February 28 2017: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie visited the Embassy of the Kingdom of Tonga in Tokyo with a heavy heart for the condolence book signing in memory of Her Majesty Queen Halaevalu Mata’aho, the Queen Mother who passed away on February 19 2017. H.E. Dr. Fatimie expressed his deepest condolences, on behalf of the people and the Government of the Islamic Republic of Afghanistan, for the passing of Her Majesty Queen Halaevalu Mata’aho, as well as expressed his sympathy to the entire nation.

February 27, 2017: It was an honor for H.E. Ambassador Dr. Sayed Mohammad Amin Fatimie to receive Mr. John H. Seong, Senior Development Counselor at the U.S Agency for International Development (USAID) at the Embassy. Also present in the meeting were Dr. Bashir Mohabbat, Minister-Counsellor, and Mr. Asif Agah, Second Secretary for the Embassy of the Islamic Republic of Afghanistan in Japan. H.E. Dr. Fatimie Thanked Mr. Seong for taking time out of his schedule to call on the embassy, and in return Mr. Seong thanked H.E. Dr. Fatimie and the Diplomats for hosting him. Mr. Seong met and spoke with H.E. Dr. Fatimie in his office where they discussed several topics of mutual interest.

February 26, 2017: H.E. Ambassador Dr. Sayed M. Amin Fatimie, the diplomats, the local staff, interns, and volunteers from the Embassy of the Islamic Republic of Afghanistan in Tokyo attended the 4th Afghan Kite Festival at the baseball ground of Nippon Taiiku Daigaku (Nippon Sport Science University) Ebara High School in Ota-ward, Tokyo. This was the 4th installment of the event in as many years. It has been held as a way to facilitate interaction and cultural exchange between Japanese people and Afghans living and studying in the area. The backdrop of the shared culture of kite flying has proven to be an excellent opportunity for this.

In the opening ceremony, H.E. Ambassador Dr. Fatimie joined Chancellor Matsunami of Nippon Sport Science University and Principal Oh’ishi of NSSU Ebara High School in commemorating the event and welcoming attendees. In his speech, the Ambassador focused on the closeness of the peoples of Afghanistan and Japan in terms of friendship, shared visions and love for peace, and cultures, likening this to the shared sky that stretches seamlessly across both nations despite the vast distance between.

This year’s event was visited by over 400 guests of all ages who came to partake in the delightful presentation of aspects of Afghan culture. It was highly successful event with the record number of attendance breaking even that of last year’s previously record breaking year. All the guests in attendance enjoyed the inter-cultural exchange between Afghanistan and Japan, especially the many youth present who were able to experience a part of Afghanistan here in Japan. Delicious Afghan food, Afghan kites, and Afghan music prepared by the embassy were there for all guests to partake in and enjoy as well as Japanese food, Japanese kites, and entertainment.

February 23, 2017: Dr. Bashir Mohabbat, Minister-Counsellor of the Embassy of the Islamic Republic in Tokyo, with a very heavy heart, attended the condolence event held at Imperial Hotel Tokyo for Mr. Toshiaki Ogasawara who served as Chairman of the Board and Chief Executive Officer of Nifco Inc. as well as Honorary chairman of The Japan Times. He was not only a leading industrialist and an inspiring leader who lived by the motto of “taking on a spirit of challenge”, but also an active member and a generous philanthropist in the areas of business, culture, education, and science. Dr. Mohabbat expressed his deepest condolences on behalf of the people and the Government of the Islamic Republic of Afghanistan for the passing of Mr. Toshiaki Ogasawara.

In honor of the auspicious occasion, H.E. Ambassador Dr. Fatimie congratulated the State of Kuwait and H.E. Ambassador Mr. Abdul Rahman Humood Al-Otaibi, as well as the Kuwaiti diplomats in attendance, on behalf of people and the Government of the Islamic Republic of Afghanistan. In return, H.E. Ambassador Mr. Humood Al-Otaibi expressed his appreciation as well as his hope for furthering peace and prosperity in the Islamic Republic of Afghanistan.

