Meeting With the Japan External Trade Organization

November 30, 2016: Dr. Bashir Mohabbat, Deputy-Counsellor of the Embassy of the Islamic Republic of Afghanistan, attended a meeting with members of the Japan External Trade Organization (JETRO), including Mr. Takashi Tsunemi, Director, Middle East and Africa Division, Mr. Tadashi Sasaki, Global Strategy Middle East, Planning Department, and Dr. Hitoshi Suzuki, Chief Senior Researcher, Inter-disciplinary Studies Center. The meeting took place at JETRO’s offices in Minato, Tokyo.

Dr. Mohabbat, together with the members of JETRO, highlighted the importance of Afghanistan-Japan relations, noting that Afghanistan is one of the very few countries in the Middle East which has maintained stable political, cultural, and economic relations with Japan before and after the Second World War.
Both parties agreed that while the Afghanistan has enormously lucrative investment potential, security concerns hinder business and trade between Afghanistan and Japan. They recognized that while regional growth, investment, and trade in the region has nothing but surged in recent years, Afghanistan’s full potential cannot be realized without proving to Japanese companies that their interests are guarded against disruptions, whether political, economic, or social in nature. The meeting was concluded with the promise of working toward increased stability through international cooperation and effective marketing of Afghan products in Japan.

November 30, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had a pleasure in attending the celebration of the National Day of the Romania.

Mr. Natsuo Yamaguchi, Chief Representative of Komei Party, the junior coalition party of the government of Japan, and their Excellencies Ambassadors and members of diplomatic missions stationed in Tokyo representing their respective nations.

2016.29.11 Dr. Mohabbat Attends Goi Peace Foundation Forum

November 29, 2016: Dr. Bashir Mohabbat, Minister-Counsellor of the Embassy of the Islamic Republic of Afghanistan, had the pleasure to attend the Goi Peace Foundation Forum, with the 2016 meeting branded “Igniting Our Spark for a Bright Future”. The event, which was hosted in the Nikkei Hall at the Tokyo Head Office, was attended by the noble guests of diplomatic missions and organizations from around Tokyo.
This year’s occasion included the appearances of Ms, Hafsat Abiola-Costello, recipient of the 2016 Goi Peace Award and Ms. Tomoyo Nonaka, Founder and Chairperson of NPO Gaia Initiative, among other respected speakers.
Dr. Mohabbat was left impressed by the great organization of the gathering and proceeded to sincerely thank the Goi Peace Foundation for their excellent leadership and the Ministry of Education, Culture, Sports, Science and Technology of Japan for their support and sponsorship, as well as this year’s speakers, for their generous efforts to maintain peace and equality throughout the world.

November 29, 2016: H.E. Ambassador Dr. Sayed M. Amin Fatimie had the honor of attending the reception for the “Annual Meeting of Japanese Ambassadors in the Middle East and Africa” hosted by the Ministry for Foreign Affairs. This is an annual meeting held by MOFA Japan in which all of Their Excellencies the Ambassadors from Japan to countries within these regions meet to discuss issues.
In his opening speech, H.E. Minister Fumio Kishida stated “Japan will make every effort to bring peace and development to countries in this region”. At the reception which followed, H.E. Ambassador Dr. Fatimie had the opportunity to express his gratitude to H.E. Minister Kishida for his support of Afghanistan and for inviting him to the event. H.E. Minister Kishida in return thanked H.E. Dr. Fatimie for his attendance. They were joined in discussion by H.E. Mr. Mitsuji Suzuka, Ambassador of Japan to Afghanistan, with whom H.E. Dr. Fatimie had met for a lunch at his private residence earlier in the month. The three exchanged views on topics of mutual interest with regard to Afghanistan. H.E. Dr. Fatimie complimented H.E. Mr. Kishida on MOFA Japan’s ability to promote astute Ambassadors like H.E. Mr. Suzuka who is not only quite talented but additionally speaks Dari.


