April 28, 2017: It was an honor for Dr. Bashir Mohabbat, Chargé d’ Affaires ad interim, and Mr. Basir Hamdard, First Secretary, representing the Embassy of the Islamic Republic of Afghanistan, to go to Ministry of Foreign Affairs Japan’s Headquarters to present to them documents pertaining to Afghanistan’s first candidature for election to the UN Human Rights Council (HRC) 2018-2020 at the elections to be held during the 72nd Session of the General Assembly at the United Nations Headquarters in New York 2017.

Dr. Mohabbat and Mr. Hamdard met with Mr. Shu Nakagawa, Director, Mr. Tomohiro Nakagawa, and Ms. Yukiko Yasuda, all of the Human Rights and Humanitarian Affairs Division of the Foreign Policy Bureau at MOFA Japan. They extended thanks to the aforementioned for making time in their schedules for the meeting as well as for Japan’s continuous and benevolent support of Afghanistan over the past years which has greatly contributed the beneficial progress and development, invested in the future of Afghanistan, and has helped improve the health, happiness, and livelihood of all Afghans. In return, Mssrs. Nakagawa and Ms. Yasuda again thanked Dr. Mohabbat and Mr. Hamdard for their kind visit. Again they were assured of again passing along the information to the proper authorities and to again give the candidacy their full consideration. Mssrs. Nakagawa discussed with Dr. Mohabbat and Mr. Hamdard the two candidates for Japan, one to the Committee on the Elimination of Racial Discrimination (CERD), and another to the International Criminal Court (ICC), that will also be up for election. Dr. Mohabbat and Mr. Hamdard promised to forward on the information regarding Japan’s candidates to their proper destination in Kabul.

April 28, 2017: It was a pleasure for Dr. Bashir Mohabbat, Chargé d’ Affaires ad interim, to attend the the “Boishakhi Lunch” event at Bangladesh House Terrace in Chiyoda-ku. This event was held to celebrate the Bangla New Year 1424.

Dr. Mohabbat spoke with H.E. Ms. Rabab Fatima, Ambassador of the People’s Republic of Bangladesh, to whom he expressed his thanks for hosting the wonderful event. On behalf of the people & Government of Afghanistan he wished to H.E. Ambassador Fatima and the people and Government of the People’s Republic of Bangladesh congratulations on the auspicious event as well as much peace and prosperity for the next year. Dr. Mohabbat also had the pleasure of meeting again with H.E. Mr. Sujan R. Chinoy, Ambassador of India, with whom he spoke on several issues of interest. There were in attendance several other Ambassadors, heads of missions, and dignitaries present with whom he exchanged greetings and discussed topics of mutual interest.

April 28, 2017: It was a pleasure for the embassy to host members of “The AZABU” Editorial Office at the embassy. The Embassy of the Islamic Republic of Afghanistan’s embassy building was chosen to feature in The AZABU’s Architectural Building review which will be published in Japanese in the June Issue and in English for their September Issue.

Ms. Kyoko Ideishi, Ms. Yoshie Osawa, Ms. Misaho Kasho, Ms. Yukiko Takayanagi, and Ms. Emi Yonezawa – Contributing Editors for The AZABU Editorial Office, Ms. Shinobu Fujita – Editor for Kosaido Co. Ltd, and Ms. Emi Kumagai – photographer, were received at the embassy. The Public Relations Department and Administrative Affairs arranged for them to be given a presentation of the building’s inception by Mr. Kenichiro Murakami, Consultant with PDS and Kanto Construction.

At the time of the new building’s inception, Mr. Murakami consulted on behalf of the Embassy as acting Architectural and Engineering Advisor for the “Iikura Project”—the name of the building project. There was a brief question and answer period following the presentation, after which Mr. Murakami gave the guests a tour of the embassy building and grounds from an architectural point of view. After all the photos were taken of the buildings point of interest, the guests were treated to a full lunch of Afghan foods, prepared for their enjoyment by the embassy, and were joined by Mr. Basir Hamdard, First Secretary, and Mr. Asif Agah, Second Secretary.

Following the lunch, Dr. Bashir Mohabbat, Chargé d’ Affaires ad interim, invited them into the Ambassador’s Office where he met with them and granted them an interview. They also were pointed out some of the features in the Ambassador’s Office unique to it. After this interview, the guests were given a tour by Mr. Ashraf Baburi of the ground’s gardens, complete with an old stone stairs scattered path believed to be from a Daimyô mansion compound on the property dating back to the Sankin Kotai of the Tokugawa Shogunate.

April 26, 2017: It was a pleasure for Dr. Bashir Mohabbat, Chargé d’ Affaires ad interim, and Madam Mohabbat to attend the Musical Event on the Occasion of the 70th Anniversary of the Constitution of Japan hosted by the H.E. Mr. Tadamori Oshima, Speaker of the House of Representatives, at his official residence in Nagatacho.

