South Asian Association for Regional Cooperation (SAARC) summit that was scheduled to take place on November 15-16 in Pakistan’s capital, Islamabad. Both parties agreed that regardless of the outcome of this year’s summit, Afghanistan-Nepal relations remain unaffected and the two states will continue to use their close bonds to continue dealing with regional issues and future regional cooperation and development.

Mr. Humayun Khayri, President, and Mr. Nazifullah Shaheen, Director, of Foreign Relation of Physical Education and Sport for the Islamic Republic of Afghanistan, at the embassy in Tokyo. Dr. Bashir Mohabbat, Minister-Counsellor; Mr. Ahmad B. Ghafoori, First Secretary & Consul; Mr. Basir A. Hamdard, First Secretary; Mr. Asif Agah, Second Secretary; and Mr. Abdulzaman Akbari were also there to greet the honorable guests and welcome them to Japan.


H.E. Mr. Khair and Mr. Shaheen were in Japan to attend the Sports Ministers’ Meeting, entitled World Forum on Sports and Culture, hosted by the Ministry of Education, Culture, Sports, Science & Technology; The Japan Sports Agency; and the Agency for Cultural Affairs of Japan. The Forum meeting took place in Kyoto on October 19th, and in Tokyo October 20th & 21st. They had the honor and pleasure of meeting and speaking with H.E. Mr. Hiroyuki Yoshiie, State Minister of Education, Culture, Sports, Science & Technology of Japan, the host for the 
event.


As the next country to host the summer Olympic Games after Rio de Janeiro in August, Japan held the first “World Forum on Sport and Culture” in October as a kick-off event to energize the Olympic and Paralympic Games movement. The purpose of the forum was to discuss and transmit information about the international contributions of sport, culture, economics, and their tangible and intangible legacy while coordinating with tourism to hold an international meeting in Tokyo and Kyoto that will serve as a kick-off event to enhance the Olympic/Paralympic movement after the 2016 games in Rio, working toward the 2019 Rugby World Cup, 2020 Tokyo Olympic and Paralympic Games and 2021 Kansai World Masters Games.

Meeting With Mr. Jobayed Hosen of the Embassy of Bangladesh

October 19, 2016: Mr. Hamdard met with Mr. Jobayed Hosen, Second Secretary at the Embassy of the People’s Republic of Bangladesh. It was an excellent opportunities for the two parties to discuss issues related to the South Asian Association for Regional Cooperation (SAARC), which both Afghanistan and Bangladesh are members of.
The 19th SAARC summit was initially scheduled to be held on November 15-16, but has been indefinitely postponed due to tensions following a surge in regional terrorism, something that both Mr. Hamdard and Mr. Hosen also discussed during their meeting.

Ambassador Dr. Fatimie expressed, on behalf of the people and the Government of the Islamic Republic of Afghanistan, his deepest condolences on the passing of His Majesty King Bhumibol Adulyadej on Oct. 13th. H.M.King Bhumibol Adulyadej benevolently ruled over the Kingdom of Thailand for 70 years and 126 days. H.E. Ambassador Dr. Fatimie articulated his deepest condolences, as well as expressed his sympathy to the entire nation.

Sato Kogyo Co., LTD, a company with which Dr. Mohabbat has a long history of friendship and close relationship, has been involved in the business of rebuilding Afghanistan. Thanks to their assistance there have been many achievements. The gentlemen all had a fruitful meeting and discussed topics of mutual interest. Sato Kogyo Co., LTD promised to be of a further help and service to the Islamic Republic of Afghanistan.

October 15, 2016: Dr. Mohabbat attended the opening of the annual Tokyo Grand Tea Ceremony held in the Hama-rikyu Gardens of Chuo-ku, Tokyo, to which he was invited by the governor of Tokyo Metropolis, Mrs. Yuriko Koike and Mr. Hieda, Chairperson of the Tokyo Metropolitan Foundation for History and Culture at the Hama-rikyu Gardens.
The event gave guests the opportunity of tasting some of the finest Japanese teas, including the extremely popular matcha tea. They were also exposed to the very complex and important relationship that Japanese people have with the beverage, including the traditional tea ceremony.

