Mr. Cheng Yonghua, Ambassador of the People’s Republic of China, at the Nakano Sun Plaza Hall in Tokyo. While at the event, H.E. Dr. Mohabbat also had the pleasure of meeting and speaking with other diplomats with missions in Japan, members of Japanese public and private sectors, as well as other distinguished guests.

This lovely annual event, coupled with the beautiful garden surroundings, serves to allow the diplomatic community in Japan and Japanese dignitaries to strengthen further relations amongst each other as well as with Their Majesties and other members of Japan’s Government. With much reverence, H.E. Ambassador Dr. Mohabbat thanked Their Majesties, as well as to Their Imperial Highnesses the Crown Prince and Crown Princess for hosting the event.

April 24, 2018: It was an honor for Mr. Basir Ahmad Hamdard, First Secretary, to attend a luncheon hosted by the Hon. Mr. Masatoshi Sugiura, Director of Human Rights and Humanitarian Affairs Division of Ministry of Foreign Affairs Japan.
This luncheon was meant to introduce the diplomats present to Japan’s candidate for election to the Human Rights Committee (CCPR) at the elections to be held during the 36th Meeting of States Parties at the United Nations Headquarters in New York on June 14, 2018; Professor Shuichi Furuya. H.E. Mr Manabu Horii, Parliamentary Vice-Minister for Foreign Affairs was also present at the luncheon to give his welcoming remarks to those dignitaries present. Additionally they also took the time to introduce the candidate for election to the Committee on the Elimination of Discrimination Against Women (CEDAW) at the elections to be held during the 20th Meeting of States Parties a the United Nations Headquarters in New York on June 8, 2018: Dr. Hiroko Akizuki.
Following the luncheon, Mr. Hamdard had the opportunity to meet with the host, Hon. Mr. Sugiura and expressed his thanks for the invitation to the informative event as well as for the generous and continuous support of the noble people and Government of Japan to Afghanistan over the years to assist in achieving reconstruction, peace, and prosperity. Additionally he had the pleasure of greeting Prof. Furuya and wished him all the best of luck in his endeavors to secure a place on the Human Rights Council. Further, he assured both Hon. Mr. Sugiura and Prof. Furuya that he would pass along the information to its proper destination in the central Government of Kabul for their sincere consideration.

Mr. Hamdard 21st Speech Contest

April 21, 2018: It was a pleasure for Mr. Basir Ahmad Hamdard, First Secretary and Political Affairs for the Embassy of the Islamic Republic of Afghanistan in Japan to attend and compete in the “21st Japanese Speech Contest for Foreign Diplomats in Japan” hosted by The Japan Foundation, Minato City Hall, and the Minato Sports, Community, Culture, and Health Foundation. Mr. Hamdard was first among the twenty one to give a speech. Last year, for the 20th Japanese Speech Contest, Mr. Hamdard gave his speech on “Women’s Empowerment in Afghanistan” for which he was awarded the Award of Excellence from the Judges. This year Mr. Hamdard speech topic was on “Similarities between Afghan and Japanese Culture”.

21st Speech Contest

This contest, the twentieth of its kind, was designed to provide foreign diplomats with an opportunity to present their ideas in Japanese and promote exchanges with local people, according to organizers. During the three-hour presentation, before an audience of about 300, the participants delivered speeches in Japanese about topics relevant to their home countries, many offering insights into Japanese culture through diplomats’ eyes. This year His Excellency Ambassador Dr. Mohabbat had the pleasure of being on the panel of judges for the speech contest.


Following the Awards Presentation, Mr. Hamdard spoke with the various hosts of the event and thanked them not only for their invitation to compete but also for supporting an event like this where a bridging of cultures and relations can be fostered. Mr. Hamdard also spoke with several of the diplomats and Japanese citizens attending the event and graciously welcomed them to come to the embassy to learn more about Afghan culture and how it relates to Japanese culture.

April 21, 2016: His Excellency Ambassador Dr. Bashir Mohabbat had the great honor and pleasure of attending the annual Cherry Blossom Party hosted by the Prime Minister of Japan, H.E. Mr. Shinzo Abe at Shinjuku Garden.
With the Japanese tradition of cherry blossoms symbolizing the start of new beginnings paralleling the spring start of the Afghan New Year, the event was very symbolic as a start of another year of ever-increasingly friendly Afghan-Japanese relations.

Dr. Zola Themba Skweyiya, former Minister of Social Development and High Commissioner of the Republic of South Africa to the United Kingdom and Ireland. Mr. Hamdard expressed his deepest condolences and prayers for H.E. Dr. Skweyiya, his loved ones, and for the people and Government of the Republic of South Africa.

April 11, 2018: Mr. Fumihiro Saito, manufacturer of Honda cars and motorcycles, a long time friend of H.E. Ambassador Dr. Bashir Mohabbat, visited him at the embassy.
At the beginning Mr. Saito thanked H.E. Ambassador Dr. Mohabbat for giving him time despite his busy schedule. Then H.E. Dr. Mohabbat thanked him for his visit. They discussed the possibility of Mr. Saito setting up his factory for making Honda motorcycle parts in Afghanistan in the future. Due to their long time friendship, Mr. Saito said he is willing to do his best in investing in Afghanistan.
Then on behalf of the people and Government of Afghanistan, H.E. Dr. Mohabbat thanked Mr. Saito for the government of Japan’s assistance and help for reconstruction of Afghanistan and in particular thanks to Mr. Saito for his willingness for investing in Afghanistan.