The concert series showcased different eras in Japanese history since the 1947 adoption of Japan’s “Peace Constitution” with songs pertinent to each period of time; the late 1940s to the early 1960s, late 1960s to the early 1970s, late 1970s to the late 1980s, and 1989 to present. Artists included were all those popular from different countries during those time frames such as Mitsue Nara, Hachiro Sato, Ben E. King, The Beatles, Frank Sinatra, Hibari Misora, Shinji Tanimura, Celine Dion, and SMAP to name a few.
Dr. Mohabbat met with H.E Mr. Oshima and thanked him for hosting such a lovely event. He additionally thanked H.E. Mr. Oshima for the continuous support and generosity of the people and Government of Japan to Afghanistan over the past years. In return, he thanked Dr. Mohabbat for his and Madam’s attendance and assured him that Japan would continue to support and stand by Afghanistan though its further development. He also met and spoke with H.E. Mr. Tatsuo Kawabata, Vice Speaker of the House with whom he discussed many topics of mutual interest.
Among the over 200 guests including several of Their Excellencies the Ambassadors, high ranking members of Parliament, diplomats, heads of mission, and members of several international organizations, Dr. Mohabbat met and spoke with many with whom he exchanged greetings.

April 25, 2017 Dr. Bashir Mohabbat, Chargé d’ Affaires ad interim, Mr. Asif Agah, Second Secretary, and Ms. Namie Imanishi participated the meeting arranged by USAID Tokyo at United Nations University. Mr. John H. Seong, Senior Development Counselor of USAID, explained about the trade fair of Afghanistan, which took place in Dubai in December 2016. USAID Kabul was one of the big supporters for the event and they asked USAID Tokyo to coordinate with the Embassy to work to see if any similar event can be held in Tokyo. It is the event to promote Afghan products to the Japanese market, corporations, and people.
Dr. Mohabbat thanked the International Community, UN University, and UNIDO for their enormous support and assistance to the Islamic Republic of Afghanistan, mentioning that without their assistance and support Afghanistan might not have actualized all of its great progress and development over the past years.
Mr. Ferda Gelegen, Deputy Head, spoke about UNIDO (United Nations Industrial Development Organization) ITPO (Investment and Technology Promotion Office) Tokyo Office, which was established in March 1981 based on the agreement between UNIDO and the Japanese Government as an investment promotional office. There are nine ITPO offices in the world, and the ITPO Tokyo has many experiences in bringing business missions, supporting bilateral business relations between Japan and developing countries, holding seminars, and promoting Japanese technology to developing countries with a help from the METI, for instance.
Mr. Seong mentioned the importance of having an appropriate partner/contractor to events such as trade fairs to handle logical issues, advertisement, setup venues, etc. Mr. Gelegen mentioned that JETRO was their partner on some occasions. He also mentioned the possibility of holding smaller seminars in the interim to promote Afghan products as an initial step towards larger fairs in the future, with ITPO Tokyo experienced in holding seminars and able to help the Embassy.

April 23, 2017: It was a pleasure for Dr. Bashir Mohabbat, Chargé d’Affaires ad interim for the Embassy of the Islamic Republic of Afghanistan in Japan, to attend the event “Make Borderless Friendship ~ Shall We Talk!? Cross Culture Presentation!!” event hosted by Minato’s Junior Chamber International (JCI) in Shibaura in Minato, Tokyo, with approximately 500 guests in attendance.

Minato ward is home to over 50 Embassies and has a great population of foreign residence. As such, the JCI seeks to help create global active citizens who embody the Japanese spirit of harmony called “Wa (和)”. This is achieved by fostering a deeper understanding and responsibility as a global citizen of the diverse international cultures, ideas, societies, and citizens. This event, attended by heads of international missions and diplomats, serves as a bridge to flexibly incorporate various values from overseas countries, essentially narrowing the distance between Japan and those countries, using the spirit of harmony among the international communities.
Dr. Mohabbat spoke of the “similarity between Japan and Afghanistan, both countries highly possessing and valuing this sense of ‘Wa’, harmony, peace. That Afghanistan is a multi-ethnic, multi-linguistic country where all the people work together, live side by side, to create the rich cultured nation. While most are Muslims in our nation, we have citizens of many religions and they are respected and their rights recognized. With other nations, Afghanistan works for peaceful, all-win relations. Evidence of Afghanistan’s excellent relations with the world is the previously unprecedented amount of nations that contributed to the security and development of our nation.” The event was well attended by many dignitaries, prominent business members, and citizens of Minato.