持続可能な開発目標達成(SDGs)に向けた国際教育開発フォーラムに二等書記官アガと出席


2017年2月21日: アフガニスタン・イスラム共和国大使館の公使参事官であるバシール・ムハンマドと、二等書記官のアシフ・アガが文部科学省の講堂で開かれた、「持続可能な開発目標達成に向けた国際教育開発フォーラム」に出席しました。このフォーラムは、文部科学省、外務省、教育開発国際協力研究センターの主催で行われました。
今年のテーマは、「教育2030を読み解く~行動に向けて」として、ODA (政府開発援助) の削減を踏まえてSDGs (持続可能な開発目標) の達成に向けて、国際開発援助を超えた、新たなアクターに取り組み、新しいモダリティを超える方法を見出すことでした。フォーラムの注目のゲストは、文部化学大臣政務官の樋口尚也氏と外務副大臣の小田原潔氏でした。

February 21, 2017: It was an honor for H.E. Ambassador Dr. Sayed M. Amin Fatimie to receive his long time friend Mr. Masataka Nakahara, consulting for Japan International Cooperation Agency (JICA), Ms. Keioko Arai, Training Management & Project Coordinator of Capacity Development and Institutional Strengthening, (CDIS), and Mrs. Akie Umeno, Project Coordinator of Rice-based Agriculture Development in Afghanistan (RIPA). Mr. Nakahara spoke about the many activities being undertaken by their organization in Afghanistan, some of which include, supporting Afghanistan with irrigation and agriculture support and development as well as men’s empowerment through different programs. Mr. Nakahara himself also provided advice to the leadership members in the Ministry of Agriculture, Irrigation and Livestock (MAIL). With regards to the agriculture, Japan is planning to assist Afghanistan by expanding its rice production to 1 million ton by 2021.

February 17, 2017: The Embassy of the Islamic Republic of Afghanistan in Tokyo welcomed 10 visitors from Kudan Secondary School in Chiyoda-ku for a presentation and tour of the embassy. The visitors were given an informative and entertaining presentation about Afghanistan by Mr. Ashraf Baburi, Administrative & Accounting Affairs Officer for the Embassy. After the presentation the students had a question & answer period with Dr. Bashir Mohabbat, Minister-Councillor, who answered all of their questions about Afghanistan, the history of the country, relations between the two nations, and the differences and similarities between the two cultures, Japan and Afghanistan.

Following the question and answer period, Mr. Baburi and Ms. Allyson Diaz, Public Relations Officer, gave the students a tour of the embassy. H.E. Ambassador Dr. Fatimie welcomed the students into his office and gave them some remarks which were translated by Dr. Mohabbat. He spoke of the great admiration and respect Afghans have for Japan and the Japanese people. He impressed upon them that although the two countries are separated by many kilometers, they are very close with regard to similarities of culture, love for peace, and goodness of heart. H.E. Dr. Fatimie thanked them for coming to visit the embassy and encouraged them to be the next great leaders of their country and to help not only strengthen the friendly ties between Afghanistan and Japan but to also strive for furthering peace.

Following the visit with H.E. Dr. Fatimie, the students were guided up the final stop of their tour of the embassy, the view of the local area from the roof. As they finished up the tour and left, the students expressed their thanks for their experience at the embassy, Mr. Baburi’s presentation, Dr. Mohabbat’s time and answers, and H.E. Dr. Fatimie’s kind hospitality.

February 14, 2017: It was an honor and a privilege for H.E. Ambassador Dr. Sayed M. Amin Fatimie to host a luncheon reception to honor the courtesy call visit by the 3rd Leadership Program for Women in the PEACE Project, Afghan Policewomen on a training program in Japan, and dignitaries from Ministry of Foreign Affairs Japan, Japan International Cooperation Agengy (JICA), and Japan International Cooperation Center (JICE) at the Embassy. Dr. Bashir Mohabbat, Minister-Counsellor; Mr. Ahmad Ghafoori, First Secretary and Consul; Mr. Basir Hamdard, First Secretary and Political Affairs; Mr. Asif Agah, Second Secretary and Cultural Affairs; and Mr. Abdulzaman Akbari were in attendance to greet guests as they arrive and host the event.

Once all guests were received, the opening address was given by Mr. Asif Agah who welcomed all in attendance. In his opening remark, H.E. Ambassador Dr. Fatimie extended his welcome to all present and thanked for calling on the embassy to share their stories and further help in the empowerment of women in Afghanistan to further progress.

