September 30, 2017: His Excellency Ambassador Dr. Bashir Mohabbat had the honor and pleasure of attending the Opening Ceremony of the Philippine Festival—hosted by the local Filipino community in conjunction with the Embassy of the Philippines—at Hibiya Park in Tokyo, Japan. Ambassador Mohabbat had a pleasure of meeting H.E. Mr. Jose C. Laurel V, Ambassador of the Republic of Philippines, and expressed his congratulations for the occasion. In return, Ambassador Mr. Laurel appreciated Amb. Mohabbat for his attendance.

2017.29.09 Reception Honoring the Occasion of the International Meeting Concerning the Safeguarding of Bamiyan Heritage

September 29, 2017: His Excellency Ambassador Dr. Bashir Mohabbat had the honor and pleasure of hosting the “Reception Honoring the Occasion of the International Meeting Concerning the Safeguarding of Bamiyan Heritage” at the Embassy of the Islamic Republic of Afghanistan in Tokyo. The reception was attended by more than 120 honorable guests.

The Reception began with welcoming remarks by Mr. Asif Agah, Second Secretary, and opening remarks by H.E. Ambassador Dr. Mohabbat, who thanked all guest for attending and wished them to have a successful symposium. Following the kind words by H.E. Dr. Mohabbat, remarks were made by H.E. Mr. Mohammad Rasoul Bawary, Acting Minister of Information and Culture for Afghanistan, Hon. Dr. Mechtild Rossler, Director of the Division for Heritage and the UNESCO World Heritage Centre, and Prof. Masaki Miyasako, Director for Tokyo University of the Arts. Also in attendance were H.E. Ambassador Mr. Hiroshi Oka, Director-General of Middle Eastern and African Affairs Bureau, and H.E. Ambassador Mr. Manabu Miyagawa, Director-General for Cultural Affairs, both from Ministry of Foreign Affairs of Japan; more than 85 UNESCO staff, scholars/academics, archeologists, and those who related to the Bamiyan Conference. Ambassador Mohabbat thanked all participants for what they are doing for safeguarding of Bamiyan heritages.

H.E. Ambassador Dr. Mohabbat on behalf of the people and the Government of the Islamic Republic of Afghanistan, congratulated His Excellency Ambassador Mr. Cheng Yonghua for the occasion, expressed the appreciation for China’s cooperation for redevelopment of Afghanistan and his wishes for the well being of the people, the Government of China, and the neighbouring relationship of the two countries, Afghanistan and China. In response H.E. Ambassador Mr. Cheng expressed his appreciation for H.E. Dr. Mohabbat’s attendance and appreciation, and that H.E. Mr. Cheng, too, wishes to maintain the good neighbouring tie.

H.E. Ambassador Mr. Isticioaia-Budura expressed his warm welcome to H.E. Ambassador Dr. Mohabbat and sincerely congratulated him on assuming the post as Ambassador of the Islamic Republic of Afghanistan to Japan. Additionally, he wished H.E. Dr. Mohabbat the greatest of success with His duties throughout His entire mission, stressing that he was certain to do so due to H.E. Dr. Mohabbat’s long time in Japan.

H.E. Ambassador Dr. Mohabbat took the opportunity to extend his deepest gratitude, on behalf of the people and Government of the Islamic Republic Afghanistan, to the Kingdom and H.M., through H.E. Ambassador Mr. Al Barrak, to wish sincerest congratulations on this most auspicious day. As Saudi Arabia has lent generous and significant cooperation to Afghanistan in the peace process and serves as a beacon for the Islamic world holding custodianship of the Two Holy Mosques, H.E. Dr. Mohabbat further conveyed his wish that the Kingdom would enjoy renewed and ongoing peace and prosperity, his wishes for the welfare of the people of the Kingdom, and his desire that the two nations would continue grow closer well into the future.
In return, H.E. Mr. Al Barrak thanked H.E. Dr. Mohabbat for his words and attendance at their National Day celebration. Dr. Mohabbat expressed his gratitude to JICA for its contributions to Afghanistan and expressed his deep appreciation for the important role that Madame Ogata has played in JICA and her efforts to promote peace and betterment of the lives of ordinary Afghans in all facets including the areas of education, economy, and agriculture in Afghanistan. During Madam Ogata's tenure as the President of JICA, the PEACE program was developed which is and has been vital to Afghanistan's human capacity building. Madame Ogata also expressed her gratitude to the Afghan people and government for their friendship and cooperation, and shared her warm feelings for the country. September 20, 2017: His Excellency Dr. Bashir Mohabbat, Ambassador of the Islamic Republic of Afghanistan in Japan, had the honor and pleasure of attending the opening ceremony of the “Fukushima Fair in Kasumigaseki Common Gate”, a jointly held event by the Japanese Ministry of Foreign Affairs, the Reconstruction Agency, the Consumer Affairs Agency, the Japanese Ministry of Education, Culture, Spots, Science and Technology, and the Financial Services Agency.The fair, which was co-organized by the Fukushima Prefecture, supported and promoted the sale of Fukushima’s products and to jointly aid its further economic and environmental recovery. H.E. Dr. Mohabbat visited the Fukushima Fair with great interest and strong appreciation of the various local products presented, as he strongly expressed his sincere wishes and prayers for the quick recovery of the region. Furthermore, H.E. Dr. Mohabbat had the great pleasure of sampling and purchasing local delicacies from Fukushima, in particular the freshly picked fruits such as the delicious grapes.

