August 30, 2018: It was an honor for H.E. Ambassador Dr. Bashir Mohabbat to attend the the reception celebrating the Turkish Victory Day at the Embassy of the Republic of Turkey in Shibuya-ku, Tokyo.
H.E. Ambassador Dr. Mohabbat expressed his congratulations in honor of this most auspicious occasion, on behalf of the people and the Government of the Islamic Republic of Afghanistan, to H.E. Dr. Hasan Murat Mercan, Ambassador of the Republic of Turkey to Japan. In return, H.E. Dr. Mercan thanked H.E. Dr. Mohabbat for his kind words and attendance, while expressing his sincere hope to make more profound the very strong ties between their two countries. In response, H.E. DR. Mohabbat thanked H.E. Mr. Mercan for his kind words and commented on the historically close and brotherly relationship between the two great nations, assuring him that he would also work to deepen and strengthen their close relations.
While at the notable event H.E. Dr. Mohabat also had the pleasure of meeting with several of Their Excellencies the Ambassadors and members of diplomatic missions stationed in Tokyo, high ranking members of Parliament, and notable members of Japan’s business sector present in honor of the occasion.

August 29, 2018: It was an honor and pleasure for His Excellency Ambassador Dr. Bashir Mohabbat to welcome representative members from UNICEF Japan and JICA at the Embassy of Afghanistan in Tokyo for the grand signing ceremony of the implementation phase of the "Promoting Maternal and Child Health Handbook" (MCH) in many provinces of Afghanistan.

H.E. Ambassador Dr. Mohabbat and all of the Diplomats of the embassy welcomed the distinguished guests from both delegations. In his opening remarks, H.E. Dr. Mohabbat deeply thanked UNICEF, JICA, and the people and Government of Japan for the consistent support and tireless work they continue conducting in Afghanistan. By reciting a quote from the Prophet Mohammad, Peace be Upon Him, H.E. Dr. Mohabbat hallmarked heaven being at the foot of mothers, and therefore "so too must we then remember that we all come into this world due to the love and care of mothers, and so we must ensure that they are in return loved and cared for so that they can instill in the future generations the same perpetual love and care. The circle of care, nurturing, health, development, and information must continue and improve. It is vital for mothers and children to have a good start to ensure fitness to face and succeed in life, and carry forth the ripples of peace in the world." Mr. Mioh Nemoto, Director ad interim of the UNICEF Tokyo Office, thanked H.E. Dr. Mohabbat and the Diplomats for the warm welcome, and highlighted the importance of supporting the well-being of mothers in Afghanistan via the auspices of the newly implemented MCH Handbook Project. Final remarks were given by Mr. Junichi Yamada, Senior Vice President of JICA, who expressed the intentions for the project to address prior concerns regarding young mothers and children in Afghanistan as they progress from gestation through to adolescence. He concluded by thanking H.E. Dr. Mohabbat for hosting the signing reception at the embassy.

Following the signing of the agreement of “Promoting Maternal and Child Health Handbook” by Mr. Takeshi Watanabe, Chief Representative Afghanistan Office of JICA, and Mr. Mio Nemoto, H.E. Dr. Mohabbat again expressed his wholehearted thanks and appreciation to UNICEF Japan, JICA, and the noble people of Japan for their continuous and benevolent assistance toward Afghanistan. He then invited all present to take part in the luncheon of Afghan foods prepared by the embassy in honor of the occasion.

All of those in attendance met in a very amicable environment and were able to discuss various topics that could potentially serve to help bridge the gap in understanding of Afghanistan’s culture to a Japanese audience.