Mr. Hiroaki Ichiba, Principal Deputy Director for the Country Assistance Planning Division III of the International Cooperation Bureau of MOFA Japan gave his remarks regarding the important role this level of leadership program could help to contribute to society through the empowerment of women. Inspiring key speeches regarding ‘Women’s Participation in Society & Government’ and ‘Stopping Normative Violence Against Women’ were given respectively by Ms. Nazifa Faqeryar, of Ochanomizu University, the Representative of PEACE Women Scholars, and Major Wahida Rezaie, General Director of Strategic Coordination for Ministry of Interior Affairs.

After all had spoken, Mr. Agah invited the guests to partake in the Afghan dishes prepared in their honor by the Embassy which were served for all to enjoy. Following the luncheon, all guests present partook in a group photo, to commemorate the auspicious occasion.

February 13, 2017: Dr. Bashir Mohabbat, Minister-Counsellor, attended the 2nd Regional Promotion Seminar in Fiscal Year 2016 co-organized by the Ministry of Foreign Affairs and the Local Governments of Kanazawa City (Ishikawa Prefecture), Ube City (Yamaguchi Prefecture), Okinawa-ken, Miyagi-ken, and Imabari City (Ehime Prefecture) at Ballroom and Wisteria Room of Hotel Chinzanso.
The event was held to introduce the guests to the many wonderfully unique aspects of local goods, products and features of the respective prefectures who co-hosted the event. There were several booths set up in the hall to display the features of the prefectures to the guests as well as foster networking. Dr. Mohabbat had the pleasure of meeting and speaking with Mr. Nobuhiro Watanabe, Director for Local Partnership Cooperation Division in the Minister’s Secretariat for the Ministry of Foreign Affairs Japan. Dr. Mohabbat thanked him for the invitation to the wonderfully informative event as well as for the tireless dedication and benevolence the people and Government of Japan has shown to Afghanistan over the years in its reconstruction process and developing peace. In return, Mr. Watanabe thanked Dr. Mohabbat for his attendance and expressed his wishes for continued and deepened relations between Japan and Afghanistan.

February 13, 2017: Mr. Asif Agah, Second Secretary and Cultural Affairs of the Embassy of the Islamic Republic of Afghanistan in Japan, attended Workshop Presentation of the SAARC 2nd Batch which was conducted under JENESYS2016 inbound program. JENESYS is an exchange program to invite approximately 6,000 youths from overseas to Japan every year with a view towards promoting mutual understanding and friendship with Japanese youths and citizens. This year, around 110 participants mainly school students were invited from SAARC member country to Japan, of which 26 were from Afghanistan.
Diplomats from all SAARC members embassies in Tokyo were invite to the workshop presentation, in which they presented their countries’ view on the program. Asif Agah, who represented Afghan embassy in the program, expressed his heartfelt appreciation to the people and Government of Japan for initiating and supporting such as important and experience-sharing program; and thanked JICE for its excellent management and successful implementation of the program.
Mr. Agah further added that the program provide participants with a very exceptional opportunity to get into direct contact with Japanese community and gain first-hand experience and impressions from the society. He also said that the program offers chances for participant to understand and learn from Japan’s development and experience, as well as culture, and therefore in this way it builds a bridge for flowing knowledge, values, and experiences to participant countries where there are needs for such experiences. As far as the Afghan participants of this program were concerned, Mr. Agah strongly hoped that they have learnt a lot from Japan during their stay here and take steps to transfer at least some of the knowledge to Afghanistan and internalize and apply it there.
Mr. Agah in his speech by indicating another crucial feature of the program, which gathered participants from a particular region where respective member countries decided to forge their mutual cooperation within SAARC, wished that the participants use this opportunity to not only build bridges between their respective countries with Japan, but also between Japan and SAARC as our common entity.

February 13, 2017: Dr. Bashir Mohabbat, Minister-Counsellor, met with Mr. Shinichi Kihara, Director of the Middle East and Africa Division of Ministry of Economy Trade and Industry of Japan, to present him with invitation letter addressed to H.E. Mr. Hiroshige Seko, Minister of Economy, Trade and Industry of Japan, asking for his participation, on behalf of H.E. Mr. Humayoon Rasaw, Minister of Commerce & Industries of the Islamic Republic of Afghanistan, in the Regional Economic Cooperation Conference on Afghanistan (RECCA) Business Forum 2017 which will be taking place on March 1-2, 2017 in Istanbul, Turkey.
Dr. Mohabbat briefly apprised Mr. Kihara on the rapid progress of the Afghan economy over the past 15 years, most especially in the years since the National Unity Government began in 2014. He also pointed out the relevance of the RECCA Conference and asked for H.E. to thus kindly take part in the conference because of its importance to Afghanistan. He also thanked Mr. Kihara for the tireless dedication and benevolence Japan has shown to Afghanistan over the years in its reconstruction process and developing peace. In return, Mr. Kihara thanked Dr. Mohabbat for the documents and information regarding the Afghan economic progress, promising to transfer the documents to the relevant authority.