H.E. Dr. Mohabbat had a very friendly and constructive conversation with Honorable Masayoshi Yoshino, Reconstruction Minister of the Republic of Japan, who himself is deeply engaged in the successful restoration of Fukushima. Honorable Mr. Yoshino thanked H.E. Dr. Mohabbat for his kind words and his humble support during this difficult time and hopes for a continuous mutually-beneficial partnership between Afghanistan and Japan.
H.E. Dr. Mohabbat also had the pleasure of meeting with H.E. Mitsunari Okamoto, Parliamentary Vice Minister for Foreign Affairs Japan, with whom he discussed many topics of mutual interest. Additionally he was able to purchase many of the Fukushima fruits and goods to help support the event and enjoy their deliciousness.

September 19, 2017: His Excellency Ambassador Dr. Bashir Mohabbat had the honor and pleasure of hosting the Martyr’s Day Reception at the Embassy of the Islamic Republic of Afghanistan in Tokyo. It was attended by several dignitaries, special guests, and Afghan citizens in Japan.

The Opening address was given by Mr. Asif Agah, Second Secretary of the Embassy, who welcomed all in attendance. In his opening remark, H.E. Ambassador Dr. Mohabbat extended his welcome and discussed the significance of the occasion. A couple of the special guests also spoke and offered up prayers.

Mr. Chinoy for making time in his schedule for the meeting as well as thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the long support and assistance of the people and Government of India. India has been a good friend and stood with Afghanistan during the rebuilding process, helping to bring the current progress & achievements, and their help and sacrifices, like others from the international community hold a place of appreciation and honor in the heart of Afghans.
In return, H.E. Mr. Chinoy thanked H.E. Dr. Mohabbat for his attendance, his kind words, and further expressed his wishes for continuing the deep and profound friendship between Afghanistan and India. September 16, 2017: Mr. Asif Agah, Second Secretary and Head of Cultural Affairs at the Embassy of the Islamic Republic of Afghanistan in Japan, had the honor and pleasure of attending the Graduate Ceremony of Kobe Institute of Computing (KIC). Mr. Agah delivered a speech to the distinguished professors of KIC and the honorable guests, congratulating the five Afghan students who have successfully finished their Master studies at KIC, which he referred to as an another outstanding achievement in their academic lives. His words, and the opportunity to personally experience the success-story of these remarkable Afghan students, enabled all in attendance to learn about Afghanistan’s growth, development, and capacity building.
Mr. Agah met with fellow distinguished diplomats, including Ms. Ilda Trigo Raivoso, Chargé d’ Affaires ad interim at the Embassy of the Republic of Mozambique and Mr. Stephen T. J. Mmodzi, Counsellor at the Embassy of the Republic of Malawi. Furthermore, Mr. Agah had the honor to exchange words with several esteem personalities from the Kobe Institute of Computing, Graduate School of Information Technology, including Honorable Tomio Fukuoku, Founder of KIC; Professor Toshiki Sumitani, President of KIC; Professor Kenji Fukuoka, Vice President of KIC; as well as Professor Kiyokazu Ota, Senior Advisor of KIC.
During his speech and his conversations, Mr. Agah praised the importance and the pursuit of education and congratulated the courageous and diligent studies of the Afghan students. He further stressed that education is the foundation on which the peaceful and prosperous future of Afghanistan will be built upon. Today Afghanistan is looking towards this future, a future of assuring the protection of peace and common future of friendship and collaboration, as these young graduates embody the partnership between Afghanistan and Japan. Once they arrive back to Afghanistan, Mr. Agah mentioned that all graduates will have a positive and remarkable impact on their surroundings, which will contribute to pave the path of development, thanks to the excellent teaching at Kobe Institute of Computing.
On behalf of the people and the Government of the Islamic Republic of Afghanistan, Mr. Agah expressed his sincere gratitude to the people and the Government of Japan for financially supporting these students, as they acquired invaluable knowledge and outstanding experiences during their time in Japan. This will give them new perspectives, encouraging them to thrive towards a democratic future, and built new capacities.

