December 26, 2016: H.E. Ambassador Dr. Bashir Mohabbat had the honor of visiting the Embassy of the Republic of Iraq in Tokyo in order to pen a message of congratulations regarding the inspirational victory of the nation over forces of terror. 
In his message, H.E. Dr. Mohabbat, expressed sincere jubilation, on behalf of the government and people of the Islamic Republic of Afghanistan, for the ever-deepening position of peace that is evident through this achievement.
H.E. Dr. Mohabbat had the opportunity to speak with First Secretary Khadija al-Salman, the Deputy Head of Mission of the Embassy of the Republic of Iraq, and to express these sentiments, along gratitude for the positive relations that have existed between their two missions.

Ambassador Dr. Bashir Mohabbat was honored with the opportunity to attend the birthday ceremony of H.M. the Emperor of Japan, which is also the National Day of this great nation, at the Imperial Palace in Tokyo. Considering the excellent and historical relations between the two nations and the personal roles of Their Majesties the Imperial Family of Japan, this annual celebration is considered to be a most celebratory occasion.

Having the opportunity to personally greet H.M., H.E. Dr. Mohabbat conveyed, on behalf of H.E. President Dr. Mohammad Ashraf Ghani, and the government and people of the Islamic Republic of Afghanistan, sincerest congratulations, and wishes for happiness and fulfillment in what is hoped to be a long and prosperous life. In addition, H.E. Dr. Mohabbat expressed to H.M. the Emperor the gratitude of the aforementioned for the noble nation of Japan’s effect-generating cooperation that has been extended to Afghanistan.
H.E. Dr. Mohabbat had the further honor of interacting with Their Majesties the Imperial Family and conveying congratulations to them as well.
As the event was also attended by all the heads of the missions from around the world in Tokyo, along with their respected spouses, H.E. Ambassador Mohabbat also had the pleasure to greet them.

December 22, 2016: H.E. Ambassador Dr. Bashir Mohabbat had the great honor of marking the esteemed birthday of H.M. the Emperor of Japan at Iikura House together with the noble host, H.E. Mr. Taro Kono, Minister of Foreign Affairs of Japan. 
H.E. Dr. Mohabbat had the auspicious opportunity to convey to H.E. Minister Kono sincere congratulations on this most venerated of occasions, further expressing that it is the hope of the government and people of the Islamic Republic of Afghanistan that H.M. the Emperor continue to enjoy a long and fruitful life and, moreover, that Japan continue to prosper. Furthermore, H.E. Dr. Mohabbat expressed that Afghanistan remains steadfast in its gratitude for the selfless and generous cooperation that Japan has extended to Afghanistan and for the role that H.E. Minister Kono and his ministry have played within.
H.E. Dr. Mohabbat had the great pleasure this evening of further meeting with a great number of dignitaries representing the Japanese government and key groups as well as the honorable missions of the world represented in Japan.

Mr. Basir Ahmad Hamdard, First Secretary at the Embassy of the Islamic Republic of Afghanistan in Tokyo, was also in attendance.

Having had the honor of recently meeting and conversing with the Hon. Mr. Yamaguchi, Dr. Mohabbat was grateful for the chance to formally meet and, on behalf of the Government and people of the Islamic Republic of Afghanistan, convey warmest wishes at this year’s end. Dr. Mohabbat expressed sincerely appreciation for the excellent friendship that Hon. Mr. Yamaguchi extended to the embassy and to all of Afghanistan over the course of the past year and for years to date. Furthermore, he expressed, through the Hon. Mr. Yamaguchi, deep gratitude to the Japanese Government and people for the meaningful cooperation that has taken place. Building upon this, H.E. Dr. Mohabbat stated that he is confident that the Hon. Mr. Yamaguchi will remain in 2018 and beyond an excellent bridge between the nations. To that end, H.E. Dr. Mohabbat mentioned two key goals of realizing a visit by H.E. Dr. Mohammad Ashraf Ghani, President of the Islamic Republic of Afghanistan, to Japan and gaining Japanese investment in Afghanistan’s mining sector. The Hon. Mr. Yamaguchi was positively receptive of the issues discussed and a cordial host.

H.E. Dr. Mohabbat has had the pleasure of enjoying a long and positive relationship with the Hon. Mr. Iijima. For this reason, H.E. Dr. Mohabbat considered it his great honor to take this opportunity to wish the Hon. Mr. Iijima most cordial courtesies as 2017 comes to a close. Considering all that the Hon. Mr. Iijima has done over the years in order to create excellent relations between the two nations of Afghanistan and Japan, Dr. Mohabbat, in addition to expressing deep gratitude, expressed a desire to see this continue into 2018 and beyond. In this sense, he particularly mentioned a desire to realize a visit by H.E. President Dr. Mohammad Ashraf Ghani of the Islamic Republic of Afghanistan to Japan and to realize Japanese investment within Afghanistan’s mining sector.