February 9, 2017: Dr. Bashir Mohabbat, Charges d’Affaires a.i.; and all the diplomats of the embassy were in attendance to welcome to the embassy the delegation of dignitaries from Kabul: Mr. Ahmad Ramin Sadiq, Advisor to Hon. Mr. Abdullah J. Habibzai, acting Mayor of Kabul Municipality; Mr. Atiqullah Hamidi, Deputy Director of City Planning and Implementation Department; Mr. Saiffalrahman Rahimi, Member of the Land and Readjustment Department of Kabul Municipality; and Mr. Rabiullah Mayar, Administrative Officer for Coordination and Logistics Support for JICA International Cooperation Agency’s City Planning and Implementation Department of their Afghanistan Office.
The delegation have been in Japan since January 9, 2017 to study under a program hosted by JICA to host trainings focused on the following: land use zoning, building control mechanism, district plans, development plans, participatory approach, urban renewal/redevelopment, consensus building process and implementation, lead readjustment methodologies and planning process, land readjustment, and more. All present expressed their sincerest gratitude to Japan and JICA for this latest initiative in a legacy of cooperation that has bettered lives, spurred development, and helped in the spread of peace. They further discussed the important role JICA has contributed, via their their ceaseless efforts with programs like this, in proactively spreading peace and prosperity in Afghanistan.

Dr. Mohabbat expressed his congratulations on this occasion to H.E. Ambassador Mr. Reza Nazar Ahari of the Islamic Republic of Iran, and the attending diplomats, and his wishes the neighboring countries of Afghanistan and Iran will maintain a friendly relationship. H.E. Ambassador Nazar Ahari expressed his appreciation for the words by Dr. Mohabbat as well as for his attendance, and Ambassador Nazar Ahari also expressed his wishes that the two countries' maintain friendly and close relations.

February 7, 2017: Dr. Bashir Mohabbat, Charges d’Affaires a.i., and Mr. Basir Hamdard, First Secretary, had the pleasure to receive H.E. Ms. Tomoko Akane, Prosecutor for the Supreme Public Prosecutors Office of Japan, and Mr. Takayoshi Yamamoto, Private Secretary, for a meeting at the embassy.

Dr. Mohabbat was informed about H.E. Ms. Akane’s candidature for judge in the 2017 Elections of the Judges of the International Criminal Court (ICC) and congratulated her on her achievement as a highly capable and respected expert in criminal justice in Japan and for her ceaseless work to promote international cooperation for the development of justice systems around the world. H.E. Ms. Akane in return thanked for the kind words, submitted her formal requests for support of her candidacy in the coming election for the judgeship of the International Criminal Court in New York, in December of this year. She also expressed her wish for continued legal and economic cooperation between Afghanistan and Japan. Dr. Mohabbat accepted her documents, promised to forward them to the Ministry of Foreign Affairs of the Islamic Republic of Afghanistan, and thanked her for the tireless dedication and benevolence Japan has shown to Afghanistan over the years in its reconstruction process and developing peace, that without a doubt, maintaining this relationship is essential.

February 6, 2017: Dr. Bashir Mohabbat, Charges d’Affaires a.i., received guests, Mr. Naoki Hirota, Councilman for Komono-cho in Mie Prefecture, and Ms. Haruka Mori, Public Announcer, to a meeting at the embassy in his office. Mr. Hirota, a fellow Chukyo University Alumni like Dr. Mohabbat, wanted to reach out to Afghanistan, through the Embassy the great interest that Komono-cho has in it and their interest to see what they can do to help. Dr. Mohabbat welcomed them to the embassy and thanked them for coming as well as for their interest in Afghanistan. He promised to keep in contact with them so as to strengthen the collective ties.