August 28, 2018: It was a pleasure for H.E. Dr. Bashir Mohabbat to attend the 2018 Japan Jewellery Fair hosted by UBM Japan and the Japan Jewellery Association, at the Tokyo Big Sight Exhibition Center. Also in attendance was Dr. Rahim Azimi, First Secretary of the Embassy of the Islamic Republic of Afghanistan in Japan.
Since 1993, this annual event attracts jewelry over 16,000 buyers of fine high-quality products. The highlight of the three-day event was the “JJA Jewelery Design Award 2018” Special Event reception with the Award Winning Works Fashion Show at which H.E. Ms. Yuriko Koike, Governor of Tokyo, gave her remarks about the award winning pieces of jewelry. While at the event, H.E. Ambassador Dr. Mohabbat had the pleasure of viewing the opulent displays of jewelry by many world renowned designers.

August 28, 2018: Second Secretary and Head of Cultural Affairs for the Embassy of Afghanistan Mr. Agah had the great pleasure of meeting with Director Itsuro Tsutsumi from the Japan Student Services Organization (JASSO).

During their meeting Mr. Agah addressed many points including discussions on the need for increased support for additional programs for international students. In particular Mr. Agah highlighted the importance of MEXT and JICA’s Peace Scholarship programs for Afghan students studying in Japan. Together Mr. Agah and Mr. Tsutsumi spoke about looking for new ways to continue bridging connections between Afghan students and Japan well after their graduation. The meeting produced fruitful dialogue. Mr. Agah thanked Mr. Tsutsumi for his time and Mr. Tsutsumi returned his gratitude. Together, they expressed a hopeful outlook for the future generations of Afghan Students studying in Japan.

At the dinner, His Excellency had the great honor to meet and convey with Special Assistant of the Minister of Foreign Affairs and Special Envoy for the 2025 Expo H.E. Ambassador Mr. Shigeru Endo, the Director of the Osaka-Kansai-Japan Expo 2025 Division Mr. Shinichi Hamada, and Ms. Anna Taguchi, Researcher at the Economic Policy Division of the Economic Affairs Bureau.
H.E. Ambassador Dr. Bashir Mohabbat extended his greatest thanks to Mr. Endo, Mr. Hamada, and Ms. Taguchi for inviting them to the formal dinner and expressed on behalf of the people and Government of Afghanistan his sincerest appreciation for Japan’s continuous and steadfast support of Afghanistan. During the dinner, H.E. Dr. Mohabbat also reassured his and Afghanistan’s support of promoting Japan to hold the 2025 Expo in Osaka and the Kansai region, and accordingly, wished them best of luck for the polling in November. Mr. Hamdard’s TICAD Briefing

August 22, 2017: Mr. Basir Ahmad Hamdard, First Secretary and Political Affairs of the Embassy of the Islamic Republic of Afghanistan in Tokyo, met with a MOFA official of the Africa Affairs Department at the Foreign Press Center Japan. In the briefing, they discussed the upcoming TICAD Ministerial Meeting that will be held in Maputo, Mozambique on August 24-25. His Excellency Mr. Taro Kono, Minister of Foreign Affairs, will attend the meeting in Mozambique as a follow up of the Ministry’s meeting on TICAD that took place on August 5-6. Following the initial meeting, H.E. Mr. Kono will attend a bilateral meeting and talks regarding future economic projects. The H.E. Mr. Kono will also visit other African countries during his trip. At the end of the briefing, Mr. Hamdard thanked the MOFA official for Japan’s cooperation with Afghanistan’s projects, with hopes of continued discussions on future goals with the peaceful Afghan peoples.
TICAD is the Tokyo International Conference on African Development. Previously, the TICAD VI meeting was held in Nairobi, Kenya in 2016, with focuses on developing African economies, health services, and social stability. TICAD VII will be held in Yokohama, Japan in 2019.

Likewise, Mr. Watanabe thanked Dr. Mohabbat for his kind words and expressed his sincerest wishes to continue the warm and harmonious relations between Afghanistan, Japan, and the JICA. His Excellency also thanked Mr. Watanabe for investing time and effort in the ongoing Kabul airport project, and the recently agreed Maternal and Child Health Scale-up Plan for Afghanistan. The project which is supported by the Government of Japan, its Ministry of Public Health (MoPH), and JICA, hopes to improve the health and nutrition of mothers and children in Afghanistan. While the project will firstly begin in the Kama and Mirbacha Kot districts, the aim is to fully implement the Scale-Up Plan nationwide by the end of 2022.
The project’s signing ceremony will be held on August 29th at the Embassy of Afghanistan in Tokyo. All sides much-anticipate this important event and thanked each other for the outstanding collaboration thus far.