December 20, 2017: Mr. Basir Ahmad Hamdard, First Secretary and Political Affairs, attended, with great pleasure, of taking part in a reception organized by the MP Minoru Kihara Support Association in Tokyo at the Hotel New Otani.

The Hon. Parliamentarian, Mr. Kihara, and his association have been organizing now regular events to help foster connections between his esteemed office, the Honorable Japanese parliamentarians, and the foreign missions in Japan.

Mr. Hamdard expressed to Hon. Mr. Kihara, on behalf of the Embassy of the Islamic Republic of Afghanistan, as well as the government and people, gratitude for holding events such as this, as well as sincere appreciation for the cooperation that Japan has graciously extended to Afghanistan.
Mr. Hamdard had the pleasure of meeting with a number of other esteemed attendees, including Japanese dignitaries as well as international attendees. In speaking with Colonel Jonathan C. Goff of the U.S. Marine Forces, Mr. Hamdard mentioned that Afghanistan is truly grateful for the bravery and sacrifices made by the U.S. and international allies in efforts restore Afghanistan’s peace, particularly complementing the U.S. Marine Corps. Mr. Hamdard praised the forces for standing shoulder-to-shoulder with Afghans and expressed the excellent developments that have been achieved.

December 19, 2017: H.E. Ambassador Dr. Bashir Mohabbat had the pleasure of joining a reception to celebrate the 26th anniversary of the independence of the Republic of Kazakhstan. The event, hosted by H.E. Mr. Yerlan Baudarbek-Kozhatayev and the esteemed Ambassadress, was held at the Hotel Okura Tokyo.

On this celebratory occasion, H.E. Ambassador Dr. Mohabbat took the opportunity to extend cordial and sincere congratulations to H.E. Ambassador Baudarbek-Kozhatayev and to confer, on behalf of the Government and people of the Islamic Republic of Afghanistan, heartfelt gratitude for the Republic of Kazakhstan’s impact-generating cooperation in Afghanistan’s reconstruction and development. In turn, H.E. Ambassador Baudarbek-Kozhatayev graciously welcomed H.E. Dr. Mohabbat to the event and stated that relations between the two nations were not only friendly and positive, but would continue on productively into the future.
The event offered the opportunity for H.E. Dr. Mohabbat to reconnect with a number of Their Excellencies, the Ambassadors of missions to Japan, and to other key dignitaries, as well as to connect with several new individuals of esteem.
Amongst those of particular note, H.E. Dr. Mohabbat was able to meet once again with the Hon. Mr. Natsuo Yamaguchi, Chief Representative of the Komei Party. An invaluable partner in the pursuit of continuing peace, seeing the Hon. Mr. Yamaguchi was an excellent opportunity for Dr. Mohabbat to once more renew overtures of sincere gratitude for his government’s and his personal role in fostering the positive relations that exist between Afghanistan and Japan. H.E. Dr. Mohabbat further had the opportunity to meet with H.E. former Minister of Foreign Affairs and Minister of the Environment Ms. Yoriko Kawaguchi. To H.E. Ms. Kawaguchi, H.E. Dr. Mohabbat expressed deepest appreciation for the excellent work she did in her previous roles, both in terms of Afghanistan-Japan relations and in broader affairs.

December 18, 2017: It was an honor for H.E. Ambassador Dr. Mohabbat to attend a luncheon for the 24 Japanese speaking Ambassadors with mission in Japan hosted by H.E. Mr. Shinzo Abe, Prime Minister of Japan, at his official residence.
H.E. Prime Minister Abe welcomed everyone and remarked that Japan was anticipating its hosting of the 2020 Olympic & Paralympic Games and as such is very much looking forward to the valuable opinion of each country's ambassador to make the games a success. Ambassadors from each country who attended remarked about the wonders of their host country Japan's attractiveness, the close relations between Japan and each of their individual countries, and also the experience of each ambassador in Japan. In his greeting remarks, H.E. Dr. Mohabbat thanked H.E. Prime Minister Abe for hosting this event and thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the long support and unwavering assistance of the people and Government of the noble nation of Japan.

Ambassador Mrs. Svetlana Tatiana Iosiper and all the diplomats present, for the passing of His Majesty Michael I, as well as expressed his sympathy to the entire nation of the Romania.