Ambassador Dr. Bashir Mohabbat to greet and meet at the embassy Minister Keiichi Hara, Deputy Chief of Mission for the Embassy of Japan in Kabul, at the Embassy of the Islamic Republic of Afghanistan in Tokyo, Japan. Also in attendance for the meeting was Mr. Basir Ahmad Hamdard, First Secretary of the embassy.
Minister Hara thanked H.E. Dr. Mohabbat for making time in his schedule to meet and expressed his sincere thanks for his warm welcome. In return H.E. Dr. Mohabbat thanked him for his kind words and expressed his appreciation for Mr. Hara’s kind visit. Further, and on behalf of the people and Government of Afghanistan, H.E. Dr. Mohabbat, extended his gratitude for the long support and assistance of the people and Government of the noble nation of Japan which has stood with Afghanistan during the rebuilding process, and like others from the international community, striving to help bring further peace and security to Afghanistan. As such, Japan hold a place of appreciation and honor in the heart of Afghans.

Mr. Ahmad Ghafoori, First Secretary & Consul; Mr. Basir Ahmad Hamdard, First Secretary; and Mr. Asif Agah were also in attendance to warmly welcome H.E. Mr. Yamamoto.

H.E. Mr. Yamamoto first thanked H.E. Dr. Mohabbat for meeting with him and expressed his sincere appreciation towards the Embassy of the Islamic Republic of Afghanistan Tokyo. Further, he congratulated H.E. Dr. Mohabbat on his appointment as the Ambassador of Afghanistan to Japan and wished him a great successful tenure, noting he was certain to have one due to his longtime experience in Japan. H.E. Dr. Mohabbat thanked him for his thoughtful words and expressed his great joy in hosting the occasion of H.E. Mr. Yamamoto’s visit.

Mr. Lui on behalf of the people and Government of the Islamic Republic of Afghanistan for Singapore’s continuous and steadfast support of Afghanistan during its reconstruction and in the process of actualizing peace. April 6, 2018: His Excellency Ambassador Dr. Bashir Mohabbat had the pleasure of attending the cultural exchange concert and reception “Tajikistan Culture Day Concert” co-hosted by the Embassy of Tajikistan and Min-On at the Min-On Music Museum. April 6, 2018: His Excellency Ambassador Dr. Bashir Mohabbat had the pleasure of making a courtesy call on His Excellency Mr. Masahisa Sato, State Minister of Foreign Affairs Japan, at his office in MOFA Headquarters in Tokyo. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary for the Embassy of the Islamic Republic of Afghanistan in Japan.
H.E. State Minister Sato expressed his warm welcome to H.E. Ambassador Dr. Mohabbat. H.E. Dr. Mohabbat thanked H.E. Mr. Sato for making time in his schedule. Also he thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the long support and unwavering assistance of the people and Government of its true friend, the noble nation of Japan. The Japanese have stood with Afghanistan during the rebuilding process, helping to bring Afghanistan to its current progress & achievements, and their help and investment of Afghanistan’s future by developing its human capacity holds a place of appreciation and honor in the heart of Afghans. In return, H.E. Mr. Sato assured H.E. Dr. Mohabbat that Japan would of course continue being part of Afghanistan’s forward progress, ensure security and stability are optimized, try helping to develop further economic development support, and would hold firm to its commitments to Afghanistan well into the future. They further spoke topics of mutual interests.

April 4, 2018: His Excellency Ambassador Dr. Bashir Mohabat had the pleasure attending the ‘Lend Your Leg’ with Her Excellency Ms. Simona Leskovar of the Embassy of the Republic of Slovenia Tokyo and His Excellency and Plenipotentiary Mr. Gabriel Duque of the Embassy of Colombia in Japan. This event was held at the Embassy of Colombia in Japan and co-hosted by the Embassy of Slovenia Tokyo and the Embassy of Colombia in Japan. ‘Lend Your Leg’ brought awareness of the presence of land mines and casualties of land mines across the globe.

Afghanistan is one of the countries most effected by landmines. Since 1989, 79% of Afghan land contaminated by landmines have been deactivated by Afghan de-mining efforts which is supported by the United Nations Mine Action Service (UNMAS). Current estimates project Afghanistan to be mine-free by 2023. UNMAS has declared April 4th to be International Day for Mine Awareness and Assistance in Mine Action to recognize this global issue.

April 3, 2018: H.E. Ambassador Dr. Bashir Mohabbat had the honor and pleasure of attending a round-table symposium co-hosted by the Embassy of Uzbekistan in Japan and he Japan Institute of International Affairs (JIIA) at the JIIA Building where he delivered a speech about the outcomes of both the Kabul Processes and the Tashkent Conference on Afghanistan. Also in attendance at the event were Mr. Basir Ahmad Hamdard, First Secretary, and Mr. Asif Agah, Second Secretary, for the Embassy of the Islamic Republic of Afghanistan in Japan
H.E. Ambassador Dr. Mohabbat delivered a speech thanking the international community for showing solidarity in their progress towards peace, as well as thanking the people and government of the Republic of Uzbekistan for being an important link in regional cooperation and steadfast support of Afghanistan’s progress and development. The recent “Tashkent Conference on Afghanistan: Peace process, Security Cooperation and Regional Connectivity” was about acknowledging that peace and security in Afghanistan are essential for stability and prosperity in the region and then by extension, the world.

H.E. Ambassador Dr. Mohabbat met with the host H.E. Ambassador Dr. Chinoy, to whom he expressed gratitude for the splendid invitation as well as thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan for the benevolent assistance of the people and Government of India over the years throughout the reconstruction process. In return, H.E. Dr. Chinoy thanked H.E. Dr. Mohabbat for his attendance and kind words. Further he assured H.E. Dr. Mohabbat that India would continue to stand with Afghanistan well into the future and help it to achieve further peace and prosperity.

Additionally H.E. Dr. Mohabbat met with many distinguished guests such as several of Their Excellencies the Ambassadors, diplomats with missions in Japan, members of Japanese Government, and other honorable guests.