H.E. Dr. Fatimie also had the pleasure of meeting with H.E. Mr. Kentaro Sonoura, State Minister of MOFA; Their Excellencies Mr. Shunsuke Takei and Mr. Motome Takisawa; H.E. November 25-26, 2016: Dr. Bashir Mohabbat, Minister-Counsellor of the Embassy of the Islamic Republic of Afghanistan, attended the 27th Meeting of the Energy Charter Conference and the Ministerial Meeting, jointly organized by the Ministry for Foreign Affairs of Japan and the Energy Charter Secretariat at the Keio Plaza Hotel in Shinjuku, Tokyo. The welcome reception was hosted under the auspices of Mr. Fumio Kishida, Minister for Foreign Affairs of Japan.

Dr. Mohabbat was very honored to have been given the opportunity to partake in the meeting which was attended by representatives from diplomatic missions in Tokyo and ministerial-level participants from over 70 countries, among them H.E. Eng. Ali Ahmad Osmani, Minister of Energy and Water of the Islamic Republic of Afghanistan, and Dr. Mohammad Arif, Senior Advisor of the Ministry of Energy and Water of the Islamic Republic of Afghanistan. The event focused on many important international energy-related issues pertaining to the Energy Charter Treaty.
At the event, Dr. Mohabbat was very pleased to meet with Dr. Urban Rusnak, Secretary General of the Energy Charter Secretariat, among other honorable guests. Dr. Mohabbat took the opportunity to highlight Afghanistan’s abiding commitment to working closely with the international community on energy-related affairs, in addition to economic, cultural, and security issues.

25/11/16 Attendance at the 27th Meeting of the Energy Charter Conference and the Ministerial Meeting


November 25, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure of attending the reception in honor of the 27th Meeting of Energy Charter Conference hosted by H.E. Foreign Minister Mr. Fumio Kishida, and Chaired by Parliamentary Vice-Minister for Foreign Affairs H.E. Mr. Kentaro Sonoura at Iikura House. Also in attendance, representing the Islamic Republic of Afghanistan was H.E. Mr. Ali Ahmad Osmani, Minister of Energy and Water.


The Energy Charter Conference is the governing and decision-making body for the Energy Charter Process, and was established by the 1994 Energy Charter Treaty. The conference is held annually to discuss how the Energy Charter Process can address major global energy challenges, including responding to climate change and sustainable development. Japan became the first country from East Asia to chair the meeting of the Energy Charter Conference. The event was fortunate to have keynote speakers Dr. Urban Rusnák and Dr. Sun Xiansheng, both Secretary Generals of the International Energy Charter, speaking at the event.



At the event, H.E. Mr. Ali Ahmad Osmani had the opportunity to give his remarks to all those present. He expressed his thanks for his invitation to the meeting as well to Japan for its cooperation and generous support for Afghanistan which has been so crucial for development. He mentioned that Afghanistan is building its energy sector to help provide the back bone for its socio-economic development as yet there is a gap between the supply and demand which poses serious challenges to energy security for the people. He also stated that the Energy Charter is the best platform for the issues regarding energy in Afghanistan.


Following the remarks and discussions, T.E. Dr. Fatimie and Mr. Osmani had the pleasure of meeting with the event host, H.E. Foreign Minister Mr. Kishida and . H.E. Dr. Fatimie thanked him for the invitation to the event as well as for the continuous generous support of the people and Government of Japan to Afghanistan over the past 15 years to help ensure redevelopment, peace, stability, and prosperity. In return H.E. Mr. Kishida thanked him for his kind words, attendance and reaffirmed Japan’s commitment to Afghanistan in the future.

Mr. Ali Ahmad Osmani, Minister of Energy and Water; other Honorable Deputy Ministers, Directors, Managers, and distinguished Dignitaries to the Embassy of the Islamic Republic of Afghanistan in Tokyo on the occasion of their visits here to Japan. Dr. Bashir Mohabbat, Minister-Counsellor; Mr. Ahmad Ghafoori, First Secretary and Consul; Mr. Basir Hamdard, First Secretary and Political Affairs; Mr. Asif Agah, Second Secretary and Cultural Affairs; and Mr. Abdulzaman Akbari were in attendance to greet guests as they arrive and host the event.