Mr. Masahisa Sato, State Minister of Foreign Affairs Japan, at his office in MOFA Headquarters in Tokyo. Also in attendance was Mr. Basir Ahmad Hamdard, First Secretary for the Embassy of the Islamic Republic of Afghanistan in Japan.
H.E. State Minister Sato expressed his warm welcome to H.E. Ambassador Dr. Mohabbat and Mr. Hamdard, and sincerely congratulated H.E. Dr. Mohabbat on assuming the post as Ambassador of the Islamic Republic of Afghanistan to Japan. Additionally he wished H.E. Dr. Mohabbat the greatest of success in his endeavors throughout his mission remarking that he was certain to do so due to H.E. Dr. Mohabbat’s long time and experience in Japan. In return H.E. Dr. Mohabbat thanked H.E. Mr. Sato for making time in his schedule for the meeting as well as congratulated him also on his recent appointment as State Minister for MOFA Japan. Also he thanked him, on behalf of the people and Government of the Islamic Republic of Afghanistan, for the long support and unwavering assistance of the people and Government of its true friend, the noble nation of Japan. The Japanese have stood with Afghanistan during the rebuilding process, helping to bring Afghanistan to its current progress & achievements, and their help and investment of Afghanistan’s future by developing its human capacity holds a place of appreciation and honor in the heart of Afghans.
H.E. Dr. Mohabbat updated H.E. Mr. Sato on the many progressive achievements in Afghanistan over the past 15 years especially those undertaken since the formation of the National Unity Government. Additionally he asked for Japan’s support in considering developing further investment opportunities in the economics and import/export opportunities of Afghanistan. He also expressed his optimism for the relationship between Japan and Afghanistan becoming stronger, and the resolve that Afghanistan has had and will always continue to have the door open for discussion towards securing peace with those in opposition to it. 
In return, H.E. Mr. Sato assured H.E. Dr. Mohabbat that Japan would of course continue being part of Afghanistan’s forward progress, ensure security and stability are optimized, try helping to develop further economic development support, and would hold firm to its commitments to Afghanistan well into the future. H.E. Mr. Sato remarked that Japan was eager to advance its investment in the economics and import/export of Afghanistan with further progress in the security sector as it has been attaining under the National Unity Government. The gentlemen further discussed topics of mutual interest such as recent speeches by leaders of allied nations planning for active steps to achieving further regional peace, security, and stability.

Their Imperial Highnesses Prince and Princess Akishino host the traditional symbolic wild duck net hunting event, which is held in November and December each year on the Imperial Preserve and is attended by representatives of diplomatic missions and members of the Imperial Family.

Ambassador Dr. Bashir Mohabbat to attend the reception on the occasion of the anniversary of the National Day for the Accession of Sheikh Jassin Bin Mohammed Bin Thani the Founder of the State of Qatar, to the Rule of the Country, at the Imperial Hotel in Tokyo. 
H.E. Ambassador Dr. Mohabbat extended his best wishes on this auspicious day to H.E. Mr. Yousef Mohamed Bilal, Ambassador of Qatar to Japan. He further expressed his hopes to strengthen and deepen the relations between their respective countries. In return, H.E. Ambassador Mr. Bilal expressed His Excellency’s appreciation to H.E. Dr. Mohabbat for the kind words and attendance at the celebration and agreed to maintain positive relations between Qatar and Afghanistan.

December 13, 2017: Mr. Basir Ahmad Hamdard, First Secretary, welcomed to the Embassy of the Islamic Republic of Afghanistan in Tokyo Mr. Abidullah Arabzai, CEO of Core Drillers, a mining company based in Kabul. Ms. Namie Imanishi of the Embassy was also present as were staff from Core Drillers.

Core Drillers is working to promote talc, one of Afghanistan’s abundant natural resources, to the Japanese market. The company has talc grinding and crushing plants in Nangarhar Province. Japan is a natural destination for Afghan products and for Mr. Arabzai’s efforts as Japan has done much to support the development of the nation and Mr. Arabzai is a graduate of the JICA-sponsored PEACE scholarship program, having studied at Tokai University.
Mr. Hamdard congratulated Mr. Arabzai on the growth of the company, which established in 2015 already has agencies in U.S.A., U.A.E., Qatar and Turkey. Wishing him all the best, Mr. Hamdard assured him that the Embassy is fully supportive of the promotion of business from Afghanistan’s private sector to the Japanese market.

