31/05/2016 H.E. Ambassador Dr. Fatimie Accompanies H.E. Minister of Women’s Affairs Ms. Nazari to Meet with H.E. Minister for Promoting Dynamic Engagement of All Citizens Mr. Kato


IMG_4144eHis Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the great honor and pleasure of accompanying H.E. Ms. Delber Nazari, Minister of Women’s Affairs of the Islamic Republic of Afghanistan, for her meeting appointment with her Japanese counterpart, H.E. Mr. Katsunobu Kato, Minister for Promoting Dynamic Engagement of All Citizens. Ms. Keiko Takegawa, Director-General of Gender Equality Bureau at Cabinet Office of Japan, was also present. H.E. Minister Mr. Kato expressed his welcome to H.E. Minister Ms. Nazari, and briefed Japan’s women’s empowerment policies and achievements, including the assistance to Afghanistan in that field, particularly the projects by Japan International Cooperation Agency. Since 2002, he added, Japan has organized related international conferences, and he wished their efforts will be reflected in Afghan society.
In return, firstly H.E. Minister Nazari expressed her sincere condolences, on behalf of the people and the Government of Afghanistan, to the victims and all those affected by Kumamoto Earthquake occurred on April 14th. Then H.E. Ms. Nazari expressed her appreciation by representing Afghanistan for Japan’s assistance. She further expressed that Afghans will never forget the generous support of Japan, which has generated the achievements on not only for the condition and treatment of women in Afghanistan, but also in many other areas. H.E. Ms. Nazari wished the assistance will be continued for further developments, for peaceful, secure and stabilized Afghanistan.
H.E. Minister Mr. Kato appreciated the condolence message, and expressed that the Government of Japan encourages women to play a key role in forming a better society, by trying to remove the challenges. Without women’s involvement, security and stability are difficult to achieve, he added. H.E. Kato further briefed H.E. Nazari that the women’s empowerment was discussed during the recent Group of Seven Summit at Ise-Shima, Japan, and the international conference organized by Japan, WAW! (World Assembly for Women) will be held in December this year, as he wished the support will be continued.

May 30, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure of attending the Republic Day of Azerbaijan. H.E. Ambassador Dr. Fatimie expressed, on behalf of the people and the Government of the Islamic Republic of Afghanistan, his congratulations to H.E. Mr. Gursel Qudrat oglu Ismayilzada, Ambassador of the Republic of Azerbaijan, for the occasion. H.E. Ambassador Mr. Ismayilzada expressed his appreciation to H.E. Dr. Fatimie for his attendance and kind word. Their Excellencies Ambassadors further discussed the issues of mutual interest, and agreed to strengthen the relationship between Afghanistan and Azerbaijan. Each member sincerely thanked H.E. Ambassador Dr. Fatimie for his attendance, kind words, and His Excellency’s usual cooperation with JICA activities. Additionally, H.E. Dr. Fatimie had the pleasure of meeting with many other distinguished guests, including his long-time friends such as the Honorable Mr. Kenshiro Matsunami, President of Japan-Afghanistan Association; Their Excellencies Ambassadors; JICA staff; NGO members; and others which attended the grand assembly..

Prior to the reception, the international fair had been held at the entire first and second floors of the Plaza. Japan-Afghanistan Association participated by exhibiting Afghanistan’s rich agricultural products, and the embroideries, to show their great trade potentials and cultural richness. They have also exhibited the photos from the 3rd Annual Afghan Kite Festival, held February 28th this year, to display on-going friendly exchange between Japanese and Afghan people. The booth was widely and warmly welcomed among some 1,200 visitors.

May 26, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had a pleasure in attending the reception celebrating the 25th Anniversary of Independence of Georgia. H.E. Ambassador Dr. Fatimie expressed to H.E. Ambassador Dr. Levan Tsintsadze of Georgia, on behalf of the people and the Government of the Islamic Republic of Afghanistan, his congratulations for the occasion. H.E. Dr. Fatimie added that Afghanistan is grateful for Georgia’s support, particularly the recent deployment of Georgian soldiers to Resolute Support Mission. H.E. Ambassador Tsintsadze in return expressed his appreciation to H.E. Dr. Fatimie for his attendance and his kind words, as well as by mentioning their engagement to Afghanistan. He also expressed that they would continue their commitment.


H.E. Ambassador Dr. Fatimie had a further pleasure in meeting again with the Honorable Mr. Masakazu Hamachi, Parliamentary Vice-Minister for Foreign Affairs, Member of the House of Representative. H.E. Dr. Fatimie expressed his appreciation, on behalf of the people and the Government of Afghanistan, to Hon. Mr. Hamachi for Japan’s assistances to Afghanistan. Mr. Hamachi responded to H.E. H.E. Ambassador Dr. Fatimie expressed his congratulations for the occasion to H.E. Ambassador Mr. Demiye Zuher Haddad of Jordan, on behalf of the people and the Government of the Islamic Republic of Afghanistan, and appreciated the cooperation of Jordan with Afghanistan. Additionally, H.E. Dr. Fatimie wished that the good relationship between Afghanistan and Jordan be maintained and deepened.