Dr. Bashir Mohabbat also spoke to welcome everyone to the embassy and the great significance of this visit by everyone. Remarks were then given by Minister of Energy and Water, H.E. Mr. Ali Ahmad Osmani.



After all had spoken, H.E. Dr. Fatimie invited the guests to partake in the Afghan dishes prepared by the Embassy which were served for all to enjoy. Following the dinner, all guests present partook in a group photo, to commemorate the auspicious occasion.

November 23, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie, Ambassador of the Embassy of the Islamic Republic of Afghanistan, attended the Nippon Sport Science University Reception for Rio de Janeiro Olympic Games at the Imperial Hotel in Chiyoda, Tokyo.
The event was an occasion of celebration for Japan’s admirable achievements at the 2016 Olympics Games in Rio de Janeiro and was, moreover, a moment of great anticipation for the next Olympic Games which are to be held in Japan’s capital and largest metropolis.



H.E. Ambassador Dr. Fatimie expressed his excitement for the major international event to be held in Tokyo, and voiced his sincere gratitude for Japan’s continuous efforts to foster peace and stability in the world and for supporting togetherness in the international community by hosting the 2020 Olympic Games.
H.E. Dr. Fatimie was also very pleased to meet with Honorable Mr. Motoo Hayashi, Minister of Economy, Trade and Industry, with whom he exchanged words of encouragement and promises of continued cooperation and further empowerment of Afghanistan-Japan relations.

November 21, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure of attending the reception hosted by His Excellency Dr. Heita Kawakatsu, Governor of the Shizuoka Prefectural Government entitled, “An Evening of Cultural Exchange and Business Networking” at the Keio Plaza Hotel in Shinjuku. The event was attended by several other Their Excellencies Ambassadors of missions in Japan, diplomats, governmental officials, and other people of note.
H.E. Ambassador Dr. Fatimie had the pleasure of meeting with H.E. Mr. Kawakatsu before the beginning and, on behalf of the people and Government of the Islamic Republic of Afghanistan, expressed his thanks not only for hosting this event but also for the continuous support from the people and Government of Japan. He further added his congratulations for H.E. Mr. Kawakatsu’s achievements as Governor of Shizuoka. H.E. Mr. Kawakatsu thanked H.E. Dr. Fatimie in return and invited him to the podium during the event in order to introduce him further to the audience.
Following the ceremony, H.E. Dr. Fatimie also had the privilege of meeting with H.E. November 18, 2016: Mr. Basir Ahmad Hamdard, First Secretary of the Embassy of the Islamic Republic of Afghanistan, attended “Café Democrats”, an event aiming at explaining and discussing the various challenges that may face the Democratic Party following its shift in leadership from Hon. Mr. Katsuya Okada to newly-appointed H.E. Mrs. Renho, President of the Democratic Party.
At the event, Mr. Hamdard decided to take the opportunity to express his deepest gratitude to the Diplomatic Party, and indeed the entire Japanese Government, for its ceaseless support and sacrifice for the peace and development of Afghanistan, and his wish for the two parties to continue their close relationship. The Democratic Party, in return, thanked the Embassy of the Islamic Republic of Afghanistan for its participation in this and other events, and expressed their wish for Afghanistan-Japan relations to continue growing even further.

November 18, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie, Ambassador of the Embassy of the Islamic Republic of Afghanistan, was warmly welcomed by the Democratic Party to attend “Café Democrats”. The event, which was held at the Parliamentary Museum in Tokyo’s Chiyoda Ward, aimed at discussing the various challenges that the DP are expected to face during the term of newly-appointed H.E. Mrs. Renho, President of the Democratic Party.