Ambassador Mr. S.K. Maina, MBS, to wish sincerest congratulations on this most auspicious day. He further conveyed his wish that Kenya would enjoy renewed and ongoing peace and prosperity, his wishes for the welfare of the Kenyan people, and his desire that the two nations would continue grow closer well into the future. In the main foyer, H.E. Ambassador Dr. Mohabbat and Madam warmly welcomed the distinguished guests, Hon. Mr. Yamaguchi and Madam Yamaguchi, who are not only long time friends of theirs but also long time friends of the Embassy and Afghanistan. H.E. Dr. Mohabbat expressed, on behalf of people and the Government of the Islamic Republic of Afghanistan, deep appreciation to the Japanese government for its continuing support of Afghanistan’s reconstruction process which is paving the way for increased greater livelihood, peace and prosperity for the Afghan people. Additionally, he expressed his humble happiness at hosting a true friend of Afghanistan at the Embassy once again.

December 8, 2017: It was a pleasure for His Excellency Ambassador Dr. Bashir Mohabbat, all the Diplomats and staff to host a group of visiting group of elementary and middle school teachers, Provisional Directors of the Ministry of Education from different provinces in Afghanistan, and Officials from the Ministry of Education Afghanistan to the embassy in Tokyo for tea and refreshments.

The eighteen guests were in Tokyo as a part of a training program entitled “Knowledge Co-Creation Program (Young Learners) for Afghanistan/Basic Education Administration Course” conducted in Japan. Through training programs such as this, human capacity development and efforts which are Afghan-owned and Afghan-led will continue well into the future. In his remarks to those present, H.E. Dr. Mohabbat expressed his hopes for the future of Afghanistan’s continued forward progress towards peace, prosperity, and self-sustainability through the benevolent assistance and guidance of the people and Government of the Noble nation of Japan.

Mr. Surin Pitsuwan, former Foreign Minister for the Royal Kingdom of Thailand, and former Secretary General of ASEAN, who passed away on Thursday November 30, 2017. Dr. Mohabbat expressed his deepest condolences, on behalf of the people and the Government of the Islamic Republic of Afghanistan, for the passing of H.E. Mr. Surin Pitsuwan as well as expressed his sympathy to the entire nation of the Royal Kingdom of Thailand.

December 7, 2017: His Excellency Ambassador Dr. Bashir Mohabbat had the honor and pleasure of giving a speech at his alma mater, Meijo University, to approximately 500 guests, including students from several universities, regarding Afghan progress.
Meijo University has the distinction of being the largest student body among colleges and universities in the Chubu region. H.E. Ambassador Dr. Mohabbat thanked Mr. Koichi Yoshihisa, President of Meijo University, greeting him and ushering him into the event. Additionally, he thanked Mr. Yoshihisa as well as Faculty of Law Dean Mr. Atsushi Kondo, for hosting the lecture and inviting him to speak at such a well appointed event. He further expressed his hopes that Meijo University would continue to accept Afghan students and perhaps increase the number of Afghan students. In return, Mr. Yoshihisa and Mr. Kondo thanked H.E. Dr. Mohabbat for his lecture at the university, agreed to help accept the maximum number of Afghan students each year into their school, and also invited him to give a lecture again next year.
The lecture was a great success with all present learning even more about the Islamic Republic of Afghanistan than they had know previously. They were pleasantly delighted to hear of the progress and developments over the past 15 years, especially those most notable since the formation of the National Unity Government in 2014.

Reception with Friends of Humanitarian Action at Swiss Embassy.

December 1, 2017: His Excellency Ambassador Dr. Bashir Mohabbat had the pleasure of attending a reception with Friends of Humanitarian Action with Mr. Tadateru Konoe, President of the Japanese Red Cross Society, at the Swiss Ambassador's residence.
The Friends of Humanitarian Action was established by the Embassy of the Swiss Confederation in Japan to promote coordination and cooperation between many stakeholders of humanitarian activities in Japan. On of the main objectives of this initiative is to increase interactions about humanitarian issues between Japanese Ministries, interested Heads of Missions, humanitarian actors and the private sector. As Afghanistan is a country with four seasons, with drastically different temperatures, it is prone to erosion that could cause a humanitarian crisis.

H.E. Dr. Mohabbat congratulated His Excellency Ambassador Mr. Jean-Fracois Paroz, Ambassador of the Embassy of the Swiss Confederation in Japan, in the successful initiation and event, and thanked him for the invitation. In return, H.E. Ambassador Mr. Paroz thanked H.E. Dr. Mohabbat for his attendance and kind words. Further, In attendance were several of Their Excellencies, Heads of Missions, and Diplomats with missions in Japan, members of parliament, and other dignified guests, several of whom H.E.