April 22, 2017: It was a pleasure for Mr. Basir Ahmad Hamdard, First Secretary and Political Affairs for the Embassy of the Islamic Republic of Afghanistan in Japan to attend and compete in the “20th Japanese Speech Contest for Foreign Diplomats in Japan” hosted by The Japan Foundation, Minato City Hall, and the Minato Sports, Community, Culture, and Health Foundation. Mr. Hamdard was the first contestant among the twenty to give a speech and his topic was “Women’s Empowerment in Afghanistan” for which he was awarded the Award of Excellence from the Judges.

This contest, the twentieth of its kind, was designed to provide foreign diplomats with an opportunity to present their ideas in Japanese and promote exchanges with local people, according to organizers. During the three-hour presentation, before an audience of about 300, the participants delivered speeches in Japanese about topics relevant to their home countries, many offering insights into Japanese culture through diplomats’ eyes.

Following the Awards Presentation, Mr. Hamdard spoke with the various hosts of the event and thanked them not only for their invitation to compete but also for supporting an event like this where a bridging of cultures and relations can be fostered. Mr. Hamdard also spoke with Hon. Mr. Kazunori Tanaka, Member of the House of Representatives and Director-General of the International Bureau, Mr. Daisuke Okabe, Director of Cultural Affairs and Overseas Public Relations Division for MOFA Japan, Mr. Abulla Jassim Al-Zeyara, Counsellor Deputy Head of Mission for the Embassy of Qatar in Japan, Mr. Kazuhisa Kawafune, Director of NPO Foreign Embassies Friendship Association, Ms. Masayo Hasebe, Director of Medical Corporation Ijinkai, and Mr. Koh Aoki, Representative of Active Middle International Association with whom he exchanged greetings and discussed topics of mutual interest.

April 20, 2017: With hearts full of respect and as a sign of appreciation & honor, the Diplomats and staff members of the Embassy of the Islamic Republic of Afghanistan in Japan gathered at the embassy early in the morning hours to bid a fond farewell and best wishes for much success to H.E. Dr. Sayed M. Amin Fatimie, Madam Wahida Fatimie, and Mr. Mehdi Fatimie before their departure to Narita airport and return to Afghanistan at the end of their mission.

Many words of thanks were exchanged and many sincere sentiments of best wishes by the diplomats and staff were given to the Fatimie Family in their final hours in Japan. In return H.E. Dr. Fatimie, Madam Fatimie, and Mehdi thanked everyone for their support and dedication over the years, exchanging messages of farewell with every person present, and extending an invitation to all, as members of their family, to please visit them in Kabul.

With a final salute to their team, H.E. Dr. Fatimie, Madam Fatimie, and Mehdi said their final goodbye. As the vehicle drove away, all present continued to bow and wave to the family who completed a great and noble mission for over six years.

H.E. Ambassador Dr. Fatimie had profound and caring words of thanks for the staff on behalf of himself, Madam Fatimie, their family, and the Diplomats, “From the bottom of my heart I want to thank you. It has been my most genuine pleasure and sincerest privilege to have worked with you while on my tour of duty here in Japan. Because of you— your hard work, dedication, and perseverance, the long mission has been a success…. each day you have given so kindly of yourself to help Afghanistan along its road to progress, to realizing stability, peace and prosperity… no one could ask for a better, more talented, more caring group of people to work alongside, advocating for this embassy in Japan and for Afghanistan.... in any language—Japanese, English, Pashto, Dari, I wish that there were more sufficient words to fully express to you just how grateful I am for your tireless work and how much you have meant to me, my family, and this embassy. However with all my heart, energy, mind, and consideration I want to humbly say thank you. Thank you so very much for giving of yourselves all these years, for myself, for Afghanistan. I am forever grateful to you… You are all my family and will always be a part of my heart and soul. I look forward to seeing you again in Kabul soon.”

Following the lunch, H.E. Dr. Fatimie presented each of the staff members with a certificate of appreciation. He then also presented to the Diplomats certificates of appreciation. In return the Diplomats presented to H.E. Dr. Fatimie and Madam Fatimie a most heartfelt certificate as a token of their appreciation.

The staff thanked H.E. Dr. Fatimie and Madam for their generous hospitality and kind care over the years. H.E. Dr. Fatimie and Madam were presented a memento from the staff as a token of their appreciation and wishes for the best for the Fatimie family as they return to Kabul after a successful mission. April 18, 2017: With adherence to protocol, and with much honor, H.E. Ambassador Dr. Sayed Mohammad Amin Fatimie and Madam Fatimie attended the formal Book Signing of Farewell at the Imperial Palace of Japan, in the presence of the Grand Master of the Ceremonies, H.E. Mr. Yoshitaka Akimoto of the Imperial Household Agency.

After being properly received, H.E. Ambassador Dr. Fatimie and Madam Fatimie signed the official register book indicating the end of their mission in Japan. Following which, they had a meeting with H.E. Grand Master of the Ceremonies Mr. Akimoto who presented them with a thoughtful letter and most kind gift from Their Excellencies the Emperor and Empress of Japan.