The event was an excellent opportunity for H.E. Ambassador Dr. Fatimie to stay updated on developments within the esteemed party but also to get acquainted with new challenges that may face them as the leadership shifts from the interim guidance of Hon. Mr. Katsuya Okada to newly-appointed H.E. Mrs. Renho. It was an equally important occasion for H.E. Dr. Fatimie to connect with some of the most influential people in Japan, and was especially honored to have met with Mrs, Hiroe Makiyama, Vice Leader of the Kanagawa Prefectural Headquarters of the Democratic Party, Mrs. Yoko Miyazaki, Member of the International Department of the Democratic Party, Mr. Hideya Sugio, Member of the House of Councillors. November 16, 2016: Mr. Basir Ahmad Hamdard, First Secretary of the Embassy of the Islamic Republic of Afghanistan, was honored to meet with Mr. Mahmood Abdulaal, Deputy Head of Mission of the the Embassy of the Kingdom of Bahrain at their Embassy in Tokyo,
The two parties started the meeting by humbly thanking one another for taking the time to gather and discuss issues that are of great importance to both countries as well as the greater international community. Mr. Hamdard noted that Afghanistan and Bahrain have a very amicable relationship and that Afghanistan is deeply grateful for the invaluable support from Bahrain and indeed the entire Middle Eastern community.
Mr. Hamdard then proceeded to kindly encourage Bahrain to continue its longstanding support for the peace and reconstruction of Afghanistan, including supporting the Islamic Republic in its unprecedented bid to enter the United Nations Human Rights Council in 2018. In return, Mr. Abdulaal promised to do his best to ensure that Bahrain continues its involvement in regional peace and reconstruction issues, and to satisfy mutual Afghanistan-Bahrain goals and interests.

Mr. Hamdard was very pleased to meet with Mr. Dr. Alsulami and to discuss about current events and mutual interests, starting by expressing Afghanistan’s most sincere gratitude to Saudi Arabia for its invaluable support of Afghanistan’s peace and reconstruction. Mr. Hamdard then proceeded to praise the Saudi Arabia’s granting of scholarships to Afghan students in Saudi Arabia, to which Dr. Alsulami responded that it was his pleasure and promise to continue such generous grants.

November 11, 2016: It was a pleasure and honor for His Excellency Ambassador Dr. Sayed M. Amin Fatimie to host a luncheon reception honoring the Honorable Mr. Abdullah J. Habibzai, acting Mayor of Kabul Municipality; and Honorable Mr. Sayed F. Wahidi, Chairmen of ANCB and former Governor of Herat & Kunar, on their visits to Japan. Dr. Bashir Mohabbat, Minister-Counsellor; Mr. Ahmad Ghafoori, First Secretary and Consul; Mr. Basir Hamdard, First Secretary and Political Affairs; Mr. Asif Agah, Second Secretary and Cultural Affairs; and Mr. Abdulzaman Akbari were in attendance to greet guests as they arrive and host the event.


Once all guests were received, the opening address was given by Mr. Asif Agah who welcomed all in attendance. In his opening remark, H.E. Ambassador Dr. Fatimie extended his welcome and thanked everyone for being present to celebrate the visit to Japan by Hon. Mr. Habibzai and Hon. Mr. Wahidi. H.E. Dr. Fatimie discussed the significance of the occasion and the important role the people and Government of Japan, MOFA Japan, JICA, Japanese academic institutions, NGOs, construction companies, and corporations for their ceaseless efforts in proactively spreading peace and prosperity around the world and particularly in Afghanistan.


H.E. Mr. Katsuhiko Takahashi, Deputy Director General of Middle East and African Affairs Bureau for MOFA Japan, gave his remarks welcoming the two honored guests to Japan and expressed his desire for a further strengthening of the already strong bond and relations of Japan and Afghanistan. The Hon. Mr. Habibzai next gave his remarks, thanking the hosts and all in attendance for such a warm welcome. He expressed his hopes for his experience here and in returning to Kabul with new perspective. The Hon. Mr. Wahidi followed with his remarks and similarly thanked the hosts and guests in attendance for the event and chance to learn even more.


After all had spoken, Mr. Agah invited the guests to partake in the Afghan dishes prepared by the Embassy which were served for all to enjoy. Following the luncheon, all guests present partook in a group photo, to commemorate the auspicious occasion.