October 13, 2016 : His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the extreme pleasure in attending the celebration of the National Day Reception at the Embassy of Spain. This day commemorates when Christopher Columbus first set foot in the Americas in 1492. On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Ambassador Dr. Fatimie congratulated H.E. Ambassador Mr. Gonzalo de Benito on the occasion.
H.E. Ambassador Dr. Fatimie thanked H.E. Mr. Gonzalo de Benito for the years of assistance Spain has provided to Afghanistan, particularly in the field of international security. In return, H.E. Ambassador Mr. Gonzalo de Benito thanked H.E. Dr. Fatimie for his attendance, kind words, and friendship. Their Excellencies also discussed the issues of mutual interest including the previous Brussels Conference on Afghanistan, held in early October.



H.E. Dr. Fatimie also had the pleasure of meeting with H.E. Mr. Nobuteru Ishihara, Minister of State for Economic and Fiscal Policy. H.E. Dr. Fatimie expressed his heartfelt thanks and gratitude to the people and Government of Japan for their tireless support of Afghanistan in their effort to achieve peace and stability over the years. H.E. Mr. Ishihara thanked H.E. Dr. Fatimie for his kind words.

H.E. Dr. Fatimie also had the pleasure of meeting once again with his friend the Honorable Mr. Natsuo Yamaguchi, President of the Komeito Party. He expressed to him his thanks for Japan’s continued cooperation in Afghanistan and reaffirmed Japan’s stance at the Brussels Conference. H.E. Dr. Fatimie also had the pleasure of meeting with H.E. Mr. Viorel Isticioaia-Budura, to whom he expressed his thanks for a very successful Brussels Conference as well as his sincere appreciation for their continuous cooperation. 9/10/2016 H.E. Dr. Fatimie and the Diplomats Greet and Meet the Honorable Mr. Abdullah Aimaq, Director of HR at Ministry Of Foreign Affairs Afghanistan



October 9, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the honor and pleasure of greeting and meeting with the Honorable Mr. Abdulla Aimaq, Director of Human Resources for the Ministry Of Foreign Affairs Afghanistan, in Tokyo. Dr. Bashir Mohabbat, Minister-Counsellor; Mr. Ahmad B. Ghafoori, First Secretary & Consul; and Mr. Basir A. Hamdard, First Secretary, were also there to greet Honorable Mr. Aimaq and welcome him to Japan.
The Honorable Mr. Aimaq arrived in Japan to attend the “National Government Administration for Senior Officials" training program hosted by Japan International Cooperation Agency (JICA). This great training program he is attending, which runs from October 10-29, is a great opportunity for all nations involved to develop and reaffirm international ties while perfecting skills the seminars address.
H.E. Ambassador Dr. Fatimie, the Honorable Mr. Aimaq, Dr. Mohabbat, Mr. Ghafoori, and Mr. Hamdard had enjoyable conversations with each other. They also discussed many topics of mutual interest.

8-9/10/2016 H.E. Ambassador Dr. Fatimie Attends 35th Anniversary of Minato Citizens Festival and Embassy Hosts a Booth in International Friendship Square



October 8 & 9, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had a pleasure in attending the 35th Annual Minato City Festival held at wider Shiba Koen area in Minato-ku, Tokyo. H.E. Ambassador Dr. Fatimie participated in the official Opening Ceremony along with the Minato City Mayor, Mr. Masaaki Takei, and several of Their Excellencies the Ambassadors and other heads of mission in Minato City area. This year also marked the 70th anniversary of the establishment of Minato City and the 20th anniversary of the Kissport Foundation, who helps organize programs and activities for Minato citizens, which made this event even more momentous.