September 15, 2017: His Excellency Ambassador Dr. Bashir Mohabbat had the pleasure of hosting a lunch reception for scholarship graduates at the Embassyof the Islamic Republic of Afghanistan’s Rumi Balkhi Hall, in Tokyo. 57 graduates who had studied in Japan under JICA’s project called PEACE program, and 3 under the MEXT scholarship were honored for completing their diligent Master’s and Doctorate studies here in Japan. The reception was also attended by delegates from various Ministries, Commissions, and Authorities in Kabul.

Mr. Asif Agah, Second Secretary for the embassy, greeted the guests to the hall and facilitated the ceremonies. H.E. Ambassador Dr. Mohabbat gave his opening remarks, welcoming and thanking those in attendance for coming to celebrate the incredible achievements of the honorary graduates of the PEACE program. Furthermore, he remarked that these Afghan students who have completed the PEACE program will now return to Afghanistan with invaluable knowledge that will help in the peaceful revitalization of Afghanistan.

Remarks were also given by Hon. Toshihiko Mizutani, Deputy Director for Country Assistance Planning Division III of the International Cooperation Bureau of the Ministry of Foreign Affairs Japan; Hon. Mr. Daisuke Fukumori, Senior Deputy Director for South Asia Division 2 of the South Asia Department of JICA; and Mr. Touryalai Ghiyasi, Director General of Cultural Relations Department of MOFA Afghanistan. All of whom applauded the achievement of the Afghan scholars and the strong relations between Afghanistan and Japan for the success of these programs.

Mr. Aminullah Sabawon, PhD Graduate Student from Waseda University and former President of the Afghan Students Union in Japan, gave a heartfelt speech thanking the coordination between the people and Governments of Afghanistan for helping to develop the human capacity and creating a further peaceful future for Afghanistan. Mr. Sadequllah Ahmadi, a graduate student from Ibaraki University presented his research which focused on increasing productivity in chicken farming.

Following the speeches, Afghan dishes prepared by the Embassy in honor of this special day, were served for all to enjoy. And for their achievements, certificate of completion were given to all graduates from the embassy and JICA respectively. To commemorate the event, a group photo was taken. The reception was graciously held at the Prince Park Tower Hotel in Tokyo.
On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E Ambassador Dr. Mohabbat extended his best wishes on the auspicious occasion to His Excellency Dr. Hamrokhon Zarifi, Ambassador of Tajikistan in Japan. He further expressed his hopes to strengthen and deepen the relations between their two countries to further attain regional peace and cross-cultural connections. It is with great honor H.E. Dr. Mohabbat was able to witness the anniversary of a 25 year relationship between two great nations.

Mr. Matsunami, a long time friend of Afghanistan, the Embassy, and H.E. Ambassador Dr. Mohabbat, expressed his warm welcome to H.E. Dr. Mohabbat, and sincerely congratulated him on assuming the post as Ambassador of the Islamic Republic of Afghanistan to Japan. Additionally, he wished H.E. Dr. Mohabbat the greatest of success in his endeavors throughout his mission remarking that he was certain to do so due to H.E. Dr. Mohabbat’s long time and experience in Japan. In return H.E. Ambassador Dr. Mohabbat thanked Mr. Matsunami for making time in his schedule for the meeting as well as thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan for his continued support and assistance with the cross cultural activities between their two great nations of Afghanistan and Japan, and for his University’s support of Afghan students through scholarship programs. He added that he sincerely wishes to continue their good relationship during his time as Ambassador to Japan, to strengthen and make more profound the relations between them in the hopes that the University would continue to accept more Afghan students.