20/05/2016 H.E. Ambassador Dr. Fatimie Welcomes the Visit of Peshawar-kai

May 20, 2016: It was a pleasure of His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie in welcoming back and meeting again the long-time friend of his own, as well as of Afghan people, Dr. Tetsu Nakamura of Peshawar-kai (Peace Japan Medical Services), and Ms. Chiyoko Fujita, a liaison. Mr. Ghafoori (First secretary), and Mr. Karimi (Second secretary) were also present at the meeting. H.E. Ambassador Dr. Fatimie thanked Dr. Nakamura for his many years of his great effort for the Afghan people by Peshawar-kai, particularly the camberi project, which aims to turn the deserted lands into greenery, hence enhancing the agricultural productivity of the land. H.E. Dr. Fatimie praised the project as the symbol for other areas in Afghanistan to inspire the local revitalization, and kindly requested for its continuation.
In return, Dr. Nakamura expressed his appreciation to H.E. Ambassador Dr. Fatimie for his support every time, and told that they are willing to not only continue the current on-going projects, but also to start new ones. Dr. Nakamura they are developing the idea of building a training center for agriculture and irrigation that is open for all Afghans, which he hopes will also be the symbol of the further developments in Afghanistan.

It was His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie's pleasure to welcome the members of Non-Profit Organization ASCA ASCA official website, and host a warm reception at the Embassy of Afghanistan Tokyo.

Madam Fatimie, Dr. Bashir Mohabbat (Minister-Counselor), and Ms. Farima Orya Afzali (First secretary) attended the occasion. ASCA, based in Gifu, has been working to assist the education sector in Afghanistan, as well as to promote the cultural exchange of citizens between Japan and Afghanistan. 

H.E. Ambassador Dr. Fatimie expressed his gratitude for the efforts of ASCA which aim to provide mutual assistance for the people of Afghanistan, especially in the support for the future generation. 



IMG_2698For ASCA members it has become a great opportunity to learn about various aspects of Afghanistan. Different types of Afghan food were served and afterwards the members of ASCA were taken on a tour of the embassy. Afterwards, the coalition headed to Tokyo National Museum to observe Afghanistan from a historical point of view, by visiting the "Hidden Treasures Exhibition".

May 18, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie and Madam Fatimie had the pleasure of attending the reception of the Constitution Day of Poland. H.E. Ambassador and Madam Fatimie expressed their congratulations to H.E. Polish Ambassador Mr. Cyryl Kozaczewski, and their appreciation, on behalf of the people and the Government of the Islamic Republic of Afghanistan, the support of Poland to Afghanistan. H.E. Dr. Fatimie particularly mentioned the great example of the deployment of 2000 Polish troops to train Afghan National Security Force.

H.E. Ambassador Kozaczewski, in response, expressed his appreciation to H.E. Dr. Fatimie and Madam for their attendance, and their kind words. Furthermore, as he agreed the importance of the cooperation of the two countries, H.E. Mr. Kozaczewski added to assure their commitment to the further Afghan reconstruction support.