The embassy of Afghanistan further participated by opening a booth to introduce its rich culture and history, in the Tokyo Tower Site Area’s International Friendship Square, directly below Tokyo Tower. The embassy’s booth was open for 2 days in “International Friendship Square” area of the festival and was visited by number of people. The booth was decorated with the displays of Afghan traditional clothes, photo panels, and many pamphlets prepared by the embassy describing Afghan culture, literature, etc. Afghan flavor snacks such as cardamom infused tea, pistachio & cardamom dusted rosette cookies, and mixed dry nuts prepared fully by the embassy, were distributed free of charge, and they were very popular among visitors.




Several other embassies from countries stationed in Minato City also had their booths, and it was an honor of the embassy to receive Mayor Takei’s visit there by representing Afghanistan. We were also visited by the famous television personality, Mr. Hiromichi Sato whose visit was filmed for television. (The Embassy is featured from 11:00-12:07)



Additionally, it was a pleasure for the embassy to communicate and further strengthen the friendly inter-embassy relationship with other embassies, as well as local residents and businesses through this event. The embassy of Afghanistan in Japan expresses its deep appreciation to Minato City Office and the officers for the coordination and cooperation for the embassy’s successful participation for the entire occasion.

6/10/2016 H.E. Dr Fatimie is Honored Guest Speaker at MOFA’s Japanese Language Program Ceremony



October 6, 2016: It was an honor and pleasure for His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie to give remarks at the entrance ceremony of the Japanese-Language Program for Foreign-Service Officers & Public Officials supported by the Ministry of Foreign Affairs Japan and The Japan Foundation. H.E. Ambassador Dr. Fatimie was chosen as the representative speaker from among of all Their Excellencies and heads of diplomatic missions in Japan to give this speech for which he felt very fortunate.
This program is intended for international foreign-service officers and public officials who require Japanese-language ability to perform their work at overseas government and public institutions. The program contains a variety of activities for deepening understanding of Japanese society and culture. These activities include lectures and cultural experiences conducted by experts, visits to government institutions, corporations, and cultural facilities, and training field trips. The activities also serve to help participants create a network of social contacts throughout the country. With cooperation from the Japan Ministry of Foreign Affairs, the Japan Foundation invites such people to Japan for an 8-month period to conduct training in Japanese language and circumstances.
H.E. Dr. Fatimie praised the Foreign Language Program as “the ideal example of international outreach and cooperation undertaken by your organizations to create cultural understanding through cooperation and communication.” He further added, “That is why essential programs such as this, JICA’s PEACE Program and many others sponsored by the generous support of the Japanese Government, which educate by bringing language comprehension and cultural understanding to produce global citizens, are so vitally important. They not only put Japan in a unique role of being a country that is proactively creating peace in the world, but also serve to give hope for the future.”
H.E. Dr. Fatimie impressed upon those present the belief that the “pen is much mightier than the sword. Education is the foundation on which capacity building has been crafted, and is exactly how understanding and peace will be actively built.”

October 6, 2016: Dr. Mohabbat had the pleasure to attend the 40th anniversary event of the Foreign Press Center Japan (FPCJ).
During the celebratory gathering, Dr. Mohabbat took the opportunity to congratulate Mr. Kiyotaka Akasaka, President of the Foreign Press Center Japan (FPCJ), on the foundation’s symbolic 40-year mark. He also praised Mr. Akasaka’s efforts in directing the influential organization, which has been very successful in supporting international journalists’ search of news in Japan in addition to promoting a better understanding of the country.

At the event, Dr. Mohabbat also met with Mr. Kansai Yamamoto, a prominent Japanese fashion designer whose work has been exhibited at museums in several countries.
Dr. Mohabbat wished them both more success in the future and good health.

The event, hosted and co-hosted by The Ministry of Economy, Trade, and Industry (METI), The New and Industrial Technology Development Organization (NEDO), The Ministry of Foreign Affairs (MOFA), and The Ministry of the Environment (MOE), strived to provide a platform to promote discussions and cooperation among researchers, business persons, and policy makers from around the world in order to address climate change through innovation of energy and environmental technologies including their dissemination.
H.E. Ambassador Dr. Fatimie expressed his congratulations, on behalf of the people and the Government of the Islamic Republic of Afghanistan, to the event organizers, sponsors, and Steering Member Committee members. H.E. Dr. Fatimie also had an opportunity to meet and converse with industry leaders and members of diplomatic missions stationed in Tokyo with whom he discussed topics of mutual interest.