September 15, 2018: It was a pleasure for Mr. Asif Agah, Second Secretary, to attend the graduation ceremony at the Kobe Institute of Computing’s (KIC) Graduate School of Information Technology in Hyogo prefecture.

Mr. Agah bestowed with the honor of giving remarks at the ceremony celebrating the graduates, including 6 Afghan students who had completed their studies at the institution. During his speech, he expressed the sincere thanks on behalf of the people and Government of the Islamic Republic of Afghanistan to KIC for installing the advanced and cutting-edge knowledge into these young minds, as well as humble thanks to the people and Government of Japan for investing in Afghanistan’s future and securing peace by helping to develop human capacity for self-sustainability. This opportunity enabled all in attendance to learn about Afghanistan’s growth and goals towards education through points addressed in Mr. Agah’s speech. Following the ceremony, Mr. Agah also presented the Afghan graduates with certificates of congratulations from the Embassy of the Islamic Republic of Afghanistan in Japan.

At the reception, H.E. Ambassador Dr. Mohabbat, on behalf of the people and the Government of Afghanistan, expressed his thanks to the European Union for the enormous assistance and help in rebuilding Afghanistan. Ambassador Mohabbat showed his appreciation for being invited by H.E. Ambassador Mr. Isticioaia-Budura to his farewell reception and, with a heavy heart, wished him goodbye. Dr. Mohabbat also complimented Mr. Isticioaia-Budura for his work and wished him a healthy and prosperous life and success in all his future endeavors. Likewise, H.E. Ambassador Mr. Isticioaia-Budura thanked for H.E. Ambassador Dr. Mohabbat’s hard work, attendance, and his generous words by also wishing him prosperity and health in life. He also boded that he will continue and try to strengthen the EU – Afghanistan ties.

Following up the meeting in July, H.E. Ambassador Dr. Mohabbat expressed, on behalf of the people and the Government of Afghanistan, once more his warmest welcome and appreciation to the Gyros Corporation and Mr. Yamaguchi for the steadfast support of major infrastructural projects, such as the Kabul airport, and the developing Afghanistan. Dr. Mohabbat also expressed his sincerest gratitude towards Mr. Yamaguchi and his company who have been working on behalf of the will and generosity of the Japanese people and Government. H.E. Dr. Mohabbat was delighted to hear that the Gyros Corporation made significant progress on the Kabul airport and regarded their partnership as an essential component for deepening collaboration between Japan and Afghanistan. Likewise, Mr. Yamaguchi thanked H.E. Dr. Mohabbat for his kind words, for making time in his schedule, and his keen interest to maintain the longstanding relationship between Gyros and Afghanistan.

August 15, 2018: Second Secretary and Head of Cultural Affairs for the Embassy of Afghanistan Mr. Agah had the great pleasure of meeting with representatives of the Japan-IMF Scholarship Program for Asia in Tokyo.
Mr. Agah had the great pleasure and honour of meeting with Deputy Head of Office Mr. Kenichiro Kashiwase, Program Officer Ms. Saika Kin, and Program Officer Mr. Kazuyo Katafuchi from the scholarship program. Mr. Agah expressed his thanks to the representatives for hosting him, who returned their appreciation. While some central Asian countries qualify under the current scholarship guidelines, Afghanistan is currently not within the scope. Thus, Mr. Agah expressed interest in having Afghanistan included in the scholarship program. In response, the IMF Scholarship representatives have agreed to consider Afghanistan more deeply and have indicated that a decision will be reflected after an annual internal review. The Second Secretary thanked the IMF representatives for their consideration and looks forward to a program which includes Afghanistan and works to benefit and aid the students of the Afghan nation.