Meeting With Mr. Ramezani, Counsellor of the Embassy of the Islamic Republic of Iran

November 10, 2016: Mr. Basir Ahmad Hamdard, First Secretary of the Embassy of the Islamic Republic of Afghanistan, met with Mr. Majid Ramezani, Counsellor of the Embassy of the Islamic Republic of Iran at Iran’s Embassy in Tokyo.
Mr. Hamdard was very pleased to have the opportunity to meet with Mr. Ramezani and to discuss issues highly relevant to each of the two close neighbors and, accordingly, thanked Mr. Ramezani and the entire diplomatic staff of the Embassy for their warm welcome.
Despite meeting in a very hospitable and amicable atmosphere, Mr. Hamdard and Mr. Ramezani took the opportunity to address important bilateral issues including the many Afghan refugees present within Iran’s borders, ways to improve bilateral economic relations and to encourage regional investment in various economic facets.

November 10, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie, Ambassador of the Embassy of the Islamic Republic of Afghanistan in Tokyo, had the honor to attend a gathering dedicated to the occasion of the 25th anniversary of the independence of Turkmenistan, held at Palace Hotel in Chiyoda, Tokyo.
H.E. Ambassador Dr. Fatimie was very pleased to see familiar friends and was equally as excited to have had the opportunity to make new ones at the event. Ambassadors, diplomats, and other guests celebrated the occasion that marks Turkmenistan’s deserving independence, a symbolic day that was cherished in a truly amicable atmosphere.
H.E. Dr. Fatimie congratulated the Turkmenistan government and people on this great milestone in the country’s history, and took the opportunity to emphasize the importance of a healthy Afghanistan-Turkmenistan relationship as close neighbors and friends. His Excellency Mr. Gurbanmamet Elyasov, Ambassador of Turkmenistan in Tokyo, in return thanked H.E. Dr. Fatimie for his kindness and vowed to continue working for the security and well-being of both countries.

November 10, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie, Ambassador of the Embassy of the Islamic Republic of Afghanistan in Tokyo, was honored to be invited by H.E. Mr. Fumio Kishida, Minister of Foreign Affairs of Japan, and Mr. Yoshinobu Nisaka, Governor of Wakayama Prefecture, to attend a reception to commemorate the first ever World Tsunami Awareness Day.
The World Tsunami Awareness Day was made possible owing to the support of many countries and organizations that voted for the establishment of an occasion that focuses on spreading awareness and promoting understanding of tsunamis and their impact on Japanese social and economic life.
At the event, Mr. Nisaka explained about the enduring implications that the events of March 11, 2011 has had on Japan and how it has affected experts' and the public’s perception of tsunamis. Mr. Nisaka also politely invited H.E. Ambassador Dr. Fatimie to visit Wakayama Prefecture whenever he has the opportunity.


H.E. Dr. Fatimie took the opportunity to express his heartfelt gratitude for the Japanese government and the Japanese people’s ceaseless support and invaluable generosity towards Afghanistan, proceeding to thank H.E. Minister Kishida for his diligent work as Foreign Minister and for the many personal sacrifices he chooses to make in order for Japan to maintain healthy relations with its many friends around the world. In return, H.E. Minister Kishida thanked H.E. Ambassador Fatimie for his attendance at the event and voiced his commitment to continue the Japanese government’s engagement in Afghanistan-related affairs, including the very important Brussels Conference on Afghanistan.
Among the honorable guests, H.E. Dr. Fatimie also had the great pleasure of meeting with Mr. Natsuo Yamaguchi, Leader of the New Komeito Party, Mr. Makoto Yoshizawa, Director of the International Performing Arts Association, and Mrs. Mika Muraoka, Chief Director of the International Performing Arts Association.

November 09, 2016: Mr. Hamdard met with Mr. Wiktor Staniecki, First Secretary of the Delegation of the European Union to Japan.
Mr. Hamdard expressed his appreciation for having the chance to meet with Mr. Staniecki for the first time, and said that he very much looked forward to having the pleasure to work with Mr. Staniecki and the Delegation in the future. Mr. Hamdard made sure to also extend his thanks to all ambassadors and diplomats active in Tokyo for their relationship with Afghanistan and continuing support. Both parties furthermore agreed that by working closely together, peace and stability can successfully be fostered and maintained in the region.

The meeting happened on the occasion of a World Tsunami Day event held at the Iino Hall and Conference Center in Chiyoda, Tokyo.