February 3, 2017Dr. Bashir Mohabbat, Charges d’Affaires a.i., attended the "Introduction of Kyoto Culture and Charm" reception to promote Kyoto Prefecture hosted by the Governor of Kyoto Prefecture, the Honorable Mr. Daisaku Kadokawa. The lovely event took place Friday night at Meiji Kinenkan. The event showcased Kyoto Prefecture’s rich cultural heritage through history and traditional arts. Kyoto prefecture, located on the main island of Honshu’s Kansai region, the former capital of Japan, has many aspects which give it its unique, time-honored feel. During the reception, Dr. Mohabbat had the occasion to meet personally with Hon. Kyoto Mayo Mr. Kadokawa to whom he expressed his thanks for the invitation to this wonderful event as well as for the strong and continuing friendship between Japan and Afghanistan. In return Hon. Mr. Kadokawa thanked Dr. Mohabbat for coming to the event and spoke of his appreciation of Afghanistan.

February 1, 2017: Dr. Bashir Mohabbat, Charge d’Affaires a.i., to attend the reception to promote Saga Prefecture jointly hosted by the Minister of Foreign Affairs of Japan, H.E. Mr. Fumio Kishida, and the Governor of Saga Prefecture, the Honorable Mr. Yoshinori Yamaguchi. The lovely event took place Wednesday night at the Iikura house in Azabudai.

The event showcased Saga Prefecture’s rich cultural heritage through crafts, foods, history, and traditional arts. Saga prefecture, located on the island of Kyushu, has many aspects which give it its proclaimed “Authentic Japan” feel that it wants to share with the world. During the reception, Dr. Mohabbat had the occasion to meet with H.E. Minister Kishida to whom he expressed his thanks for the invitation to this wonderful event H.E. hosted as well as for the strong and continuing friendship between Japan and Afghanistan. In return H.E. Minister Kishida thanked Dr. Mohabbat for coming to the event and reaffirmed Japan’s support of Afghanistan. Dr. Mohabbat also had the pleasure of meeting and speaking with H.E. Mr. Masahiro Imamura, Minister of Reconstruction; Hon. Mr. Yoshinori Yamaguchi, Governor of Saga Prefecture, and Mr. Masayoshi Nakakura, Chairman of the Saga Prefectural Assembly, all of whom he greeted respectfully and congratulated on this successful event.

February 1, 2017: It was a pleasure for Dr. Bashir Mohabbat, Charge d’Affaires a.i., to attend a working breakfast meeting hosted by H.E. Ms. Simona Leskovar, Ambassador of the Republic of Slovenia. Also in attendance were H.E. Ms. Anesa Kundurovic, Ambassador of the Republic of Bosnia and Herzegovina, H.E. Mr. Gabriel Duque, Ambassador of the Republic of Colombia, and H.E. Mr. Waleed Siam, Ambassador, Representative of the Permanent General Mission of Palestine. The event was in honor of the visit to Japan by ITF Enhancing Human Security Director, Ambassador Mr. Damjan Bergant.

ITF Enhancing Human Security (previously named International Trust Fund for Demining and Mine Victims Assistance) is a humanitarian, non-profit organization established by the Government of the Republic of Slovenia in March 1998 with the initial purpose to help Bosnia and Herzegovina in the implementation of the peace agreement and to provide assistance and support in post-conflict rehabilitation. Since its inception, ITF has been continuously developing and enhancing its mission, thus expanding its geographic area and scope of activities in order to address the problems of the ever changing human security environment, the needs of beneficiary countries and the priorities of donor community.
Currently ITF has two projects in Afghanistan. The first is supplying capacity support for mining action & mining termination in Afghanistan. The second is quality assurance and quality control of firing ranges in Afghanistan. Slovenia also has helped in projects supporting Women's Clinics in Kabul. Dr. Mohabbat thanked H.E. Ambassador Ms. Leskovar for hosting this meeting as well for the Republic of Slovenia’s continuous support of Afghanistan over the years. H.E. Ms. Leskovar in return thanked Dr. Mohabbat for attending the event and expressed her hopes for continued warm bilateral relations between Slovenia and Afghanistan. Dr. Mohabbat also thanked Ambassador Mr. Bergant for his organization’s assistance in bringing peace to humanity as well as for helping the Afghan people who have and continue to be some of the greatest victims of terrorism and land mines for more than three decades. Ambassador Mr. Bergant returned his thanks to Dr. Mohabbat for attending the event and, in light of new mines being developed and used by the enemies of the Afghan people on Afghan soil, expressed his intentions for ITF to continue their efforts in Afghanistan.