4/10/2016 H.E. Dr. Fatimie's Photo Begins Being Displayed at the “Scintillating JAPAN 2016, through Diplomats’ Eyes”Photo Exhibition


October 4, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure and honor of having his photo chose to be displayed at the photo exhibition “Scintillating JAPAN 2016, through Diplomats’ Eyes”. This exhibit displays photos featuring various aspects of Japan taken by 72 diplomats from 42 countries.
The annual competition was set up to let diplomats and their families share their perspectives on Japan through the camera’s lens. Princess Hisako of Takamado, honorary president of the event’s executive committee, presided at the award ceremony. H.E. Ambassador Dr. Fatimie's photos on display at the exhibition was entitled “The Sky and the Sea”. It is a photograph of a picturesque scene of dusk falling upon the city of Tokyo. The city’s famous Rainbow Bridge can be spotted in the background, behind which is a stretch of Tokyo’s skyline.
The photographs are showing at Hills Cafe/Space in Roppongi Hills from 11 a.m. to 11 p.m. through Monday. The works also will be displayed later in Nagoya, Kobe and Higashikawa in Hokkaido. Admission is free.

4/10/2016 H.E. Dr. Fatmie Attends the Kobe Institute of Computing Graduate School of Information Technology Master Degree Program 2016-2017 Entrance Ceremony



October 4, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure and honor of attending and speaking at the Kobe Institute of Computing Graduate School of Information Technology Master Degree Program 2015-2017 Entrance Ceremony. This opportunity enabled all in attendance to learn about Afghanistan’s growth and goals towards education.
H.E. Ambassador Dr. Fatimie met with fellow exalted dignitaries, including Her Excellency Ambassador Ms. Venetia Sebundi of the Republic of Rwanda in Japan; Honorable Mr. Asahiko Mihara, Member of the House of Representatives; the Honorable Second Secretary of the Embassy of Namibia in Japan; Mr. Yasunori Onishi, Director General of JICA Kansai; Mr. Toshiro Tamada, Vice Mayor of the City of Kobe; and Senator Tetsuro Yano, President of AFRECO.
H.E. Ambassador Dr. Fatimie praised the pursuit of education shown in the forty three new students embarking on the path to a Master’s degree, including six hailing from Afghanistan. He further noted that education forms the bedrock on which the future is built. Creating global citizens not only benefits their home countries, but the entire world over. The Kobe Institute of Computing, Graduate School of Information Technology provides the means by which students can achieve lasting opportunities that benefit the entire world.
H.E. Ambassador Dr. Fatimie further had a pleasure in meeting with many high ranking distinguished attendees, and discussed the issues of mutual interests. Among those from Kobe Institute of Computing, Graduate School of Technology were; Mr. Tomio Fukuoka, Founder and Chairman of Kobe Institute of Computing, Graduate School of Information Technology College of Computing; Mr. Takashi Tsuji, Professor and Assistant Vice President; Mr. Kenji Fukuoka, Director and Acting President; Mr. Takakazu Yano, Member of the Office for the Promotion of Social Relations at Kobe Institute of Computing; Mr. Kiyokazu Ota, Former Ambassador Extraordinary and Plenipotentiary of Japan in Rwanda and Senior Advisor to the President of Kobe Institute of Computing; Mr. Hisato Shima, Professor at Kobe Institute of Computing, Graduate School of Information Technology; Mr. Toshiki Sumitani, President of the Graduate School of Information Technology at the Kobe Institute of Computing; Mr. Ikuo Sugiyama, Professor in Department of Information Systems at Kobe Institute of Computing, Graduate School of Information Technology; and Mr. Mamoru Ito, Professor in the Department of Information Systems, and Dean of the Graduate School of Information Technology.