November 4, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie attended the funeral service for His Imperial Highness Prince Mikasa at the Toshimagaoka Imperial Graveyard in Tokyo. H.I.H. Prince Mikasa’s 93-year-old widow, Her Imperial Highness Princess Yuriko served as the chief mourner, with Grand Chamberlain Chikao Kawai of the Imperial Household Agency representing the Imperial Highnesses Emperor Akihito and Empress Michiko.

The service was attended by about 560 people including 15 Imperial family members; H.E. Prime Minister Shinzo Abe, members of his Cabinet, and members of the Diet; Their Excellencies the Ambassadors of missions to Japan; and a number of other dignitaries.

At the service, there was a recitation of a prayer and the ceremonial offering of a tamagushi tree branch. Ambassador Dr. Fatimie would like to express his deepest condolences, on behalf of the people and the Government of the Islamic Republic of Afghanistan, during this time of mourning to the Imperial Family and the Government and people of Japan.

Attending Seminar by Mr. Donghyun Park of the Asian Development Bank

November 1, 2016: Dr. Mohabbat attended a seminar by Mr. Donghyun Park, Principal Economist at the Economic Research and Regional Cooperation Department of the Asian Development Bank. The seminar was titled “Financial Sector Development, Economic Growth, and Equity in Asia”.
Following the seminar, Mr. Mohabbat thanked Mr. Park for a very interesting and well-structured session. He also emphasized the importance of healthy relations in the entire community of Asian states beyond mere bilateral relations in the objective toward regional peace, stability, and economic growth. This is something that Afghanistan understands particularly well considering its journey towards a recent surge in international trade and development thanks to the cooperation and gracious assistance of its Asian neighbors and friends.

November 1, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the pleasure of attending the reception celebrating the Anniversary of the Ministry of Defense and the Japan Self Defense Forces at Ruri Hall of the Grand Hill Ichigaya Hotel.


This reception event is held to celebrate the Anniversary of the Establishment of the Self-Defense Forces here in Japan which were established on July 1, 1954. The Minister of Defense for Japan, H.E. Ms. Tomomi Inada, gave remarks during the ceremony. One of the keynote speakers on this night was the Prime Minister of Japan, H.E. Mr. Shinzo Abe. He gave a very motivational speech, talked about the history of the Self Defense Forces, and expressed his hopes for these organizations in Japan.


H.E. Dr Fatimie took the opportunity to congratulate those in attendance on the Anniversary of the Ministry of Defense and the Japan Self Defense Forces, as well as converse with relevant parties topics of mutual interests. He also had the privilege of talking in person with his good friend, H.E. Mr. Natsuo Yamaguchi, Chief Representative of the New Komeito Party with whom he had a most informative talk discussing topics of mutual interest. H.E. Dr. Fatimie also meet and spoke with Mr. Yoshiaki Harada, Chairman of the Economy and Consumption Committee of the House of Representatives; Ms. Asako Omi, Member of the House of Representatives; Mr. Akira Sato, Member of the House of Representatives; Mr. Kenji Yamada, Member of the House of Representatives; General Yoshiyuki Sugiyama, Chief of Staff of Japan’s Air Self Defense Force; H.E. Mr. Nguyen Quoc Cuong, Embassy of Vietnam in Tokyo; and Mr. Daisuke Shibasaki, Political Advisor for the International Committee of the Red Cross.

1/11/16 Attendance at the 74the Anniversary Ceremony of Tokai University Educational System

November 1, 2016: His Excellency Ambassador Dr. Sayed Mohammad Amin Fatimie had the extreme pleasure in attending the 2016 Tokai University Foundation Commemoration Ceremony for the Educational System at Tokai University’s Shonan Campus.



The opening address was given by Mr. Tatsuro Matsumae, President of the University. Mr. Matsumae is the eldest son of the University Founder, Dr. Shigeyoshi Matsumae. He gave a very moving speech about the founder’s vision and the history of the university’s establishment.


The ceremony was followed by a reception. Also present at the event were several diplomats from countries with missions in Japan. H.E. Dr. Fatimie had the pleasure of talking with many of them and discussing topics of mutual interest.