Mr. Akimoto for the long and enduring friendship between Japan and Afghanistan which has been an invaluable help in so many facets to Afghan society. H.E. Dr. Fatimie further expressed his thanks to the people and Government of the noble nation of Japan, and especially MOFA Japan, who have sincerely helped Afghanistan achieve great strides in progress on the road towards stability, peace, and prosperity over the past 15 years. In return, H.E. Mr. Akimoto thanked H.E. H.E. Ambassador Dr. Fatimie expressed his sincerest thanks to H.E. Mr. Uemura for making time in his schedule to meet. H.E. Mr. Uemura that as he has traveled all over Japan, from Okinawa to Hokkaido, he has been most impressed with the character of Japan’s citizens and their overwhelmingly kind hospitality. H.E. Mr. Uemura remarked how happy he was that he’d been so well received in Japan and at how well traveled in Japan H.E. Dr. Fatimie has been, and asked him to please remain in close contact with himself and Japan. All those present further discussed topics of mutual interest.

Mr. Mr. Akira Sugiyama, Chief of Protocol, and Ms. Kyoko Ito, Assistant Chief of Protocol of MOFA Japan in a Farewell luncheon meeting hosted by the later two at Daigo Restaurant in Atago. Dr. Fatimie also thanked them for the long time friendly relationships between Japan and Afghanistan. H.E. Dr. Fatimie further expressed his thanks to the people and Government of the noble nation of Japan who have sincerely helped Afghanistan achieve great strides in progress on the road towards stability, peace, and prosperity, and updated him on the many progressive achievements in Afghanistan over the past 15 years. April 15th, 2017: On a Saturday morning, His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie accompanied by Mdm. Fatimie, Dr. Bashir Mohabbat, Mdm. Mohabbat and their daughter Ms. Mina Mohabbat, had the great pleasure in attending the Cherry Blossom Party hosted by His Excellency Prime Minister Shinzo Abe at Shinjuku Gyoen National Gardens.
With the Japanese tradition of cherry blossoms symbolizing the start of things new paralleling the spring start of the Afghan New Year, the event was very symbolic as a start of another year of ever-increasingly friendly Afghan-Japanese relations.
Annually, H.E. Ambassador Dr. Fatimie has attended H.E. Prime Minister Abe’s Cherry Blossom Party every year of his mission, and this year it was no different. H.E. Dr. Fatimie had the honor to greet and exchange words with many high ranking members of the Japanese Government, several distinguished guests, Their Excellencies the heads of the diplomatic missions in Japan and a number of other key dignitaries, all while enjoying the beautiful view of the cherry blossoms.

April 14th, 2017: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the great honor to attend a meeting requested by Honorable Mr. Kenshiro Matsunami and his wife. Also in attendance was Dr. Bashir Mohabbat, Minister-Councillor for the Embassy of the Islamic Republic of Afghanistan in Japan. Hon. Mr. Matsunami is the President of Nippon Sport Science University and a much respected friend of H.E. Ambassador Dr. Fatimie. For a long time, Mr. Matsunami has been a great contributor to Afghanistan’s peace and development, both during his time in the past as a Diet member, as well as currently. Hon. Mr. Matsunami and his wife continue to be active supporters and partners of Afghanistan, notably through the Japan-Afghanistan Association.

During this meeting, Mr. Matsunami had the chance to extend to H.E. Dr. Fatimie his sincerest farewell wishes and presented him with a document of gratitude for his service in bridging the nations of Japan and Afghanistan. H.E. Dr. Fatimie was honored to receive Mr. Matsunami’s kind words and expressed his deep gratitude towards Mr. & Mrs. Matsunami’s hospitality and friendship. The Matsunami’s have been good friends to Afghanistan and so H.E. Dr. Fatimie thanked them also, on behalf of the people and Government of the Islamic Republic of Afghanistan for their benevolent efforts.

Mr. Sonoura has been active as an elected politician and member of the House of Representatives since 2005. Also in attendance was Dr. Bashir Mohabbat, Minister-Councillor for the Embassy of the Islamic Republic of Afghanistan in Japan.

Mr. Komura had been the Vice- President of the LDP (Liberal Democratic Party) since 2012, and an active politician since 1980. H.E. Ambassador Dr. Fatimie had the pleasure in again meeting and conversing with H.E. Minister Mr. Yuji Yamamoto, Ministry of Agriculture, Forestry and Fisheries of Japan, to whom he expressed his gratitude for the kind invitation to attend the splendid event. In return, H.E Minister Yamamoto thanked H.E. Dr. Fatimie for attending and invited him to sit with him and enjoy a cup of green tea under the cherry trees in full blossom. The two discussed several topics of mutual interest.