President of the university, Prof. Kimiko Murofushi gave her opening remarks on behalf of the university that it is their great pleasure and honor to welcome HIM Empress, H.E. Ambassador Dr. Fatimie, distinguished guests, and their colleagues including those from five women's universities consortium (Ochanomizu Univ., Tsuda College, Tokyo Women's Christian Univ., Nara Women's Univ., and Japan Women's Univ.) that have supported Afghan teachers and students through training programs on behalf of Japan International Cooperation Agency (JICA), as she briefed the floor of their projects achievements. Separately, she expressed to H.E. Ambassador Dr. Fatimie how happy the school was to receive the Ambassador, and said that they are willing to continue their support for Afghan women's empowerment, as they have done all along in training nearly 150 Afghan teachers over the years. He also expressed his appreciation, on behalf of the H.E. the President Ashraf Ghani and H.E. the First Lady Mrs. Rula Ghani of the Islamic Republic of Afghanistan, as well as the people and the Government, for Japan's support to Afghanistan since 2001. Afghanistan certainly has made great achievements thanks to the generous support through projects such as those which provided for education and promoting gender equality. 9 million students have enrolled in schools; 40% of those in the schools are women; 5 ministers, 4 governors, 5 ambassadors, 28% of parliamentarians, and 30% of government employees are females; the government pursues its economic and anti-discrimination policy to support and encourage equality opportunities for Afghan women in aspects like education and employment. Additionally, H.E. Ambassador explained that thanks to Japan, so far 3,370 Afghan students have joined JICA's scholarship/fellowship, of which more than 10% were female. In return, HIM Empress expressed that Her Majesty was delighted to hear of such achievements in Afghanistan, especially when compared to their condition under the former oppressive regime. Her Majesty Empress Michiko also said that She always is interested in following the development of Afghanistan, and hopes for a peaceful and prosperous Afghanistan, as She conveyed Her Majesty's best regards to H.E. He also expressed his appreciation, on behalf of the H.E. the President Ashraf Ghani and H.E. the First Lady Mrs. Rula Ghani of the Islamic Republic of Afghanistan, as well as the people and the Government, for Japan's support to Afghanistan since 2001. Afghanistan certainly has made great achievements thanks to the generous support through projects such as those which provided for education and promoting gender equality. 9 million students have enrolled in schools; 40% of those in the schools are women; 5 ministers, 4 governors, 5 ambassadors, 28% of parliamentarians, and 30% of government employees are females; the government pursues its economic and anti-discrimination policy to support and encourage equality opportunities for Afghan women in aspects like education and employment. Additionally, H.E. Ambassador explained that thanks to Japan, so far 3,370 Afghan students have joined JICA's scholarship/fellowship, of which more than 10% were female.
In return, HIM Empress expressed that Her Majesty was delighted to hear of such achievements in Afghanistan, especially when compared to their condition under the former oppressive regime. Her Majesty Empress Michiko also said that She always is interested in following the development of Afghanistan, and hopes for a peaceful and prosperous Afghanistan, as She conveyed Her Majesty's best regards to H.E. President Ghani and H.E. the First Lady Mrs. Ghani.

It was also H.E. Ambassador Fatimie's pleasure to meet again with Dr. Shin'ichi Kitaoka, President of JICA, and discuss that JICA's projects for Afghanistan are one of their priorities, that the PEACE scholarship would be extended, and that they aim to increase female fellows on the program. Also in attendance, H.E. Dr. Fatimie had a great pleasure in meeting the Honorable Mr. Takeo Kawamura, Chairman of Standing Committee on Rules and Administration, Member of the House of Representative, and former Chief Cabinet Secretary; Dr. Yoichi Sakakihara, vice president and trustee, and Mr. Yuichi Ezawa, trustee (extramural) of Ochanomizu University; Prof. Dame Carol Black, principal of Newnham College; Associate Prof. Heath Rose, University of Oxford; Mr. Yuichi Ezawa, Chairman of the Board of Toyo Gakuen University; and Prof. Motoyuki Ono, trustee and director, Josai University.

May 13, 2016: Dr. Bashir Mohabbat, Deputy Chief of Mission and Minister-Counsellor, had a pleasure in meeting with His Excellency State Minister Mr. Yoji Muto of Japanese Ministry of Foreign Affairs at his office. Dr. Mohabbat first expressed his appreciation, on behalf of the people and the Government of the Islamic Republic of Afghanistan, the continuing support by Japanese government for Afghan reconstruction. He added that as Afghanistan and Japan have had a long and historical relationship till this day, in addition to the continuing Japan’s kind and generous support to Afghanistan, Afghan people always have a special place for Japan and its people, and will never forget their helps.
Dr. Mohabbat then discussed the issues of mutual interest, including the upcoming important international conference regarding Afghanistan, NATO Summit in Warsaw in July, and Development Conference in Brussels in October. As per the Brussels Conference, he passed the messages, on behalf of the government, 1) the level of the international commitment is preferably expected to be the same as Tokyo Conference held in 2012; 2) the attendance of the highest ranking official possible is highly appreciated; 3) Japan’s encouragement for the countries of the world for their involvement to the said conferences is highly appreciated; and 4) the government is committed to be self-reliant soonest possible.
H.E. State Minister for Foreign Affairs Mr. Muto expressed his appreciation to Dr. Mohabbat for visiting his office, and his kind words. He also touched upon the historical relation between Japan and Afghanistan, and said that it is an important relation of Japan. H.E. State Minister Muto reconfirmed the four points delivered by Dr. Mohabbat, and expressed that that they will do their best for further considration. Japan will continue, he added, the support for Afghanistan.

May 10, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure of attending Europe Day reception celebrating the establishment anniversary of the European Union, held at the Delegation of the EU in Japan. H.E. Ambassador Dr. Fatimie expressed, on behalf of the people and the Government of the Islamic Republic of Afghanistan, his congratulations to H.E. Ambassador Mr. Viorel Isticioaia-Budura of the EU, and his appreciation for their generous and continuous support to Afghanistan's reconstruction.
In return, H.E. Ambassador Isticioaia-Budura expressed his thanks to H.E. Dr. Fatimie of his attendance and the kind words, and stated that he looks forward to having a successful Brussels Conference on Afghanistan scheduled in October this year, which both Their Excellencies have been coordinating in Tokyo for the preparation.
